Abstract

The village government is at the forefront of implementing public services to ensure the welfare of the community, which is a determining factor for the success of government programs. Increasing the capacity of village officials is an action to create a prosperous society. The village government must make efforts to increase the capacity of its village apparatus considering that the quality of human resources in various villages is generally still low. Therefore, the purpose of this study is to describe the development of the capacity of the apparatus in the dimension of developing the capacity of the human resources of the apparatus. Data collection in this qualitative research was carried out through participant observation, in-depth interviews, and documentation. The informants in this study were the Village Head and the Secretary of Kenongo Village, Tulangan District, Sidoarjo Regency. The data that has been collected will then be analyzed using the interactive analysis model of Miles and Huberman. The results showed that the development of human resource apparatus capacity was carried out through technical guidance from the Village Community Empowerment Service (DPMD), the implementation of technical guidance had not been accompanied by enthusiasm from the Kenongo Village government apparatus. Apparatus capacity development in the IT field has also been carried out, but not accompanied by monitoring and evaluation stages, so that IT training only evaporates without soft skills for Kenongo Village Apparatus. The findings also show that the development of the human resource capacity of village heads also needs to be improved, especially in terms of the ability to communicate with village apparatus staff to create a conducive working climate in government administration. The obstacles in carrying out the development of the capacity of the Village apparatus human resources are the lack of enthusiasm of the village apparatus in following technical guidance, the disinterest / curiosity of the village apparatus in using IT, the existence of passive village officials in planning work programs, and the morale of the apparatus is decreasing, because the salary received is used up for pay bank installments.

Abstract

The purpose of the research, one of which is to prove the effect of food package assistance and also direct cash assistance on the survival of the community during the Covid-19 pandemic. The quantitative approach is carried out using a sample of 80 respondents with multiple linear regression analysis techniques. The data collection technique is done by using a questionnaire. The results of the study indicate that first, the basic food package assistance program has a significant contribution to the survival of people's lives. Second, the cash transfer program has a significant contribution to the survival of the community. Third, the basic food package assistance program and direct cash assistance have a significant contribution to the survival of people's lives. Based on the results of research and findings in the field, the following suggestions are obtained: first, the community needs more ongoing assistance, such as employment opportunities and useful equipment assistance. to improve skills and expertise for business actors. Second, a re-evaluation of the aid distribution process is carried out so that it can be felt by the community, such as being more fair and wise in the process of collecting data on aid beneficiaries. Third, an evaluation is needed in the data collection process, where this process must prioritize deliberation from the RT to the village level, in order to obtain data that is in accordance with the value of propriety and the aspect of willingness. Based on this, the direct package assistance program and also direct cash assistance have a significant contribution to the survival of the community. Other results show that the cash transfer program has the most significant contribution in influencing the survival of the community.

Abstract

This writing aims to analyze and constrain the role of BUMDes in the Management of Sambibulu Agrotourism, Taman District, Sidoarjo Regency. The problem with the BUMDes of Sambibulu Agrotourism village tourism is that human resources have not been fully met in the management of the Sambibulu Agrotourism BUMDes. This writing method uses descriptive qualitative, data collection techniques are carried out by in-depth interviews, observations and reviewing the relevant literature. The technique of determining the informants in this study used purposive sampling. The informants in this writing are the Chairperson of the Sambibulu BUMDes Management, the Sambibulu BUMDes Treasurer, the Youth Organization Members, and the Sambibulu BUMDes Management Members. The analysis technique in this paper is a type of qualitative analysis referring to the theory of Miles and Huberman. The results of the study show that with the role of BUMDes in the management of village tourism, it is hoped that the community can participate in managing the location of Agrotourism. The obstacle in the process of the role of BUMDes is the lack of public awareness to think critically in processing BUMDes, so the mindset of the community needs intense handling from the environment that supports the existence of this Tourism BUMDes. Related to the mindset of the community that is lacking in organization, the local government and related agencies must provide regular counseling to the village community.

Abstract

The MSME sector in Indonesia is one of the driving sectors of economic activity. Sidoarjo Regency became one of the regencies that have a number of MSME potential that has superior value so that Sidoarjo Regency gets the nickname as the city of INDONESIAN MSMEs. With this potential, if not accompanied by good development will be a problem in the MSME sector. Through corporate strategy, MSME actors will be given a form of assistance in terms of development. However, in its implementation there is a problem that is the lack of interest and mindset that has not been formed for entrepeneurship. The purpose of this study is to find out and describe and analyse corporate strategy in the development of MSMEs in Sidoarjo Regency. Qualitative descriptive research methods. Determination of informants is done by purposive sampling method data analysis techniques through data collection, data reduction, data presentation, and conclusion withdrawal. The results of this study show that the corporate strategy in the development of MSMEs is in accordance with the conditions on the ground. This condition is proven by the implementation of the science alms program as an corporate strategy.

Abstract

This research is a literature study on the government policy. This study aims to discuss what efforts can be implemented by street vendors in maintaining their business in the midst of the covid-9 pandemic. The research method used in this study is a qualitative descriptive method. The type of data used in this study is qualitative data, which is categorized into two types, namely primary data and secondary data. Sources of data obtained through library research techniques (library study) which refers to sources available both online and offline such as: scientific journals, books and news sourced from trusted sources. The results of the study concluded that PKL Law Enforcement on the Main Street of Taman Pinang Housing, Sidoarjo Regency Law enforcement of street vendors on the Main Street of Taman Pinang Indah Housing was carried out by local SKPD based on applicable regional regulations. These regional regulations include Regional Regulation No. 10 of 2013, Regional Regulation No. 3 of 2016 and the Decree of the Regent of Sidoarjo No. 188/455/404.1.1.3/2017. Obstacles faced by local governments include less intensive policy implementation, less strategic relocation solutions, pressure groups, illegal street vendors who do not want to be relocated, budget constraints.

