Abstract

Spice inheritance in the oceanic country affairs can be used as a mirror for us,because the storyline of the Republic of Indonesia in facing future challenges wich is verymulti-dimensional seems to fade away, there fore many groups lately often discuss backto the 1945 Constitution. In fact, many of them rolled out “NKRI Harga Mati”. So far,all efforts have been made is a productive or preventive action in compousting together astring of reunion a sovereign country, which is always on the moves in an atmosphere ofopposition and full of competitions. It seems that this nation and country have not beenable to utilize the cultural and scientific treasures, local and national wisdom to appearcreative in solving their problems and dare to take the greatest risks and formulate uniqueenigmatic solutions into a large current in preserving the history of maritime culture.Starting from the philosophy that our beaches face each other and the islands are ours. Sothat the palace and the traditional institutions contained inside running to regulate the people.Secondly Pamalayu Expedition is a military diplomatic expedition carried out by theSingasari Kingdom during The King Kertanagara’s dated 1275-1293 against the Malay’sKingdom (also known as the Kingdom of Dharmasraya or the Kingdom of Jambi). At thattime, the Singasari Kingdom wanted the entire Southeast Asian region to be ruled. Surelythey already understood the maritime, defense equipments and the shipping knowledge. The thirdly Srivijaya as the monumenthal of the first millennium in the maritime world,was able to remove the silk’s journey which was originally by land, then changed by seaand cancelled the Tordesilas Agreement made by the Papacy which divided the sea intotwo regions namely the western and eastern regions. Srivijaya could prove and dismissthe notion that parts of the sea after India were apparently not ruled by hooligans, pirates,and etc. The fourthly Majapahit Kingdom was able to unite and organize all the maritimeelements in the archipelago led by the sea commander in comand named Ranggalawe andsupported by the national shipping conglomerate at the time named Nyai Kanggotan whohad a shipping industry centered in Tuban with the strength of forces more than 3200 Javajung or Javanese tradicional ships.

Abstract

The problem of poverty is still a threat to every government in the world. Thepoverty level will be used as an indicator in assessing the success of a ruling governmentregime. Even developed country that has abundant resources and capable technology wasstill keeping pockets of poverty in several corners of the region. The Poverty ReductionCommittee of the Republic of Indonesia gives the view that poverty is a condition wherea person or group of people, men and women, cannot fulfill their basic rights properly tofulfill and develop a dignified life.Maximum involvement of the community in the economic sector aims to providethe widest possible access to the community to contribute and enjoy the results of theeconomic growth generated. The economic system that involves many people in the economicprocess will be able to direct the economy of a region towards quality growth. Aparticipatory economy is one solution in handling the complexity of poverty. A powerlesssociety in the economy must be able to increase its source of income so that it ends inincreasing welfare in general. Community empowerment in the economy is very muchneeded in the development process especially in the economic field.The people’s economy which is an economics system that is most in line with Indonesian culture as stated in our country’s constitution must be truly implemented in achievingnational goals. MSMEs, Cooperatives and economic institutions belonging to the widercommunity must continue to be developed so that the community is more empowered inthe economic sector. The poverty reduction strategy by providing opportunities for thecommunity to enjoy the success of the economic sector will be able to reduce the amountof poverty widely. The participatory economy that has been successfully implemented ina region is believed to be able to lift the economy towards quality economic growth.

Abstract

Traditions that have been going on for so long and acknowledged their sacredness,tradition provides a reference to life with repetitive rhythms, the majesty of harmony,thus abandoning conflict. Religion gives sacred values to the tradition so that it can gainreinforcement at the mental level into a socio-mythical space. Whereas modernity haveinjects for new ideas, which have an implication of the melting of the state barrier. Modernityunfolds human consciousness about time which is no longer repetitive but is linear,no longer sacred but secular where creative progress and alternatives are created. Traditionand Religion is a mythical-expressive culture that is challenged by progressive-creativeglobal culture coming through tourism. The politics of synergy has been carried outfor a positive vision for people’s lives. However, these three factors cannot be reconciledjust like that, cultural contestation becomes a necessity.

