Abstract

Indonesia’s objection to the United States (US) over a clove ban in 2010 was one of the most difficult trade dispute cases that Indonesia has ever submitted. The dispute between both countries in the clove cigarettes negotiations was actually completed in 2014 after the two countries agreed on mutual understanding (MoU) related to cigarettes. Indonesia's victory over the Dispute Settlement Body (DSB) by the World Trade Organization (WTO) shows the enforcement of international law in intervening in a country's domestic policies.Although it took great deal of time, Indonesia's victory over US becomes a lesson learned. This victory proves the role of the WTO in resolving trade dispute cases and refutes the notion of a superpower in particular the US being immune to the international law. US domestic trade policies that impose a ban on clove cigarettes have deviated from WTO rules and have harmed Indonesia as a producer

Abstract

This study discusses about digital era marked by the advancement of knowledge and innovation in the field of Technology, Information and Communication (ICT) which has provided major changes to all aspects of life, especially in economy. ASEAN as a regional cooperation in the Southeast Asia region, currently as an emerging market in e-commerce competition, especially for Singapore, Malaysia, Thailand, Indonesia, the Philippines and Vietnam (ASEAN-6). Based on this phenomenon, my research question is, how are ASEAN-6's efforts in facing of e-commerce liberalization in the digital era in line with the ASEAN framework (AEC Blueprint 2015 & 2025, ASEAN ICT Masterplan and ASEAN Digital Integration). This research use the theory of trade liberalization, the concept of economic integration and the concept of digital economics to be able to examine the phenomenon of e-commerce liberalization in ASEAN-6. The various literature reviewed by the author shows that the growth of e-commerce is influenced by four factors, namely: 1) internet infrastructure; 2) electronic payment system; 3) shipping services that has a wide coverage; 4) government policy framework in each ASEAN-6 country. In addition, there are several obstacles found including: 1) the geographical location of each ASEAN-6 country that affects the process of developing the internet infrastructure; 2) issues of personal data protection and cyber security related to electronic payment systems; 3) effectiveness and efficiency of the existence of shipping services, especially shipping between countries; and 4) policy discrepancies between countries. This study concludes that as a regional organization in Southeast Asia, ASEAN continues to strive to harmonize regulations among member countries, form a framework of cooperation and other agendas to be able to harmonize the development of ICT, especially the growth of e-commerce. The fundamental difference from this study with previous studies is that there have been no studies that examine e-commerce liberalization in the ASEAN region, so the author tries to collaborate on several facts related to the growth of e-commerce liberalization in ASEAN-6 Keywords: ASEAN, e-commerce, digital economy, economic integration

Abstract

This paper will start from the shifting of brain drain as phenomena and terminology, from traditional (nasionalist) to comprehensive (globalist) thought. The nationalist tends to envisage brain drain as negative impact to source countries while the globalist assumes the ‘brain’ is not drained but circulated and their roots will be embeded as part of their identities. By choosing Indonesia as the case study, this paper will try to analyse about how the brain drain issue related to Indonesia Diaspora Network (IDN) and how the network of IDN works to influence the homeland government with the globalist thought. The Indonesian President Decree No. 76 on 2017 regarding Facilities for Indonesian Citizens in Overseas (Masyarakat Indonesia di Luar Negeri – MILN) designated, on this paper, as new milestone of attainment to Indonesian Diaspora official recogniztion, which enclosed to mission of Indonesia Diaspora Network Global (IDN Global) since its established on 2012. Using the theory of Transnational Advocacy Network by Keck and Sikkink, combined with argument of Sara Kalm on Diaspora Strategies as Technology of Citizenship, this paper argues that the launching of the policy shows that: (i) the role of diaspora network as principal actor who spreads and infused the globalist thought to the government, Indonesia citizens in home countries, and collecting international support, (ii) involving Diasporas in policy making process could be a good strategy for Indonesian Government to instill and strengthen diaspora’s emotions of national obligations, which will also plug the ‘drain’ and maintain to circulate the ‘brain’. To enrich and emphasize these arguments, some literatures of state-diaspora relations will also be applied.

Abstract

The way of U.S. diplomacy under President Trump administration declared a different approach from the Obama era. As President Trump extols unpredictability as a virtue, where Trump is more active through social media in conveying his views. That behavior considered a boomerang for U.S. diplomacy. Under President Trump’s administration, many of the state statement is contradicted with the White House. The uncertainty of U.S. diplomacy is seen when the United States involved in efforts to resolve the Qatar crisis. Qatar crisis is a diplomatic crisis that occurred between Qatar and the Gulf Arab countries which reached its peak in 2017. The United States has never interfered disputes between Qatar and the Gulf Arab countries that have occurred since 2002. However, the United States increased the tension of the Qatar crisis after several tweets from President Trump criticize Qatar funds terrorism in the Middle East. Simultaneously, Secretary of State Rex Tillerson corrected President Trump's statement by expressing the U.S. is supporting Qatar and trying to help by resolving the conflict as quickly as possible. Qatar is well known as the closest ally of the United States on combating terrorism in the Middle East. The disputes between Qatar and the Gulf Arab countries considered had an impact to be interrupting the movement of the United States on combating terrorism in the Middle East which directly affects several U.S. interests in the region. Differences between President Trump and the State Department do not send a clear nor unified message that is a problem for U.S. strategy towards the Qatar Crisis. It considered as proof of the uncertainty of U.S. diplomacy under President Trump administration. Through this analysis the article seeing the uncertainty of the U.S. diplomacy strategy in resolving the Qatar crisis

