Abstract

Nowadays there’s a phenomenon in the society. The way of thinking and acting on the community have an impact of crime with advances in technology and knowledge, for example,a crime of fraud. One example of fraud that is rife in Indonesia is the case of online fraud. For the Kuningan resort police jurisdiction, data recorded in 2018 there were 86 fraud cases and 2019 were 96 fraud cases. Bhabinkamtibmas functions to prevent and resolve problems by prioritizing communication with information technology that is increasingly advanced and impossible to hold, efforts to prevent fraud in the community must be done and improved. This study aims to determine the efforts of Bhabinkamtibmas in the prevention of fraud crime andfactors that influence Bhabinkamtibmas in the prevention of fraud crime in the Kuningan police jurisdiction. This study uses a qualitative research with descriptive analysis research. This research is located in Kuningan Sector Police. Data collection techniques using interviews, observation and document review. The data validity used in this study are triangulation of sources, techniques, time and theory. The result of this study is Bhabinkamtibmas role to prevent fraud crime in the Kuningan sector police has been running well. External factors that affect the Bhabinkamtibmas are that the community has participated and supported in preventing this proactively while the internal factorsare the human resources of the members of Bhabinkamtibmas itself, where total members of the Kuningan sector police are still lacking. When viewed from the infrastructure obtained by Bhabinkamtibmas is still lacking.

Abstract

ABSTRACT Crime theft of two-wheeled motorized vehicles is the highest crime conventional in the last three years in the city of Bandung. Various prevention efforts have been carried out, one of which is the implementation of a police investigation by the Bandung Criminal Investigation Unit. In this study, researchers solved the problem by using management theory, routine activity theory, and competency theory along with the detective ring concept, the concept of preventing and the concept of motorized vehicles. problems that occur. Data collection was carried out such as interviews, observations and document studies combined with triangulation of data in order to find out the effectiveness of the data. From the results of research and discussion by the author, several findings were obtained as follows: SOP of detective ring that was made in 2017. 2) Inequality in the number of officers with responsibility in the area of ​​the ring and there are still many officers who lack competence. 3) Budget which is not available from DIPA and Sarpras is still lacking. 4) The method used is not appropriate. Based on the results of the study the authors advise as follows: 1) It is recommended that the Criminal Investigation Unit conducts a Kring detective SOP update based on the stages stipulated in the Police Operational Management. 2) Submission of personnel to attend vocational education and detective training. 3) Submission of DIPA for the implementation of the investigation and procurement of infrastructure facilities that are lacking or damaged. 4) There is coordination with other units such as Sabhara, Binmas and Bhabinkamtibmas in conducting preventiveactions. Abstract

The criminal act of theft with violence is highly occurred in Indonesia. The criminal act of theft with violence was regulated under Article 365 of Indonesia Criminal Code. The police had carried out special patrol activity by the Prabu Team under the jurisdiction of Polrestabes Bandung which has functions to prevent the integration of the intention and opportunity factor in order to prevent or minimize the criminal act of theft with violence to maintain lawful environment and attempt to cultivate security and public order. This research aims to understand the general idea of the criminal act of theft with violence, to know each factors that influenced the rate of the criminal act of theft with violence, as well as to apprehend the optimization of the Prabu Team patrol activity to suppress the criminal rate of the theft with violence to maintain the security and public order. This research was conducted using qualitative method with analytical descriptive technique. The research location is under the jurisdiction of Polrestabes Bandung. All the data was collected using observation, interview and document study method. The validity of the data used triangulation source, technique, and time. The data was analyzed using data reduction, data presentation, and then drawing conclusions. This research shows that the rate of the criminal act of theft with violence at Bandung in 2019 has increased, compared to 2018. The act of theft using violence in 2019 jump from 191 cases to 201 cases. Time and zonation of theft with violence consists of certain areas and time, which is 27 spots and starts at 18:00-05:00 WIB. This research has obstacles that was caused by various inhibiting factors that restrains the Prabu Team’s performance.

