Komitmen pemerintah daerah dalam pengembangan ekowisata di Kabupaten Sidoarjo Isnaini Rodiyah; Isna Fitria Agustina

Tujuan penelitian ini untuk mendiskripsikan komitmen pemerintah daerah dalam mengembangkan ekowisata. Pendekatan penelitian mengunakan kualitatif dengan jenis penelitian deskriptif. Data diperoleh dari observasi, wawancara dan dokumentasi. Penentuan informan menggunakan purposive sampling. Data dianalisis menggunakan model interaktif Miles Huberman. Hasil penelitian menunjukkan Pemerintah Kabupaten Sidoarjo (PKS) memiliki komitmen pengembangan ekowisata dalam tiga dimensi. Dimensi pertama affective commimtment menunjukkan kemauan kuat PKS serta konsisten meyakini nilai-nilai alami isu lingkungan dengan membuat lahan konservasi dan pembinaan masyarakat tentang manfaat mangrove. Kedua, normative commitment PKS konsisten bertindak dalam bentuk menanam 200.000 bibit tanaman mangrove per tahun meskipun kurang maintenance di kawasan Tlocor yang diklaim sebagai destinasi wisata mangrove sehingga menjadi kumuh dan kotor berakibat sepi pengunjung. Ketiga, continuance commitment PKS menjaga keberlangsungan pengembangan ekowisata dengan selalu berkoordinasi antar institusi dalam mewujudkan ekowisata sekalipun belum mampu mendongkrak pengembangan ekowisata. Kesimpulan: PKS melalui instansi terkait berusaha menunjukkan komitmen dalam pengembangan ekowisata namun belum optimal karena keterbatasan sumber daya. Untuk itu dibutuhkan kerjasama sinergis secara kolaboratif melibatkan stakeholders yakni Pemerintah Daerah, pihak swasta (khususnya pengembang wisata) dan masyarakat dalam mengembangkan kawasan ekowisata menggunakan menejemen strategis sehingga dapat mencapai hasil sesuai dengan rencana.

Pariwisata adalah industri yang melibatkan banyak pihak dan berdampakmultidimensi bagi kehidupan masyarakat di suatu daerah obyek wisata,diantaranya pelaku wisata dan Pemerintah. Demikian juga dengan destinasiwisata di Sidoarjo. Koordinasi dan komunikasi adalah salah satu hal pentingdalam pengembangan wisata di daerah. Tujuan penelitian ini adalah untukmenganalisis dan mendeskripsikan audit komunikasi pemerintah dalampengembangan wisata di Kabupaten Sidoarjo. Penelitian ini adalah penelitiankuantitatif, dengan populasi, para pelaku wisata di Kabupaten Sidoarjo, danjumlah sampel 60 orang, dengan teknik snowball sampling dan menggunakanteknik pengumpulan data kuesioner dan dilengkapi dengan wawancara. Teknikanalisis data dengan regresi berganda. Hasil penelitian menunjukkan bahwavariabel kepuasan organisasi, iklim organisasi, kualitas media, kemudahanmemperoleh informasi, penyebaran informasi, muatan informasi, kemurnianpesan, dan budaya organisasi, berpengaruh secara simultan terhadappengembangan wisata di Sidoarjo. Implementation of Cleaning Service Retribution Policy in Sidoarjo Regency Widya Ayu Pratiwi; Isna Fitria Agustina

In the context of regional autonomy, each region is given full authority to regulate its own region by making policies that are oriented towards regional original income (PAD). One of the potential policies is waste retribution. To follow up on this, the Sidoarjo Regency Government issued Regional Regulation No. 6 of 2012 concerning Waste Management and Retribution for Waste/Cleaning Services. There is still miscommunication at the implementing level of the policy implementer level with the retribution obligors. Without any form of communication between the implementer and the mandatory waste retribution in Sidoarjo Regency, there are obstacles such as socialization, the community has not realized the obligation to pay the cleaning levy. The problem of low public understanding of the waste retribution policy is one of the factors for not achieving the revenue target of this policy.