Abstract

This paper aims to analyze the emergence of Latin America Pink Tide and others, especially in political-economic paradigm (liberalism, neoliberalism and post-neoliberalism). Firstly, this paper describes an international political economy development generally and theoretically. Secondly, it describes political economy conditions in Latin America. Thirdly, it analyzes neoliberalism context that affects the development process in Latin America countries. Fourthly, it analyzes neoliberal development model, which is adopted in the context of Latin America. Fifthly, author is trying to address alternatives of neoliberalism development model that was conceived and adopted by the countries in Latin America, associate with pink tide phenomenon that recently emerging up in most countries in Latin America. Keywords: Alternative model, Development, International Political Economy, Latin America, Liberalism, Neoliberalism, Post-neoliberalism and Pink Tide.

Abstract

This study aims to describe the unhappiness of being women and children since human trafficking crimes dissapear their lives that driven by war, poverty and discrimination. There are various casualities that trigger human trafficking and the involvement of trafficker in this humanity crime. This study reviews various literatures since library research is the method of this research. This research analyzes the concept of war, poverty, and domestic conflict. Women and children become vulnerable target to be smuggled illegally to destination countries. Many of them finally end up in torture, violance and sexual exploitation. They have to keep working with minimum salary just for paying transportation cost. For smugglers, these vulnerable people are potential target to get money from selling them to other person or group. The smugglers lied to them about the truly motives and for the victims, the cost and exploitation are the consequences to reveal all their the horrible conditions. This research shows that how women and children start their sad journey since devastated and insecure in the neighbourhood because of war, domestic conflict and never ending poverty

Abstract

Liberalization is one of the theis that is expected to be able to answer the acceleration and development of the economy of developing countries. One element of liberalization is market openness that will make developing countries unite with global markets both in accepting investments or trading in exports and imports. However, along with the development of technology, the demand for the North (developed countries) in carrying out its trade began to implement an "ecolabelling" policy. For developing countries with all their industrial capabilities, ecolabelling policy is the same as the non-tarrif limitation policy given by developed countries to developing countries. So that this paper will focus on the application of the ecolabelling policy provided by the North to products that will enter the northern market, as one of the efforts of the northern countries to apply "kicking away the ladder", assuming the Southern state does not get a balanced trade surplus with the north and continues to be a developing country. This writing will use a structuralist approach that concentrates on the international structure of the north and south to describe the relationship between developed and developing countries, and uses the concept of "kicking away the ladder" to answer the situation from the implementation of ecolabelling policies for South countries. Abstract

This article is a theoretical review based on idea comparisons in exploring various perspectives on food insecurity. Overall, the authors focus on the discussion of food insecurity, in the form of hunger which is considered to have several limitations. The narrative or discursive of food security and food sovereignty contradicts one another. Even so, the two are not as oppositional concepts, but as interrelated concepts, especially covering efforts to overcome hunger which includes access, distribution, security and equality. Meanwhile, the approach to national security based on realism and human security based on the Copenhagen School has significant differences. However, both have problems in positioning hunger as a security issue. Realism that relies on the state-centric places dealing with hunger is the concentration of government activities in ensuring national interests, so that the existing policies are on how the food availability can be fulfilled or surplus. Subsequently, the human security perspective looks at the hunger issue faced by humans so that a securitization process is needed that is carried out by securitization agency. It can be seen here that actions to overcome fundamental problems are only the responsibility of the elite governments, while the voices of the interests of individuals experiencing hunger are neglected. Thus, a critical security approach appears to mediate the above limitations. This perspective offers that the issue of hunger should be reframed as this security problem is a structural problem. Furthermore, this approach proposes the definition of food security in vulnerable populations from the structural violence of hunger.

Abstract

This paper examined moral justification due to Juche's ideology in North Korea as the main reason for the survival of the authoritarian regime and caused violence. By using Moral Justification analysist from Psychology of peace and conflict, this paper explain how Juche Ideology affected to Violence, How intervention toward north Korean Conflict from international society, and possible scenario to implemented in North Korea. However, North Korean conflict not only affected their national issue, but also international level. High number of Human Right Violation in this country can be understood by psychological of peace and conflict studies.

Abstract

This paper will discuss about the possibility that cosmopolitanism as an idea might only exist as a myth. It begins by questioning the hypocrisy surrounding our everyday life where powerful countries preach about living in dignity but ended up taking away that very dignity itself. If cosmopolitanism is defined as an idea that give worth to every human being, no matter their affiliation, then the current state of the world does not reflect that idea at all. This paper will attempt to demystify the practice of cosmopolitanism in modern era. This paper then found that cosmopolitanism is basically a political project for the powerful to inject their idea into weaker actor, in order to create hegemony. Whether someone’s act can be considered cosmopolitan or not depends on their capability to exercise their power. In the end, this paper concludes that cosmopolitanism as a standard of morality does not exist in our world. A borderless world might exist, but it is up to the powerful to decide who can live in it. For most people, cosmopolitanism remains a myth that could never bring salvation.  Kata kunci: Cosmopolitanism, Morality, Hegemony.