Abstract

Dalam 3 tahun terakhir tindak pidana pencurian dengan pemberatan merupakan tindak pidana yang paling sering terjadi di kabupaten majalengka dengan jumlah kasus sebanyak 114 kasus. Tingginya jumlah kasus tersebut tidak diimbangi dengan dengan jumlah penyelesaian kasus yang tidak seimbang atau Crime Total jauh lebih banyak daripada Crime Clereance, sehingga diperlukan cara/metode yang bisa digunakan untuk meningkatan angka Crime Clereance, salah satu metode yang tepat adalah trace IMEI. Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan upaya dan faktor-faktor yang mempengaruhi penyelidikan tindak pidana curat menggunakan metode trace IMEI oleh Satreskrim Polres Majalengka (studi kasus dengan tersangka Ahmad Mustofa dkk). Lokasi penelitian di Polres Majalengka dengan fokus penelitian yaitu mendeskripsikan upaya penyelidikan tindak pidana curat dengan metode trace IMEI. Penelitian ini menggunakan metode kualitatif dengan jenis penelitian studi kasus. Menggunakan trianggulasi data (Moleong;2006:330) 4 (empat) macam teknik yaitu sumber, teori dan teknik serta sumber data primer, sekunder dan tersier. Validitas data yaitu reduksi data, sajian data, penarikan kesimpulan dan verifikasi. Penelitan ini menggunakan teori tindak pidana (moeljatno), teori analisis system (jogiyanto), teori unsur manajemen (hasibuan) serta konsep pencurian dengan pemberatan (Pasal 363 KUHP), konsep penyelidikan (Pasal 1 Ayat (5) KUHAP), konsep Peraturan Kepala Kepolisian Negara Republik Indonesia Nomor 6 Tahun 2019 tentang Penyidikan Tindak Pidana dan konsep trace IMEI. Deskripsi perbuatan pencurian yang dilakukan oleh tersangka Ahmad Mustofa dkk sesuai dengan Laporan Polisi yang dibuat oleh korban yang menerangkan bahwa telah terjadi pencurian 182 handphone berbagai macam merk/type dengan kerugian sebesar Rp.268.654.000,-. Upaya penyelikan tindak pidana curat dengan trace IMEI dilakukan dengan 4 (empat) tahapan yaitu (1) Identify; (2) Understand; (3) Analyze; (4) Report. Faktor-faktor yang mempengaruhi berjalannya metode tersebut terdiri dari 6 (enam) unsur yaitu unsur man, money, method, materials, machine, market. Kesimpulannya yaitu perbuatan yang dilakukan oleh tersangka Ahmad Mustofa dkk merupakan perbuatan pidana karena telah memenuhi unsur-unsur pidana menurut teori tindak pidana (moeljatno). Penyelidikan menggunakan metode trace IMEI dilakukan dengan membuka dan menganalisis hasil data trace IMEI yang terdiri dari 4 (empat) tahapan pokok. Selanjutnya, faktor yang pendukung dan penghambat dari metode trace IMEI dianalisis dengan teori unsur manajemen 6 (enam) M (hasibuan)

Abstract

The focus of this thesis research is about Optimizing two-wheeled patrol Sabhara Unit of Tasikmalaya District Police in preventing motor theft. The focus of this study is seen as important considering the high crime of motor vehicle theft that occurred in Tasikmalaya District, so that the implementation of two-wheeled patrol activities owned by Sabhara Unit can prevent the occurrence of motorized theft if it is optimally carried out. There are three issues raised in this thesis research, namely about: (1) How is the implementation of two-wheeled patrol in preventing the theft of motorized vehicles in the legal area of ​​the Tasikmalaya District Police? (2) What are the factors that cause motor vehicle theft in the legal area of ​​the Tasikmalaya District Police? (3) What is the effort to optimize wheel patrol to prevent theft of motorized vehicles? To analyze these three problems, the author uses the Research field method with a qualitative approach, the use of a conceptual framework in the form of theory and concepts used as a knife of analysis by the author in answering the formulated problem. Theories and concepts used by the author are management theory, swot analysis theory and optimization concepts. The findings of this study are (1) Lack of number and ability of Sabhara unit two-wheeled patrol members, (2) What hinders the implementation of two-wheeled patrol in preventing motor theft due to internal and external factors so that the ability of members in the field of knowledge, and skills must be (3) Lack of synergy between Sabhara units and other units in the implementation of two-wheeled patrols. From these research findings, it is suggested that the Chief of Tasikmalaya District Police work together with the West Java Regional Police HR Bureau to increase the shortage of members and also provide innovation using technology in the implementation of patrol. Abstract