The Accuracy Of Task Completion In The Implementation Of PATEN Isyarah Rosana Amalia; Isna fitria Agustina

This study aims to determine the accuracy of task completion in the implementation of PATEN in Candi District. This type of research is descriptive qualitative research. Data collection techniques were carried out by observation, interviews, documentation, and literature studies. Data analysis techniques are data collection, data reduction, data presentation and conclusion drawing. The results showed that the accuracy of the completion of tasks in the implementation of PATEN in Candi District, namely the completion of a PATEN application in the KTP service, could be completed within 7 days with a note that the file requirements were complete so that it could be processed immediately. In the management of ID cards, Candi Subdistrict employees have carried out their duties to the maximum. However, in terms of managing E-KTP, there are obstacles in terms of coordination with the Ministry of Home Affairs located in Jakarta where the server at the Ministry of Home Affairs is turned off every 3 hours for server maintenance purposes, then after that 5 minutes later it is turned on again. So this causes the processing of E-KTP takes a long time

This study aims to identify and describe the role of the village government in reducing flood risk through the Disaster Alert Village in Kademangan Village, Mojoagung Jombang. The type of research is descriptive qualitative research. Data collection techniques using observation techniques, interviews, and documentation. The technique of determining the informant uses a purpose sampling technique. Data analysis was carried out using data reduction techniques, data presentation, and drawing conclusions. The results showed that the role of the Kademangan village government in reducing flood risk through the Disaster Alert Village, namely: the government's role as a regulator by making regulations to reduce flood risk in Kademangan village by forming an organization Disaster Alert Village. The government's role as a dynamizer is a driving force to move the community to participate in overcoming problems or obstacles that occur by realizing the success of the goals to be achieved. The role of the government as a facilitator is to provide facilities for communities affected by floods.

Youth Empowerment in Kalidawir Village Muhammad Alif Rafifuddin; Isna Fitria Agustina

Community empowerment is a development strategy as a form of activity to help the community to gain efficiency, make decisions and determine the actions to be taken. The form of community empowerment can involve youth in activities at the village level. The purpose of this study was to explain and analyze youth empowerment in Kalidawir Village, Tanggulangin District, Sidoarjo Regency. This study focuses on one theory of empowerment, namely Doing, Effects, Association. The method used is qualitative descriptive data obtained through observation, documentation, interviews and using sources from books, journals, and policy documents. The results of this study stated that the empowerment of youth in Kalidawir village experienced a change in leadership which resulted in not running optimally and lack of support from the village community for youth in Kalidawir Village.

Infrastructure Facilities in Tourism Village Management Mega Putri Wulandari; Isna Fitria Agustina

This study aims to find out about how the infrastructure in the management of the tourist village and the constraints in the infrastructure in the management of the tourist village. This research is a qualitative descriptive study with the technique of determining informants using purposive sampling. In this study, the informants were the village head of Besur, as the hortiary sector of Besur Agro Educational Tourism, as the secretary of Besur Agro Educational Tourism and also the farmer group community. The location of this research was carried out in Besur Village, Sekaran District, Lamongan Regency. Data collection techniques are interviews, observation, documentation and literature study. The data collection technique uses Miles and Huberman which consists of four components of analysis, namely, data collection, data reduction, data presentation, and drawing conclusions. the community in supporting the running of the Besur Agaro tourism village program, education is carried out for the development of tourist villages in the agricultural and plantation sectors by taking part in the management and development of agricultural cultivation land, in this case the active participation of the Besur Village community. Furthermore, community involvement in farmer group groups supports the community participation program. With the opening of stalls around the tourist attraction area to facilitate tourists in terms of eating and drinking. Constraints faced in community participation in the management of tourist villages in Besur Village, Sekaran District, Lamongan Regency, there are problems, namely in terms of facilities and infrastructure and in terms of funding the Besur agro-educational tourism object.

