Abstract

Poverty and inequality has been being most concern problem for international community in decades. The idea to tackle these problems then created the development norm which becomes international development regime. This paper examines the problem of international development concept and how the conception is normally adopted by the developing countries as the main development model. It combines two critical aproach to analyze, postcolonial perspective developed by Gayatri Spivak and governmentality developed by Michele Foucault. Postcolonial perspective is used to analyze the problem of international development concept, while governmentality is used to analyse how the conception is adopted normally through the global political structure. It shows that the concept of international development defined by inter-governmental like UN (United Nations) contains hegemonic idea which is practiced normally through international institutions, governmental and non governmental organization. Abstract

Indonesia and Vietnam jointly carried out an increase in bilateral cooperation into a strategic partnership with tourism as one of the sectors to concentrate on. This is done, considering that currently the tourism sector is a sector that can be relied upon to improve people's welfare and national development for a country. The increasing number of tourist visits also made the two parties agree to pioneer a sister province cooperation between Bali-Ho Chi Minh in the tourism sector, considering that Bali and Ho Chi Minh themselves are tourism icons of each country. In the process, the Bali Provincial Government and the Vietnamese Government carried out various forms of activities as promotional efforts to joint assessments related to tourism for both parties. However, until now the process of implementing the Bali-Ho Chi Minh sister province cooperation has not continued, even the signing of the sister province cooperation agreement document planned for April 2020 has also been delayed due to the emergence of the covid-19 pandemic. However, currently the Bali Provincial Government is still intensively carrying out various efforts to revive the tourism sector and in its efforts to regain the trust of tourists to feel safe and comfortable traveling on the island of Bali. Keywords: Bilateral Cooperation, Paradiplomacy, Sister Province, Tourism

Abstract

The presence of OTT services (Over-The-Top) inIndonesia, especially in three major platforms,  Youtube, WhatsApp, and Facebook has  influenced the phenomenon of globalization. The ease of features offered by each platform began to raise security concerns regarding the use of OTT services. Various cases that arise certainly can not be underestimated, because it is a form of violations committed by foreign OTT against the structure of state authority . With the existence of these three dominating applications in Indonesia, of course, more supervision is required from the state authorities. In this study, the authors will attempt to explain why the existence of foreign OTT in this era of globalization can have potential in threatening Indonesia's sovereignty? This issue will be explained through two from the four concepts of sovereignty described by S.D Krasner, including the concepts of Interdependence Sovereignty and Domestic Sovereignty. This study uses a qualitative approach with the method of analysis of literature studies. The results of this study show that OTT has the potential to threaten Indonesia's sovereignty and raise new problems because there is no specific regulation governing OTT, so that OTT dominated by global actors can continue to run their cross-border business without being burdened with legal obligations. In addition, the state can be said to have failed in controlling and applying its authority in implementing regulations on the movement of foreign OTT within the territorial boundaries of its own country.Keywords: OTT, Sovereignty, Regulation, Threats

Abstract

After the transition from IAIN (Institut Alauddin Islam Negeri) to UIN (State Islamic University), Alauddin State Islamic University Makassar formed a general scientific study department /program that is adjacent to other religious studies. The department has consequences for integrating its knowledge with Islamic studies. This research then questioned about the concept of Scientific Integration UIN Alauddin Makassar and how the content of scientific integration in RPS of  Department of  International Relations. And the results of the study showed that UIN Alauddin Makassar Scientific Integration Concept that tends to be fickle so that until now has not implemented a definite and clear as in UIN Sunan Kalijaga and UIN Maulana Malik Ibrahim. Then,the scientific integration in the Semester Learning Plan (RPS) in the International Relations Study Program was minimally found the concept of integration. This is related to literature that is also minimal  and examine the theory or concept in International and Islamic Relations, so that in the application of scientific integration, especially in the International Relations Study Program itself is still lacking in the content of lecture materials. Keywords: Scientific Integration, Semester Learning Plan, International Relations Programe

Abstract

In recent years, globalization has brought about significant changes in information and communication technology, particularly in the use of the internet in the economic field. Globalization is often seen as a phenomenon that creates socio-economic disparities and harms developing countries. The manufacturing industry has started to digitize marketing, not stopping at the creation of web-commerce, but also starting to appear unicorns known as marketplaces. The marketplace is present as evidence of business modernization, facilitating the process of product marketing, distribution and consumption. This paper uses a qualitative descriptive approach by applying the conceptual framework of globalization and modernization. The author presents the concepts of technology transfer and economic liberalization. The author analyzes based on grouped data about the role of the marketplace in the manufacturing industry in Southeast Asia. The author argues that globalization brings technology transfer which ultimately creates a marketplace largethat contributes to increased production in the manufacturing industry. Therefore, globalization does not only have a bad impact, on the contrary, if people are able to keep up with existing developments, it will be able to provide opportunities and benefits in economic life in Southeast Asia.  Keywords: globalization, technology transfer, marketplace, ASEAN

Abstract

Mota'ain border is one of the cross-borders routes between Indonesia and Timor Leste which was inaugurated in 2016, after the independence of the state of Timor Leste in 2002. The border between one country and another is related to the sovereignty of each country which is influenced by international law. Indonesia-Timor Leste cooperates in various aspects to improve the stability and security of the two countries. This research focuses on the security cooperation efforts of Indonesia-Timor Leste case study of smuggling of fuel oil in the Mota'ain border area in 2017-2019. The main objective of this research is to find out how the security cooperation efforts carried out by the two countries against the smuggling of fuel oil. In additions the type of research and the date sources used are primary data and secondary data. Through this problem, the importance of the role of the government and security forces between the two countries in overcoming cases of the smuggling of BBM that often occur every year. BBM is the commodity energy need that gas strategic value in the world. Therefore, the author looks at the independent borderland approach where the population in this border area involves mutually beneficial economic activities. Residents cross illegally though the “Jalan Tikus” to launch fuel smuggling into Timor Leste. Apart from the fuel commodity, there are other basic necessities that are traditionality tratted by residents in the border area Indonesia and the country known as Timor Loro’sae, so that follow-up is necessary from government and non-government agencies of interest such as security forces, immigration, customs and national agency for border management from the two countries to deal with the illegal fuel smuggling case. Keywords: Border Diplomacy, BBM Smuggling, Bilateral Relation Indonesia-Timor Leste.