This research was written on the basis of a breakthrough given by the Cirebon City Police in relation to increasing public service in the form of a release in January 2019, an integrated application that presents various features in a package called CIKO SMART. In this CIKO SMART application there are various features that are presented, and researchers focus their research on community complaint features. However, until July 2019 there were fewer than 20 complaints submitted, and none of them had been followed up by the Cirebon City Police, so that they were judged not to be in line with the purpose of the innovation. Therefore, a study was conducted aimed at finding out the use of the CIKO SMART application, as well as the influencing factors. This research was conducted with a qualitative approach, the type of research conducted was field research, as well as data collection techniques using interviews, observation, and document review. Data validity uses source, time, and technique. Data presentation uses data reduction, data presentation, and drawing conclusions. The results of the study found that the use of the CIKO SMART application to date for the system, implementing operators, supervision, number of implementers, and socialization did not meet the standards. The influencing factors are classified into two, namely supporting and inhibiting. For supporting factors, namely the presence of leadership policies, a good work culture, and high expectations from the community in the use of police technology. The inhibiting factor itself comes from inadequate human resources, lack of community knowledge, networks, and devices that do not meet standards. Based on the results of research that has been done, the authors suggest providing vocational education to operators, enforcing standart operational procedure, expanding platforms, increasing socialization to the public using social media.

Abstract

The industrial revolution 4.0 comes characterized by a rapid increase in technology. Public sector organizations such as the police certainly need a method or way to behave towards technological development. One of them is reflected through the Sumedang District Criminal Investigation Unit that utilizes Check Position Base Transceiver Station (BTS) to deal with a Fence, specifically the criminal act of a motor vehicle container. The authors raise the issue that focuses on how to use the Check Position BTS in the arrest of perpetrators of Fencing. The research method in this paper uses a qualitative approach and the type of research is in the form of case studies. On the other hand, the authors took research data located in the Sumedang district police jurisdiction through interview, observation, and literature study techniques. The discussion in this study is divided into 3 (three) sections. First, the Criminal Acts of the Rudiman Ujang Suspect analyzed using Management Information Systems Theory. Seccond, the Stages of Using BTS Check Position are analyzed using the theory of effectiveness theory. Third, Factors that Influence the Use of the Check Position Base Transceiver Station Method In the Arrest of Fencing Criminal Actors consisting of Internal and External Factors. The conclusion of this research explains that BTS Check Position is felt to be very helpful in the performance of the Criminal Investigation Unit. However, there are still some obstacles and constraints such as human resources, budget and operational standard procedures in its implementation that need to be handled by the Sumedang District Police. Abstract

Increasing the number of vehicles in Indonesia raises various kinds of problems, one of which is traffic violations. The results of the data obtained by the author that the increase in traffic violations is dominated by private employees. Based on letter (d) of Article 62 of the National Police Chief Regulation Number 23 of 2010, the Dikyasa Unit has the responsibility to implement the Dikmas Lantas, in this study, to private employees. Therefore, a study was conducted aimed at obtaining a picture of the implementation of the Dikmas Lantas on private employees, analyzing the role of the Dikmas Lantas, and describing the factors that influenced the Dikmas Lantas. The theory that the author uses in this study is based on management theory by George R. Terry, role theory by Sarwono, and communication theory by Lasswell. For the concept that is, the concept of community education then, the concept of traffic violations, the concept of employees, the concept of traffic and road transportation and the operational guidelines for the Police Chief Police Number: Juklak / 05 / V / 2003 concerning Community Education in the Field of Traffic. The approach used by the authors in this study is a qualitative approach and the method used is descriptive analysis. The sources used are primary, secondary and tertiary sources. Data collection techniques used in this study were interviews, observation and document review. The findings obtained by the authors during the study that there has been an increase in traffic violations in the last 3 years among private employees. The unit is believed to have made a pre-emptive effort including providing Dikmas Lantas through police goes to factory activities. From the results of the study also found inhibiting factors regarding the number of personnel who are not in accordance with DSP, lack of competence of members because they have not followed Dikjur, law enforcers who still give wrong examples, facilities and infrastructure, budgets, lack of awareness of private employees, sectoral communication and communication on institutions other. The author's advice in this paper is to add personnel in accordance with the DSP (List of personnel arrangements) and coaching members through education, improvement of facilities and infrastructure and supporting budgets, collaborating with companies in Cianjur Regency, making orderly cadres in traffic in each company. Abstract