The government in this case is trying to improve the regional economy, one of which is in traditional markets by carrying out a traditional market revitalization program with the aim of improving traditional market facilities and infrastructure which has recently experienced a decline. The purpose of this research is to find out and understand more about the effect of revitalizing traditional markets in the Wonoayu People's Market, Sidoarjo Regency. This research focuses on one theory of revitalization, namely Physical Intervention, Economic Rehabilitation and Social Revitalization. The method used in this study is a qualitative method with data collection techniques carried out by documentation, interviews and using sources from books, journals and policy documents. Abstrak : Pandemi Covid-19 memberi ancaman krisis multidimensi, mulai dari kesehatan, ekonomi, politik, sosial dan budaya. Dalam bidang kesehatan berdampak juga pada layanan kesehatan Posyandu bayi balita. Posyandu yang selama ini berperan cukup signifikan dalam pengawasan gizi, kesehatan anak, dan imunisasi sejak adanya pandemi menjadi terganggu. Kondisi ini juga terjadi di seluruh wilayah kerja Puskesmas Jabon Sidoarjo. Permasalahan yang dihadapi Mitra yaitu belum dibukanya layanan Posyandu sejak bulan Maret 2020. Layanan penimbangan dan imunisasi hanya dilakukan secara terbatas di Bidan Praktek Mandiri dan Puskesmas. Orang tua bayi dan balita masih enggan dan takut untuk keluar rumah sehingga mereka melakukan penundaan menunggu sampai situasi pandemi mereda. Pengabdian Masyarakat PPDM (Program Pengembangan Desa Mitra) ini melakukan persiapan Posyandu Adaptasi Kebiasaan Baru di Desa Dukuh Sari Jabon Sidoarjo melalui kegiatan pendampingan kader Posyandu. Kegiatan yang dilaksanakan antara lain pembekalan kader dan sosialisasi informasi secara komprehensif mengenai Covid-19, penyediaan sarana prasarana pendukung, pelatihan cuci tangan yang benar, serta simulasi tata cara dan Posyandu Adaptasi Kebiasaan Baru. Kegiatan PPDM ini terlaksana selama 8 (delapan) bulan dengan melakukan pendekatan penyelesaikan masalah melalui pemberdayaan kader dengan target meningkatkan tata kelola masyarakat, sumber daya manusia, serta perbaikan sumber daya alam melalui tata kelola layanan Posyandu Adaptasi Kebiasaan BaruKata kunci : Pandemi Covid-19, Posyandu Adaptasi Kebiasaan Baru, Bayi Balita, Imunisasi Abstract : The Covid-19 pandemic threatens a multidimensional crisis, ranging from health, economy, politics, social and culture. In the health sector, this is has also an impact on Posyandu health services for infants under five. Posyandu, which has played a significant role in monitoring nutrition, children's health, and immunization since the pandemic, has been disrupted. This condition also occurs in all working areas of the Publich Health Center Jabon Sidoarjo. The problem faced by cadres is that the Posyandu service has not opened since March 2020. Weighing and immunization services are only carried out on a limited basis at the Independent Practice Midwives and Publich Health Center. Parents of infants and toddlers are still reluctant and afraid to leave the house, so they put off waiting until the pandemic situation subsides. This PPDM Community Service prepares the New Habit Adaptation Posyandu in Dukuh Sari Village, Jabon Sidoarjo through the assistance of Posyandu cadres. Activities carried out included training for cadres and disseminating comprehensive information about Covid-19, providing supporting infrastructure, training in proper hand washing, and simulating procedures and Posyandu for New Habit Adaptation. This PPDM activity was carried out for 8 (eight) months by taking a problem-solving approach through empowering cadres with the target of improving community governance, human resources, and improving natural resources through the management of the New Habit Adaptation Posyandu services. The Effect of Innovation on the Performance of State Civil Apparatus at the Education and Culture Office Devina Ersandy; Isna Fitria Agustina

In everyday life, we often hear the word Innovation. Innovation appears in the organization was first introduced by Schumpeter in 1934. Innovation is very important in organizations to increase the productivity of agencies. Innovation itself is an idea that is applied, and has a scientific basis. Underlying this research is that in fact there are still several factors that cause performance to be not optimal. The purpose of this research is to prove the effect of innovation on the performance of the State Civil Apparatus at the Education and Culture Office of Sidoarjo. This study uses quantitative methods and data collection techniques using interviews and questionnaires. Sampling used the total population of the State Civil Apparatus of the Education and Culture Office of Sidoarjo, namely 57 employees. The results of this study indicate that innovation has an influence on the performance of the State Civil Apparatus at the Education and Culture Office of Sidoarjo.