Abstract

In the era of globalization and amid the increasing quantity of tourism in Bali,it often creates a variety of new problems that require an increase in the quality of servicesand legal protection for every tourist. The local governments together with related stakeholderswho are involved in tourism activities are required to work hard to always improvelegal protection for every tourist so that Balinese cultural tourism programmed by the governmentTogether with the community can run sustainably.After the enactment of Bali Province Regional Regulation No.2 of 2012 is a legal aspectof the organizer of power to achieve that goal. The organizer of the said power consists ofinstruments of power or equipment of the state as elements of government administrationfrom the center to the regions. The administration of government is deemed to be alwaysdynamic or moving (de staat in bweging). Elements of the organizers of power in the regions,especially in exercising power related to Balinese cultural tourism. This implementationis carried out through officials who are given the authority to organize government inthe region. It is also given to take action to protect tourists visiting each tourism destination.Legal protection must be carried out in an equitable manner and provide welfare forevery tourist. This is the basis for the issuance of Bali Province Regional Regulation No.2of 2012 concerning Bali Cultural Tourism. The establishment of this Bali regulation is theexistence of legal protection in the form of certainty and guarantee of tourist welfare andobtaining a sense of security and comfort through a service quality.

Abstract

This research is motivated by the problem Systems, procedures andcomplicated method makes the service process becomes longer. In addition, theprofessionalism of the unit of service personnel driving licenses on Polres Karangasemare still questionable performance, as well as facilities and inadequate infrastructurethat is part of the problem contained in the driving license offices onPolres Karangasem.The purpose of this study is to determine how much influence the system methodprocedures, personnel and infrastructure to the effectiveness of service license inthe office of the Polres Karangasem. The theory used is from Siagian (2009: 60)regarding the effectiveness of work includes time, precision, style and service whenthey give and factors that affect public services from Moenir (2016: 8) the systemof procedures and methods, personnel and infrastructure. The method used in thisresearch is quantitative by taking the total number of respondents was 100 people.The results showed that procedure systems factor methods, personnel and infrastructureare together effect on the effectiveness of driver’s license services at thePolres Karangasem and it is known that the personnel factor is the most influentialfactor on the effectiveness of driver’s license services at the Office of the PolresKarangasem.

Abstract

Foucault was the first philosopher after World War II who spoke of Nietzscheas a serious political philosopher. For him all kinds of truth claims are interpretations ofa world, which do not really exist as something ahistorical. Three important factors thatinfluence Foucault’s young thinking are, First, the history and philosophy of the Frenchschool of knowledge which was then influenced by the thoughts of Georges Canguilhemwho had many thoughts about the history and philosophy of biology. Second, the linguisticstells Ferdinand de Saussure and structuralist psychology developed by Jacques Lacan,and Georges Dumezil’s (a proto-structuralist in the comparison of religion) had a majorinfluence on Foucault. Third, namely Foucault was infatuated with French avant-gardeliterature, especially the works of Georges Bataille and Maurice Blanchot. In general,the definition of power according to Foucault is divided into two types, namely negativedefinition and positive definition. In the negative definition it is stated that power isnot through violence or the results of an agreement. In the positive definition of powerthat power is the whole structure of actions that suppress and encourage other actionsthrough persuasion, stimulation, seduction, coercion and prohibition. For Foucault poweris productive and cannot be separated from knowledge. Knowledge gives birth to power,power gives birth to knowledge. Knowledge is institutionalized and becomes the authority of power that determines this to be true and that which is wrong. The peculiarity ofthe concept of power from Foucault is that power is carried out more than possessed, notinherent in actors or interests, but united in various forms of practice. Foucault’s thoughtopened up the possibility to dismantle all domination and power relations, such as powerin knowledge between discourse creators, bureaucrats, academics, and “uncivilized”common people who had to be disciplined, regulated and “nurtured”. From the study offoucault’s works, it seems that the metaphysical truth of power relations lies in its historicalstatement, which is actually nothing but to perpetuate the power itself.