This research is motivated by the high number of criminal acts of curanmor in the Bogor police jurisdiction which then causes unrest in the community. The lack of optimal efforts to prevent criminal acts of fraud committed by the Sabhara unit turjawali unit through dialogical patrol will be discussed in this study. The aim is to be able to describe the implementation of the Dialog patrol of the Sabhara unit in the Sabhara unit in preventing criminal acts of fraud in the Bogor police jurisdiction. In this study, the theory used by researchers is based on law enforcement, management theory, and AIDDA communication theory. The concept used by researchers is based on the concept of optimization, the concept of dialogical patrol, the concept of crime prevention, and the concept of fraud. The research method uses a qualitative approach whose results are strengthened by the findings of observations, document studies, and interviews with information sources. The technique used for data analysis is data reduction, data presentation, and concluding. This research also applies empirical techniques using methods and techniques in the field. The results of this research found that the dialogical patrol of the turjawali unit in preventing criminal acts of curanmor was still not optimal because there were still shortages at each stage of the activity as well as the knowledge of the patrol officers. Factors that influence the implementation of dialogical patrols are human factors, budget factors, facilities and infrastructure factors, method factors, and target factors. Based on the results of the study, researchers suggest improving facilities and infrastructure, developing the ability of patrol members, especially in communication science, and increasing public awareness to be able to participate with the police in preventing criminal acts of fraud.

Abstract

Penelitian ini dilatarbelakangi oleh pelanggaran lalu lintas yang secara tidak langsung disebabkan oleh pertumbuhan jumlah kendaraan bermotor setiap tahunnya. Aktivitas pungli oleh petugas, banyaknya pelanggar yang memilih diproses melalui sidang, serta mekanisme transaksi tilang yang berbelit-belit menjadi beberapa alasan diterapkannya program e-Tilang oleh satlantas Polrestabes Bandung. Penulis menggunakan kepustakaan penelitian serta kepustakaan konseptual. Adapun teori dan konsep yang digunakan ialah konsep optimalisasi, konsep pelanggaran lalu lintas, konsep penegakan hukum lalu lintas, konsep pemanfaatan teknologi kepolisian, konsep tilang dan program e-tilang, konsep kamseltibcar lantas, teori difusi inovasi, teori analisis S.W.O.T, dan teori unsur manajemen 5M. Penelitian ini dilakukan dengan menggunakan pendekatan kualitatif, dengan metode field research (penelitian lapangan). Teknik pengumpulan data dilakukan dengan cara wawancara, observasi, dan telaah dokumen. Data dianalisis dengan menggunakan teknik reduksi data, penyajian data, serta penarikan kesimpulan. Penulis melakukan penelitian untuk menganalisis penerapan program e-Tilang, faktor-faktor dalam optimalisasi program e-Tilang, serta wujud optimalisasi penerapan program e-Tilang dalam penegakan hukum lalu lintas oleh satlantas Polrestabes Bandung. Terjadi perubahan mekanisme transaksi tilang di satlantas Polrestabes Bandung, dari tilang konvensional menjadi e-Tilang. Penerapan e-Tilang belum mendapatkan hasil yang optimal. Banyak masyarakat yang belum sepenuhnya memahami dari penerapan e-Tilang. Program e-Tilang masih dinilai lebih rumit serta denda yang diterapkan dirasa lebih mahal. Meski demikian, e-Tilang diakui sangat berperan dalam efisiensi pengambilan barang bukti. Penerapan e-Tilang telah berjalan cukup lama, namun belum didapatkan hasil yang optimal. Disarankan untuk melakukan suatu pengadaan device untuk memudahkan input data pelanggaran, pemberian insentif bagi Bamin tilang, serta disediakannya mesin EDC tersendiri bagi pelanggar untuk memudahkan pembayaran.
