The implementation of E-Government has been widely carried out by the current government to realized good governance to serve the citizen nowadays. The Ministry of Law and Human Rights or better known as the Kemenkumham in Indonesia, has implemented E-Government in various business processes (services). Still, in its implementation, E-government's application has not fully been able to maximize government services in organizations. The absence of an evaluation of the results of the application of E-Government is also an obstacle for management in making decisions in the planning, control, monitoring, and implementation of E-Government at the Kemenkumham. Therefore, we need a general maturity framework capable of guiding E-Government development and overcoming problems that arise. This study aims to measure the maturity level of e-government implementation by evaluating the E-Government system at the Kemenkumham. Measurement of maturity level is carried out by using the COBIT framework as an e-government maturity model involving 3 main domains, 6 aspects and 34 indicators in e-government on the capability of technical fungctions. The research method used was a survey method within the Kemenkumham. By these studies that the evaluation results would get recommendations for improvements in implementing E-Government for the next period.

This study aims to identify and analyze the dimensional factors of the system evaluation model from system quality, information quality, and service quality to user satisfaction with the Lentera system as a representation of e-government implemented at the Semarang City Land Office. This research tries to do three main identifications, namely whether there is a gap between the assessment of the importance and performance of the Lentera system from the user on each variable attribute that describes user satisfaction. Second, how it is the distribution of each attribute of each variable in the IPA quadrant matrix. Third, how to analyze the recommendations of each attribute of each variable as a form of system evaluation so that improvements to the Lentera system can be made in the future. The data analysis technique used in this research is quantitative research, and the research analysis method uses the importance performance analysis (IPA) approach. By using the Lentera system user as the research sample, 112 respondents were obtained as observation data. The results showed that all the attributes of each variable of system quality, information quality and service quality resulted in a negative gap between performance assessment and importance on the Lentera system, which means that the level of user satisfaction is quite low when using the Lentera system. This is also shown from the distribution of each attribute on each variable in the IPA quadrant matrix, which indicates some attributes need to be improved and some attributes are sufficient to be maintained because they already have a fairly good performance. Overall, this study shows the evaluation of the Lentera system related to the assessment of the importance and performance of system users. From the results of this evaluation, recommendations can be made that the quality of the system, the quality of information, and the quality of services need to be improved on some of its attributes.

Rattan industry has been designated as a core competency of regional industry (KIID) Palu City, which will be encouraged to become a commodity and product as a regional superior because of the availability of abundant rattan resources. Although Central Sulawesi Province is the largest supplier of rattan in Indonesia, rattan industry clusters actually grow and develop in various places outside Central Sulawesi. The purpose of this research is specifically to identify bottleneck points for the development of the Palu City rattan industry, because the development efforts of the Palu City rattan industry have not been optimal until now. The bottleneck point reflects the main problem that must be immediately resolved. The research paradigm is qualitative, with phenomenological analysis tools. For this reason, the researcher is the main instrument in this study. The number of key informants consisted of 9 key informants consisting of 4 business people, namely 2 rattan furniture and 2 rattan accessories, 3 government elements and 2 academics involved in rattan research. The results of this study indicate that the bottleneck point occurs in the sociohistorical aspects of product, industrialization, and sustainability in the development of the rattan industrial cluster in Palu City.

This research aimed to analyze the mood clauses and its elements. The research used a qualitative descriptive method with the approach on systemic functional grammar introduced by Halliday (2014) The source of data taken from The Ellen Show program in YouTube with the topic “Bill Gates chats with Ellen For the First Time.” This was dialogue between Bill Gates and the host of the program, Ellen, on February 21, 2018. The results show that the types of mood clause or interpersonal meaning found in the chat between Bill Gates and Ellen in Ellen Show program are declarative (98 mood clauses), negative (10 mood clauses), polar question (8 mood clauses), and WH-question (3 mood clauses). The other elements called residue that accompany the mood clause are complement, predicator, and adjunct. Declarative mood type is very dominant in the dialogue. In other word, the function of the mood clause in the dialogue is to give information about someone’s life, in this case the life of Bill gates and his experiences and achievements to come to success. Moreover, it also gives inspiration to all the audiences that good achievement comes from great effort.
