Abstract

Background: Maternal and neonatal mortality remains a national health concern in Indonesia. Education through the Kelas Ibu Hamil program is designed to improve pregnant women’s knowledge and family preparedness for childbirth. Specific Background: This study analyzes the implementation of maternal education at community health centers (puskesmas) to understand its contribution to maternal awareness and behavioral changes. Knowledge Gap: Although the program is widespread, variations in delivery methods, participation rates, and spousal involvement remain underexplored. Aims: To evaluate the relationship between maternal characteristics, class participation, and family support in improving pregnancy care knowledge. Results: The findings reveal that participation in Kelas Ibu Hamil enhances mothers’ understanding of antenatal care, nutrition, and childbirth preparation. Inclusion of husbands increases maternal confidence and promotes healthy behaviors during pregnancy. Novelty: The study presents evidence of the synergistic role of maternal and paternal involvement in community-based antenatal education. Implications: Findings support the expansion of family-centered antenatal education models to improve maternal and neonatal health outcomes in Indonesia. Abstract

Background: Village governments in Indonesia hold strategic roles in rural development through financial independence. The preparation of the Village Revenue and Expenditure Budget (APBDes) is a vital process to ensure transparent and accountable fiscal management. Specific Background: In Sidoarjo Regency, the Department of Community and Village Empowerment (DPMD) assists villages in formulating the APBDes through regulation, facilitation, and supervision mechanisms. Knowledge Gap: However, limited human resources, uneven regulation implementation, and technical constraints have challenged the uniformity and timeliness of APBDes preparation. Aims: This study analyzes the roles of DPMD Sidoarjo as a regulator, dynamizer, facilitator, and catalyst in guiding the APBDes formulation process. Results: Findings indicate that DPMD performs all four roles effectively: updating regulations to local conditions, mobilizing community participation, providing training and technical assistance, and accelerating guideline issuance. Yet, obstacles remain due to funding limitations, inconsistent price standards, and incomplete representation of all villages. Novelty: The study offers a comprehensive understanding of DPMD’s multidimensional function in strengthening village fiscal capacity. Implications: These insights may guide policymakers in improving governance frameworks and ensuring sustainable village financial planning in other regions. Abstract

General Background: Village-Owned Enterprises (BUMDes) serve as a strategic instrument for rural economic empowerment in Indonesia. Specific Background: In Ketapanrame Village, Sidoarjo Regency, the Sumber Gempong tourism object managed by BUMDes has shown growing economic potential through community-based tourism management. Knowledge Gap: Despite increasing local participation, the sustainability of BUMDes operations and their managerial governance remains underexplored. Aims: This study aims to analyze the role of BUMDes in developing local tourism and improving community welfare. Results: The findings reveal that BUMDes effectively mobilized local resources, improved tourism services, and strengthened social capital, although challenges remain in human resource management, marketing strategy, and legal reinforcement. Novelty: This research highlights the integration between institutional governance and community collaboration as a key driver of sustainable rural tourism. Implications: Strengthening administrative capacity, digital marketing, and legal formalization of BUMDes are crucial to ensure its long-term contribution to rural economic development. Highlights: Community-based management increases local welfare. BUMDes contributes to sustainable tourism growth. Institutional governance determines tourism success.

Abstract

General Background: The aging population in Indonesia necessitates integrated community health initiatives to maintain elderly well-being. Specific Background: Sidodadi Village in Sidoarjo Regency implemented the Elderly Posyandu Program to improve elderly health status through preventive and promotive services. Knowledge Gap: However, studies focusing on its operational dynamics at the village level are still limited. Aims: This study aims to describe and analyze the implementation of the Elderly Posyandu Program and identify supporting and inhibiting factors. Results: The findings show that the program is relatively effective due to active community participation and committed health cadres, yet constrained by limited medical personnel and facilities. Novelty: The integration of Edward III’s policy implementation theory provides a systematic understanding of how communication, resources, disposition, and bureaucratic structure affect program performance. Implications: Strengthening cadre training, optimizing health infrastructure, and enhancing coordination among stakeholders are essential for program sustainability. Highlights: Cadre participation supports program success. Limited facilities reduce elderly service quality. Coordination and training need improvement.

Abstract

General Background: Food security is a key pillar of sustainable development in Indonesia, supported by national and village-level initiatives. Specific Background: Ngampelsari Village implemented food security programs funded by the Village Fund focusing on aquaculture, livestock, and hydroponic agriculture. Knowledge Gap: However, the program’s effectiveness and long-term sustainability have not been systematically evaluated. Aims: This study analyzes the effectiveness of food security implementation in achieving sustainable community welfare. Results: The findings reveal that while community participation and funding allocation were strong, program outcomes remained suboptimal due to limited technical capacity, poor infrastructure, and low production results. Novelty: The study offers a comprehensive evaluation model combining quantitative field data with qualitative stakeholder analysis to measure local food program performance. Implications: Strengthening technical training, infrastructure, and continuous monitoring is required to improve the effectiveness and sustainability of food security initiatives. Highlights: Program funded by Village Fund but limited in results. Human resource and infrastructure issues persist. Technical training and evaluation are needed.

