Abstract

Penelitian ini dilatarbelakangi karena masih kurangnya kesadaran berkendara yang baik dan benar di jalan raya terutama pada kalangan pelajar di wilayah Polres Cianjur. Oleh karena itu, penulis tertarik melihat fenomena yang terjadi tersebut dan mencoba mengkaitkan dengan pelaksanaan tugas Dikyasa khususnya Dikmas Lantas dalam penyuluhan safety riding di kalangan pelajar Sma. Sehingga dilakukanlah penelitian yang bertujuan untuk mengetahui gambaran peran dikmas lantas serta faktor-faktor yang mempengaruhi penyuluhan. Penelitian yang dilakukan oleh penulis dilaksanakan di Kota Cianjur dengan menggunakan pendekatan kualitatif, menggunakan metode penelitian field research (penelitian lapangan), serta menggunakan teori manajemen POAC, teori komunikasi, dan teori pencegahan manajemen 6M. Penelitian ini didasarkan pada UU Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan yang didalamnya termasuk pengertian kecelakaan dan dampak yang ditimbulkan oleh Kecelakaan Lalu Lintas itu sendir baik yang berupa kerugian materi maupun fisik hingga Meninggal dunia . sehingga perlunya dilakukan beberapa penelitian agar dikemudian hari para petugas ataupun aparat kepolisian dapat mencegah ataupun mengurangi angka kecelakaan lalu lintas yang terjadi terkhusus dikalangan pelajar SMA. Hasil penelitian menunjukkan bahwa Peran Dikmas Lantas sudah sesuai SOP tetapi masih ada faktor yang mempengaruhi, yaitu faktor sarana dan prasarana, faktor sumber daya manusia, dan faktor anggaran, faktor Materi, faktor penyuluhannya, serta faktor sasaran yang ingin ditujukan. Upaya yang sudah dilakukan meggunakan teori pencegahan dalam bentuk penyuluhan safety riding yakni dalam bentuk penyuluhan yang dilakukan beserta tindakan sehinggap para pelajar mengerti bagaimana cara berkendara yang baik dan benar di jalan raya, dan dengan kerja sama dengan internal dan eksternal Polri untuk mendapatkan hasil yang maksimal dan sesuai yang diharapkan. Hasil penelitian ini diharapakan dapat memberikan gambaran tentang bagaimana Peran Dikmas Lantas di Polres Cianjur, karena dengan metode, teknik dan pemanfaatan seluruh sumber daya organisasi yang ada diharapkan akan lebih mampu menurunkan angka Kecelakaan Lau Lintas di Kalangan Pelajar SMA di Wilayah Hukum Polres Cianjur.

Abstract

Penelitian ini dilatarbelakangi dengan masih tingginya angka kecelakaan lalu lintas di wilayah Polres Cianjur. Disebabkan kesadaran masyarakat akan Kamseltibcar Lantas yang masih kurang. Sehingga Satuan Lalu Lintas Polres Cianjur menerapkan Program Safety Riding kepada masyarakat Kabupaten Cianjur dengan harapan meningkatkan kesadaran masyarakat akan pentingnya Kamseltibcar Lantas untuk menekan angka kecelakaan lalu lintas di wilayah Kabupaten Cianjur. Rumusan permasalahan yaitu bagaimana metode pelaksanaan program Safety Riding, kendala-kendala yang dihadapi, dan bagaimana efektivitas program ini. Tujuan penelitian ini untuk mendiskripsikan dan menganalisis pelaksanaan, kemampuan personel, dan faktor yang mempengaruhi program Safety Riding. Penelitian ini menggunakan pendekatan kualitatif. Penelitian ini dilakukan dengan menggunakan metode deskriptif analisis, serta teknik pengumpulan data dengan wawancara, observasi, dan telaahan dokumen. Hasil penelitian menunjukkan bahwa pelaksanaan program Safety Riding melalui penyuluhan dan pemberian materi masih belum efektif. Kemampuan anggota dalam memahami materi Safety Riding masing kurang serta masih ditemukan kendala-kendala yaitu kurangnya jumlah personel, kurangnya kuantitas dan kompetensi anggota, alokasi dana Unit Dikyasa, kurangnya sarana dan prasarana, dan kurangnya kesadaran masyarakat terhadap peraturan lalu lintas. Saran dari peneliti kiranya Polres Cianjur (1)meningkatkan kuantitas dan kompetensi anggota (2)penambahan personel Unit Dikyasa (3)mengajukan penambahan DIPA anggaran (4)memperbaiki atau menambah sarana dan prasarana (5)sering mengupgrade materi penyuluhan (6)membentuk kelompok-kelompok sadar Kamseltibcar Lantas (7) mencetak buku keselamatan berlalu lintas.

