ASIA-PACIFIC JOURNAL OF PUBLIC POLICY (APJPP) is a publication media for Scientific Writing in the field of Public Administration, published by Sekolah Tinggi Ilmu Administrasi Nasional. The journal was formerly named "HUMANIS: Jurnal Ilmu Administrasi Nasional", is an open accessed journal, published periodically twice a year in April and October. Accepted manuscripts are in Bahasa Indonesia or English. We welcome other language articles, subject to translation cost before publication acceptance. APJPP, particularly focuses on the main problems in the development of the sciences of public policy as follows: Public policy and management; Bureaucracy and Administration Development; Decentralization and Regional Autonomy; Local Government; South East-Asian Studies; Indonesian Studies; Public Management and Governance; Political sciences; Business Administration; and Any specifics issues of Humanities and Social Sciences. Our target audience is not just scholars, but also policy-makers and practitioners, including aspiring public sector leaders engaged in education and research in the growing global public service, policy, and administration, and governance community. We want to draw on the latest research – whether carried out by scholars or practitioners or indeed collaborations. We aim for – and encourage – the reporting of this research to be as clear and accessible to the widest possible audience, while maintaining the necessary rigour and scholarly standards. APJPP will include not just cutting edge research, but also: feature interviews or opinion pieces from leading scholars and policy-makers; a resources section for scholars and practitioners; symposia and debates; and themed issues of topics of special interest. Proposals in all these areas are always welcome

Abstract

This study aims to reveal the patterns of political communication practiced by the executive and parliament in developing communities' well-being in Aceh Tamiang Regency - Aceh Province, Indonesia. A qualitative approach was applied in collecting the data through observation, interviews, and document analysis. The finding of the study reported that the inhibiting factor for the political communication between the executive and the legislature was managing and negotiating the Regency Expenditure Budgeting. The formulation of the budgets always based on personal or political affairs - either the regent or the legislatures' businesses. Besides, the executive is always procrastinating work resulting in fatal mistakes for society. Even though the communication was intense, the most obvious misconception was the negligence of both parties in completing the budget documents that were to be submitted timely to the province. This problem is essentially the fault of the two institutions. The heedlessness they performed resulted in the loss of community welfare development funds, causing the Aceh Tamiang district to suffer losses in their physical and non-physical budgets for developing social welfare, well-being, and infrastructure development.

Abstract

This study aims to identify the strategy of implementing Qanun (law) No. 6/2014 on Jinayah (the act of sin) law in the Aceh province, Indonesia. The challenges of implementing the Qanun were also investigated during the study. This investigation was conducted in Lhokseumawe (a city in the Aceh province) and is believed as the area where more violations of shari'a (Islamic canonical law) occurred. The research method adopted was qualitative and the data were collected through interviews and document analysis. The results of the study reported that there are still some personalities or local Acehnese opposed to the implementation of the Jinayat law qanun. Most communities were also lack understanding of this qanun implementation. The findings of the study imply that the communication strategy that has been carried out between stakeholders has not yet reaped maximum results. It infers that the implementation of Qanun No. 6/2014 on Jinayah law has not been going well in Lhokseumawe City due to several motives. One of them is a lack of communication between stakeholders. Besides, unfairness occurred in prosecute violators of Qanun number 2014 concerning the Jinayah law. This means that this law is only applied to ordinary people and not the families of government officials or the rich. Besides, the Qanun Jinayah also believed discriminated against women, especially the victims of rape. In this case, the Qanun Jinayah proffers a double strain on the victims where women victims of rape must present evidence and witnesses.

Abstract

This study aims to understand and look closely political beliefs of the villagers in the North Aceh Regency after the 2017 gubernatorial election. A qualitative method was employed and the data were generated from written or spoken words from people and their behaviors. Observations and personal in-depth interviews were conducted to collect rigorous information from the informants at a village in the North Aceh district, Indonesia. The finding reported that the behavior of the community in responding to the political dynamics after the election for Governor of Aceh in 2017 continued to behave according to the conditions of a political party that they supported to achieve particular goals. Their responses were increasingly rational and willing to accept differences and participated based on shared awareness to build the nation so that they could feel the welfare of living in peace. The finding implies that societies now can no longer be lied to with irrational promises from the politicians during the political campaign. People are now becoming intelligent and rational in the political election because they have learned lessons from numerous political blunders in the past.

Abstract

This study aims to identify the effectiveness of implementing administrative sanctions toward personal tax income at the Tax Office in Aceh province. A qualitative method was applied in collecting the data through observation, semi-structured in-depth interviews, and document analysis. The finding reported that most taxpayers in the city did not submit their reports honestly and appropriately. They did not register to become taxpayers when the income earned has exceeded the lower limit of income following Law Number 36 of 2008 concerning Income Tax. Besides, the number of addresses of taxpayers is incomplete or incorrect, making it difficult for officers to visit their homes or offices. Invalid Taxpayer Identity also makes it difficult for officers to send Tax Bill (STP) to taxpayers. To realize the implementation of administrative sanctions operating efficiently, the community (taxpayer) is required to understand the purpose and benefits of taxes. The citizen needs to realize that the tax will be used by the government to build infrastructures for the city and develop social prosperity and well-being through improving health, nutrition, education, and social services.

Abstract

This study aims to determine the management of digital archives at the Syar'iyah Court Office of East Aceh Regency, Indonesia, as well as finding obstacles encountered in their implementation. This research is a qualitative analysis where the subjects of this research were officers who managed digital archives at the Syar'iyah Court office. The data collection techniques employed were interviews, observations, and documentation. The results of this study indicate that the management of digital archives at the Syar'iyah Court Office has not been implemented optimally due to three conditions, namely: 1) The creation of digital archives is hampered due to frequent power outages in East Aceh and Sarana districts which are less supportive, and lack of resources. employees who understand digital archiving issues; 2) The process of borrowing archives carried out at the Syar'iyah Court Office has not been going well because it has not used archive lending procedures such as requesting archives, searching, retrieval of archives, recording, controlling, and storing again, to prevent loss of records; 3) Archive rediscovery still takes quite a long time, ranging from 20 to 30 minutes. The management of digital archives at the Office of the Syar'iyah Idi Court of East Aceh Regency should be improved by proposing additional archiving facilities, namely the latest model scan tool and additional employees who handle digital archive issues.