Abstract

This study aims to understand the meaning and spirituality of Muhammadiyah residents, especially in the Sidoarjo area during the Covid 19 pandemic. This study uses a qualitative descriptive method with a phenomenological approach. Data were collected by observing, documenting and interviewing leaders, medical personnel and Muhammadiyah residents in the Sidoarjo area. The results showed that the meaning of spirituality during the Covid-19 pandemic was a reflection of strengthening and planting religious values in life as a basic framework for strengthening faith. In the face of the Covid 19 Virus Pandemic, the practice of spiritual values does not only contain human relations to God alone, but requires a balance between scientific-oriented-based medical strengthening and faith in Allah SWT. The form of spirituality in strengthening faith for Muhammadiyah members is reflected in the social responsibility of humanity. This form of spirituality is embedded in the spirit of Al Maun's social theology by carrying out humanitarian jihad through the Muhammadiyah Covid 19 Command Center. In a sociological perspective there is a dialectic between the objective reality of Covid 19 as a real virus and must be watched out for and the subjective reality which considers that Covid 19 is an ordinary disease, the two realities form different behaviors between the Hifz Nafs principle of protecting oneself and being surrendered to the situation due to the demands of social activity. and economic needs. This public perception is formed because the Stock of Knowladge is a source of knowledge about Virus 19, humans as the host and the human environment that forms different mindsets from one another in life.

Abstract

This study examines the process of implementing motor vehicle testing services in the Sidoarjo Transportation Department, East Java, using a qualitative approach. The aim is to describe and analyze the implementation process, supporting factors, and hindrances to motor vehicle testing services. The analysis reveals that the overall implementation of these services is relatively good, with positive outcomes in terms of communication, resources, disposition, and bureaucratic structure. Supporting factors include sufficient human resources and vehicle testing equipment, as well as community compliance with the Kir test program. However, budget constraints resulting from the diversion of resources to tackle the Covid-19 pandemic have hindered the program's expansion, particularly in terms of parking area regulations on the East Ring highway. The findings suggest the need for effective resource allocation and improved infrastructure planning to address bottlenecks and ensure smooth motor vehicle testing services, ultimately enhancing road safety and efficiency. Highlights: Efficient implementation: The study examines the process of motor vehicle testing services in Sidoarjo's Transportation Department, highlighting its relative effectiveness. Supporting factors: Adequate human resources and vehicle testing equipment contribute to the successful implementation of the testing program. Budget constraints and obstacles: Limited budget due to the diversion of resources for COVID-19 management, along with challenges in expanding parking areas, pose hindrances to the program's smooth execution. Abstract

The purpose of this study was to describe and analyze the family of hope program along with the obstacles in the family of hope program in Sidoarjo Regency. This research is based on the problem of assistants who carry out socialization only once every three months and there are still many PKH recipients who do not understand their rights and obligations. The research method used is qualitative research. The data collection technique is by means of in-depth interviews, observations and relevant literature studies with one key informant, namely the Village PKH assistant and four supporting informants including the District PKH coordinator, village secretary, and PKH assistance recipient communities. The analysis technique in this study uses a qualitative type that refers to the theory of Miles and Huberman. The results showed that the analysis of the family of hope program in Sidoarjo, namely, first, the achievement of goals. The achievement measure is said to have not been achieved because the targets for accepting PKH members are still not on target and the process of managing the aid index for PKH recipients is still not right. The second is integration, the size of integration is said to be not right because there has been no delivery of skills for PKH members in socializing with PKH facilitators. Third, adaptation, PKH facilitators are quite good and can adapt to PKH members and their environment. Keywords – ;

Abstract

This study aims to analyze and describe the quality of population administration services in Kajeksan Village, Strengthening District, Sidoarjo Regency. This research is based on the fact that in providing population administration management services, of course, there are problems. Which takes one week to process an ID card, but in reality it takes up to 2 weeks. This research method uses descriptive qualitative, data collection is done by in-depth interviews, observation and review of relevant literature. The technique of determining the informant uses purposive sampling. The informants in this study were the head of the Kajeksan village, the secretary of the Kajeksan village, the head of the TU and the general public and 2 users of population administration services. The analysis technique in this study is a qualitative analysis type, referring to the theory of Miles and Huberman. The results showed that, Analysis of the quality of population administration services in Kejeksan village, Tulangan sub-district, Sidoarjo district. On time guarantees that have not provided satisfaction to the community as service users, it is necessary to arrange a schedule for service officers so that they can be in place, so that people can quickly get services.

Abstract

This study aims to analyze and describe the tourism development program in Watesnegoro Village. This research is based on the fact that the promotion carried out by the Village Government and tourism management has not gone as expected, so that this tour is not yet known by the general public. The research method used in this study is descriptive qualitative, data collection is done through interviews, observation, and documentation, and the data analysis technique used in this study refers to the theory of Miles and Huberman. The results showed that the program carried out by the Watesnegoro Village Government in developing gadung source tourism was by promoting through mass media where the Watesnegoro Village Government collaborated with Radar Mojokerto to promote this tourism to be known by the general public, the Watesnegoro Village Government also plans to carry out additional promotions through web and accounts on social media. Instagram and Facebook are social media applications chosen by the Village Government and tourism managers in promoting the tourism. In addition, the Watesnegoro Village Government will also conduct socialization to the general public, and will coordinate with the Mojokerto Regency Youth, Sports, Culture and Tourism Office.