Abstract

This research is motivated by the not yet maximum mobilization of Nationalist Islamic Organizations such as NU and Muhammadiyah in an effort to prevent radical Islamic movements in the Cimahi Regional Police Legal Area. Even though the strength of these mass organizations can prevent the radical Islamic Movement of Pro-violence and Pro-intolerance in the Legal Area of Cimahi Regional Police. The rise of the radical Islamic movement is marked by the emergence of names from the region which are already joined by a large terrorist group network and have even become suicide bombing actors, the existence of FPI and HTI mass organizations, and the emergence of lone wolf cases. Therefore, a study was carried out aimed at finding out the picture of raising Islamic Nationalist Organizations in the Legal Area of the Cimahi Regional Police conducted by Satintelkam, describing the implementation of Polmas Model B by Satintelkam, as well as the factors affecting the policy environment.This research was conducted with a qualitative approach, using descriptive analysis research methods, as well as data collection techniques with interviews, observations, and document studies.The results of the study found that the Nationalist Islamic Community Organizations Organization which was analyzed by Law No. 16 of 2017 Article 40 found that the implementation of Community Organizing had been carried out but not yet optimal. However, if the Nationalist Islamic Community Organization is analyzed using National Police Chief Regulation No. 3 of 2015 Article 11 regarding the implementation of Model B Polmas through intensification of the activities of the police technical functions, it is found that the Police intelligence intelligence unit has not understood the procedures for implementing Polmas Model B through its units because SOPs and lack of socialization. While the inhibiting factors are political, technological, social and natural weather factors. While the supporting factors are culture, economy, history and other policies.Based on the results of the study, the authors suggest several things, namely socialization of community policing, completing SOPs, adding and placing personnel according to the needs of the number and ability, increasing the ability of media technology, and reviving Kominda cooperation.

Abstract

The presence of TMC in Kuningan City Police Department is a policy made by the chief of Police Department to overcome various traffic problems. However, the existence of this policy is still unable to realize traffic safety and order in Kuningan City, especially in decreasing the traffic congestion during Eid celebrations. The increase of traffic congestion during Eid and holidays is a proof that traffic safety and order is not yet achieved in Kuningan City. These traffic congestion are caused by the increase of vehicle volume in Kuningan City. On the spots where the vehicle volume increased, the CCTV camera that supposed to connect to TMC was not connected. This research uses management, instruments, and elements of management theories, implementation theory, NTMC concept and traffic congestion concept. This research uses qualitative approach by adopting field research methods. The methods of data collection used were through interview, observation and document analysis. Qualitative data analysis in this research was done through data codification, presentation and conclusion. There are several findings in this resarch. First, TMC is not functional during ordinary days. Second, constraint on TMC is in the quantity of CCTV camera they possess. Third, TMC operators only rely on social media in their efforts to decrease traffic congestion. Fourth, the lack of monetary allocation in TMC can hinder the maintenance of inventory equipment. This research concludes that the main obstacle of Kuningan City Police Department’s TMC lies in the unavailablity of specific monetary allocation. The lack of this specific monetary allocation causes hindrance in the maintenance of TMC’s main equipment. The results of this research suggest that the chief of Kuningan City Police Department should single out a specific monetary allocation for their TMC to maintain the performance of TMC’s main equipment and to develop a better cooperation between the Traffic Unit of Kuningan City Police Department and the Department of Transportations and the Department of Communications and Informatics Key Words : TMC, Traffic Congestion, CCTV, Traffic Management Center.

Abstract

The rampant auto theft phenomena is causing disruption of kamtibmas. Police as a public servant should seeks to maintain the kamtibmas situation through dialogical four-wheeled vehicle patrol in preventing auto theft. Therefore, a study was conducted aimed to describe the auto theft phenomena and Satsabhara role under the dialogical four-wheeled patrol and indentify factors influencing the patrol. Theories used are Role, Routine-Activity, Communication, Crime Prevention, Management and Law System Theories. Subsequently, concepts used are dialogical patrol, four-wheeled patrol, auto theft, kamtibmas, Satsabhara, and Perkabaharkam No. 1 Year 2017. This research is conducted using qualitative approach and field research methods. Data is collected through interviewing, observing, and studying documents, and validated using triangulation of data. The results of the study found that cases of auto theft were the most common cases in Polres Sumedang. The role of dialogical four-wheeled patrol by Satsabhara in preventing auto theft was not optimal because shortages remain and there were still deficiencies in terms of Satsabhara officers' knowledge, and the ability to communicate. The inhibiting factors are organizational structure, human resources, budget, organizational policy factors, and Perkabaharkam No. 1 Year 2017, while supporting factors are facilities and infrastructures, other units of function support, cooperation with other agencies and community factors. Results of the study suggest evaluation on job description and bureaucracy, creation of a WhatsApp group, revision of Polres’ SOP on dialogical patrol, and maintain the auto theft-related materials carried by patrol officers and aiming propriate target are necessary to be done.