Abstract

General Background: Women play a central role in family welfare and community development, yet gender inequality still limits their economic and social participation. Specific Background: The PKK (Family Welfare Empowerment) program serves as a national grassroots initiative for women’s empowerment through education, skills training, and entrepreneurship. Knowledge Gap: Despite many studies on PKK, limited research focuses on its implementation in rural Sidoarjo context and its outcomes on women’s socio-economic capacity. Aims: This study aims to analyze how PKK contributes to women’s empowerment through local community activities and training programs. Results: The findings show that PKK successfully increases women’s knowledge, creativity, and household economic independence through community-based training such as handicrafts and home industries. However, program sustainability is constrained by limited funding, facilities, and management. Novelty: The study identifies PKK as a transformative local governance model integrating education, entrepreneurship, and gender awareness. Implications: Strengthening managerial capacity, continuous training, and digital marketing access are essential to sustain women’s empowerment through PKK programs. Highlights: PKK enhances women’s skills and self-reliance. Local initiatives strengthen family and community welfare. Sustainability needs better resource management.

Abstract

General Background: Early marriage and juvenile delinquency remain social problems affecting youth and family quality in Indonesia. Specific Background: The Bina Keluarga Remaja (BKR) program aims to educate adolescents on reproductive health, life skills, and family preparedness. Knowledge Gap: Implementation challenges of BKR at the village level remain underexplored, particularly in Sidoarjo Regency. Aims: This study analyzes the implementation of the BKR Program in Gelang Village and evaluates its outcomes using Edy Sutrisno’s effectiveness indicators. Results: The findings show partial program success: adolescents’ understanding of reproductive health improved, and early marriage rates declined, but participation and consistency remain low due to limited human resources and irregular activities. Novelty: The research applies a five-indicator model of effectiveness to assess qualitative outcomes of youth development programs. Implications: Strengthening stakeholder collaboration, increasing youth participation, and ensuring regular monitoring are necessary for sustainable BKR implementation. Highlights: BKR improves youth awareness and family readiness. Limited resources hinder program consistency. Continuous collaboration sustains program outcomes.

Abstract

General Background: Public relations management is essential in improving institutional image and community trust in non-formal education. Specific Background: PKBM Permata Sunnah Sidoarjo implements Islamic-based education but lacks structured public relations management to communicate its achievements. Knowledge Gap: Few studies address how PR strategies influence the visibility and sustainability of Islamic community learning centers. Aims: This research aims to formulate a school development plan based on public relations strategies at PKBM Permata Sunnah. Results: The study found that the institution has strong academic and religious programs but limited promotion and coordination, leading to low public awareness. The SWOT analysis indicates strengths in curriculum and teacher competence, but weaknesses in communication and media utilization. Novelty: The research integrates PR strategy with Islamic educational management to propose a comprehensive model for visibility improvement and institutional growth. Implications: Establishing a dedicated PR division, training communication staff, and using digital media are crucial steps for enhancing the institution’s public image and sustainability. Highlights: PR strategy is key to institutional branding. Curriculum quality must align with outreach efforts. Digital communication supports educational sustainability.

Abstract

General Background: Village-Owned Enterprises (BUMDes) serve as a strategic instrument to stimulate local economic activities and improve rural welfare. Specific Background: Effective management of BUMDes depends on the ability of village governments to implement principles of transparency, accountability, and innovation. Knowledge Gap: Many studies address BUMDes’ role but rarely focus on managerial performance and organizational effectiveness at the village level. Aims: This study aims to analyze the management practices of BUMDes in supporting economic development and local revenue. Results: Findings show that well-managed BUMDes contribute significantly to village income and employment, while mismanagement—due to weak planning, lack of supervision, and low community participation—hampers progress. Novelty: The research integrates classical management theories (Terry, Fayol, Robbins) with the current operational model of BUMDes to evaluate management effectiveness comprehensively. Implications: Enhancing managerial skills, implementing financial transparency, and strengthening human resource capacity are vital for BUMDes sustainability. Highlights: BUMDes drives rural economic independence. Weak planning reduces managerial effectiveness. Governance reform strengthens local enterprise success.

Abstract

General Background: Youth engagement is essential in promoting inclusive and sustainable village development. Specific Background: Karang Taruna, as a youth organization, plays a pivotal role in mobilizing community initiatives, yet participation levels often remain low. Knowledge Gap: Limited studies examine youth involvement in development from the perspective of social empowerment and institutional support at the village level. Aims: This study analyzes the forms, challenges, and contributions of Karang Taruna in developing Kemiri Village, Sidoarjo Regency. Results: The findings reveal that youth participation is mostly limited to labor and material assistance, with minimal involvement in decision-making or innovation. However, initiatives such as catfish cultivation programs and community cleanliness efforts indicate emerging awareness among youth. Novelty: The study introduces a typology of youth participation (thought, skill, labor, and property) to assess community development engagement. Implications: Strengthening leadership training, community partnerships, and local government collaboration can enhance sustainable youth contribution to village progress. Highlights: Karang Taruna contributes to local empowerment. Youth involvement remains limited in decision-making. Leadership training fosters social participation.