Abstract

Tourism in Indonesia has grown and developed into one of the country’s foreignexchange earnings. Seeing Bali’s potential from natural beauty, people’s hospitality, culturalarts and distinctive customs, making the tourism sector receive special and serious attentionfrom the local government of Bali Province. Serangan Village is a sub-district and sub-districtlocated in Wialyah, South Denpasar District, Denpasar City, Bali Province, Indonesia,which has considerable tourism potential, such as Bugis village, fishing village, turtle parkand temples. Based on the description above, the problem can be formulated as follows:how is the development of tourist villages in Serangan Village in improving the welfare ofthe surrounding community. In this study, the research method was carried out by libraryresearch by reading literature relating to the development of tourism objects, observationand field research, where research was carried out by visiting tourism objects in Seranganand interviewing communities around tourism objects in Serangan Village. The results ofthe study indicate that from the results of the research conducted it can be concluded that thedevelopment of Serangan village tourism can improve welfare and development which canbe seen from the economic side, it can be seen a number of positive examples of the impactof tourism development in Serangan village, including; the life of the village communitySerangan is becoming more advanced because access to urban areas is becoming increasinglysmooth. In addition to the development of Serangan island, there is financial inclusion asvillage treasury. The financial income mainly comes from the entrance ticket that is charged to everyone who enters Serangan island with a fare of Rp. 1,000, for motorbike riders andRp. 2000, - for motorists The entry from the entrance ticket is quite large, where the funds areused to support village development and the need for maintenance of worship facilities andinfrastructure in Serangan village

Abstract

Politics is an activity in a system or State that involves the process of determining the purposeof the system. Political life in a country especially Indonesia is very complex. The appearanceof women in the political world has been going on from ancient times starting from the days of thekingdoms in the archipelago.The equality of women’s rights in various fields of life is an agenda in this day and age. Theachievements and skills shown by women have led to the notion that there are not many differencesbetween men. His achievements and skills can be seen from the role of women in political life inour country. Strength in the form of toughness, firmness as well as being a condition for becoming aleader.The burden and responsibility of a woman leader is greater than men’s responsibility, wherewomen play a dual role who also has responsibilities both housewives and other female responsibilities.Alignment between women and men is an effort that is not in vain if women try according to theirabilities, to be able to compete with men in accordance with their femininity. From this, many womenhave barriers to entering the political arena. Starting from a lack of awareness to participate in politics.To overcome the obstacles that women have in politics and must make efforts to increase women’sparticipation in the political arena by providing education from an early age, so that women canunderstand. The involvement of women in the political world is still very unbalanced, therefore men’spolicies are lacking in a gender perspective so that decisions often do not favor women, do not payattention to women and do not make women more developed.

Abstract

The state civil apparatus (ASN) has a very important role in governmentimplementation of Republic of Indonesia. The main function of ASN is public policyexecution, public service, and adhesive and unifying nation. In the hand of ASN, theexecution of various government affairs was actually carried out.In order to implementation of the function is done effectively, there is code of ethicsmust be obeyed by the ASN. But in reality, there are still many violations of the ASNcode of ethics. The cause is it can be internal of external factors.While the elementsthat influencing the realization of ethics in the organization, according to MagnisSuseno are work environment and supervision/control.Considering the determinants of ASN role in implementing the state government,enforcement of ASN ethics is very important. By knowing the causes of ethical violationsby ASN and the elements that influencing the realization of ethics in theorganization, so that must be done to enforcing the ethics of ASN is, first, enforcingand establishing the corps spirit of ASN through a consistent and continuous coaching;second, controlling by the society and mass media over ASN behavior throughthe available channels; and third, enforcing the discipline and provide strict and clearsanctions for violating the code of ethics by the ASN.
