As a form of contribution of Terrorism Studies, Strategic and Global Studies Universitas Indonesia to the development of science, Journal of Terrorism Studies (JTS) "focuses on topics relating to radicalism and terrorism both in the review of Islamic, economic and political studies in dealing with terrorist issues in Indonesia and the World. Research in the JTS journal as a form and effort in intellectual transformation, at the same time provides an opportunity for researchers who are concerned in scientific studies in the field of Radicalism and Terrorism to express ideas supported by deepening of material and data. The Editorial Team hopes that the JTS journal can be a means of contributing to the development of science and providing an overview of the problems, handling and steps that must be taken to prevent and reduce radicalism and terrorism. Hopefully the presence of JTS can be beneficial for the life of the nation and state going forward.

Abstract

Teknologi internet, di satu sisi memberikan kemajuan, tetapi di sisi lain, ia juga memberikan dampak buruk bagi peradaban manusia. Salah satu yang sangat berbahaya adalah kehadiran internet di tangan kelompok radikal terorisme. Di tangan kelompok radikal, saat ini, media internet menjadi media efektif dalam peningkatan propaganda, pembangunan jaringan, dan sarana rekrutmen baru. Kejahatan cyberterrorism menjadi fenomena yang sekian lama menghujani dunia sosial kita. Bagaimana melakukan perlawanan terhadap radikalisme dunia maya tersebut? Tulisan ini melalui metode riset pustaka dan diperkuat dengan pengumpulan data di lapangan berupaya mendiskripsikan tentang radikalisasi online. Dari temuan ini, maka kontra narasi online menjadi langkah yang perlu terus dilakukan.

Abstract

Boko haram adalah kelompok teroris yang masih aktif di Nigeria. Untuk membuat strategi besar dalam memerangi kelompok teror, perlu untuk memahami variabelvariabel yang dapat membuat suatu kelompok teroris berakhir. Tujuan penelitian ini adalah untuk menganalisis bagaimana Boko Haram bisa berakhir. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan teknik pengumpulan data yaitu observasi dan studi literatur. Para peneliti sebelumnya mengidentifikasi bahwa ada beberapa variabel yang dapat mempengaruhi bahkan membuat kelompok teroris berakhir, diantaranya yaitu dengan penangkapan atau pembunuhan pemimpin kelompok, kelompok mencapai tujuan atau kesuksesan, kelompok mengalami kegagalan, kelompok bernegosiasi atau bertransisi ke politik yang sah, menggunakan kekuatan militer atau penegakkan hukum (represi), bertransisi ke modus operandi lain serta kehilangan dukungan atau sponsor. Berdasarkan hasil analisa, bahwa variabel represi dan variabel kehilangan dukungan atau sponsor menjadi peluang untuk membuat kelompok Boko Haram berakhir. Dengan demikian, untuk mengakhiri kelompok Boko Haram peru ada perubahan dari sistem negara Nigeria sendiri dan perlu ada tindakan dalam rangka melumpuhkan sumber pendanaan kelompok.

Abstract

This paper examines the strategic role of Indonesian customs in the enforcement of ammonium nitrate smuggling as a concrete manifestation of its contribution in implementing counter-terrorism policies in Indonesia. David Omand (2006) says ―an effective counter-terrorist needs coherence of efforts among a wide variety of public and private sector bodies and this is best achieved by adopting a conscious process of strategic planning‖. Some of the best practices of counter-terrorism policies in Germany, the United States and the United Kingdom show that Customs involvement is vital because every country basically has the same goal of ensuring state security and the safety of citizens. The method used in this paper is a qualitative approach in the form of a case study of seizure of ammonium nitrate smuggling in Indonesia. The conclusion of this paper is that the Customs function is vital and strategic in overcoming the smuggling of ammonium nitrate as a form of contribution in preventing acts of terrorism as part of counter terrorism policies.

Abstract

The definition of terrorism, in general, is an act that is against the law or action that can be against the community and when it is planned to achieve political or religious goals. Initially, the resolution of terrorism was still national related to political struggles in countries where the government system was weak and the democratic politics were still fragile, such as in Colombo, Nepal, Syria, Somalia, Sudan, and other related countries in sub-Saharan Africa. After the events of 11 September 2001 in New York and Washington D.C. has made the issue of terrorism placed high on the international agenda. This change occurred because the events of 9/11 had befallen the United States. The United States is a country with an international system that requires US national security. The existence of 9/11 also caused complexity or complexity in resolving terrorism and who deserves to be approved as a terrorist in the United States context. This complexity occurs because of the difficulty in determining who, by whom, and for what acts of terrorism are carried out. Therefore, in this paper, a further study will be carried out on the complexity of the definition of terrorism in the United States and who deserves to be called a terrorist according to the United States version. To analyses the problem in this study, the authors used constructivism and the research method used was a qualitative research method.

Abstract

This research entitled: The Essence of Terrorism: We Are Different was written with the aim of showing that a strong belief in an ideology or a religion can lead to the concepts of the self (we) and the other (they). Thought about this concept gave an issue to a sense of difference and animosity towards other parties. This party must be destroyed because "we are different" and the other party is a threat. The research method used is Content Analysis and Hermeneutics Technique. The findings and discussion of this research are the reluctance of certain groups to accept differences related to any ideology and religious beliefs. In addition, there are also stages of attitude: fanatical, exclusive, extreme, radical, and terrorist, which are marked by various attitudes of destruction and annihilation. The conclusion of this research is the view of certain groups who assume that everything they do is the truth. Death is a defense and is a coveted gift.

Abstract

When the Cold War took place, the Soviet Union took side on India. Consequently, the US made Pakistan as its ally. Then after the Cold War was over and allegedly Pakistan helped the Afghan terrorist forces, US turned to side with India. But it turns out it was only Indian trickery to get support from the US. After the 9/11 WTC attack, the US set priorities that fighting against terrorism was more important. The US sided to Pakistan and invited Pakistan to work together to fight against Afghan terrorists. In this discussion paper, the author will explore and analyze what kind of win-win cooperation that the US and Pakistan have. The author applies theory of neo-realism, concept of power, and concept of national interest to analyze the case.

Abstract

Terorisme sudah bukan sebuah kata yang asing lagi bagi kita semua. Dinamika perkembangannya juga sangat cepat dan kompleks. Penanganan yang serius terhadap terorisme sangat penting bagi setiap negara karena hal ini menyangkut kredibilitas kepercayaan dunia luar terhadap negara tersebut. Di Asia Tenggara, salah satu negara teraman dari tindakan terorisme adalah negara Singapura. Keamanan dan ketahanan nasional negara Singapura terbukti kuat. Bagaimana negara ini menangani terorisme? Hal ini dapat kita lihat dari sistem negara Singapura mengaplikasikan hukum internasional dan melakukan pendekatan deradikalisasi yang manusiawi. Selain itu, dalam hal ketahanan nasional, negara ini juga melakukan investasi luar biasa dengan membangun ketahanan sosial dan juga pada pelaksanaanya Singapura memperhatikan Hak Asasi Manusia (HAM).
