Abstract

Pendidikan masyarakat lalu lintas (Dikmas Lantas) oleh Unit Kamsel (Keamanan dan Keselamatan) di Polres Demak bertujuan untuk meningkatkan pengetahuan dan dukungan masyarakat untuk menciptakan kemanan, keselamatan, ketertiban, dan kelancaran lalu lintas. Pencegahan kecelakaan lalu lintas merupakan salah satu hal yang menjadi materi dalam pendidikan masyarakat yang dilakukan oleh Unit Kamsel Polres Demak. Hal ini dilakukan karena angka kecelakaan di wilayah hukum Polres Demak masih terbilang fluktuatif. Sehingga perlunya tindakan preventif berupa pendidikan masyarakat tentang pencegahan kecelakaan lalu lintas. Permasalahan yang dibahas dalam penulisan ini adalah tentang kegiatan dikmas lantas Unit Kamsel Satlantas Polres Demak dalam rangka mencegah laka lantas guna mewujudkan kamseltibcar lantas dan upaya yang dilakukan untuk mengoptimalkan kegiatan dikmas lantas Unit Kamsel Satlantas Polres Demak dalam rangka mencegah laka lantas guna mewujudkan kamseltibcar lantas. Dalam membahas penelitian ini, peneliti menggunakan teori Managemen, konsep pendidikan masyarakat di bidang lalu lintas, dan konsep kecelakaan lalu lintas untuk membahas temuan dan permasalahan penelitian. Penelitian ini menggunakan pendekatan kualitatif. Fokus penelitian adalah optimalisasi dikmas lantas unit kamsel Satlantas Polres Demak dalam mencegah kecelakaan lalu lintas guna mewujudkan kamseltibcar lantas. Sumber data yang berasal dari anggota dan petugas unit kamsel serta berdasarkan dokumen yang ada. Validitas data dibuktikan dengan triangulasi data. Sedangkan, teknik analisis data dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian yang dilakukan oleh peneliti menemukan bahwa masih terdapat banyak kekurangan dalam unsur SDM, anggaran, metode, serta sarana dan prasarana dari Unit kamsel Polres Demak. Polres Demak sendiri sudah melakukan berbagai upaya dalam meningkatkan pendidikan masyarakat namun masih belum bisa mencegah angka kecelakaan lalu lintas di wilayah hukum Polres Demak secara optimal. Berdasarkan hasil penelitian, maka peneliti memberikan pemecahan masalah berupa penyesuaian pendidikan kejuruan bagi anggota Unit Kamsel terhadap bidang yang menjadi tugas dan tanggung jawabnya. Selain itu perlunya penggunaan bantuan dari fungsi lain yang sudah dibekali dengan kompetensi Dikmas Lantas. Melalui pemecahan masalah ini diharapkan Pendidikan Masyarakat yang dilakukan oleh Unit Kamsel Polres Demak dalam mencegah kecelakaan lalu lintas dapat terlaksana dengan optimal sehingga kamseltibcar lantas akan terwujud.

Abstract

The research conducted to get an overview regarding the implementation of patrols by the Unit of Turjawali on Uniform Police Unit Polres Pekalongan in an effort to be effective. This is considered important because in factual conditions the maintenance of security and public order is indicated to have not been maximized because the number of crimes, especially burglary that tends to increase every year. The implementation of patrols is expected to be a form of prevention in preventing the intention and opportunity of the criminal act of burglary in order to create security and public order. In writing this final project, the author uses management theory, effectiveness theory and competency theory as a means of author to analyze and process data obtained when conducting research, as well as several concepts and understandings to clarify understanding related to this writing. Methods of field research and data triangulation as a means of data validation. The efforts to make routine police patrols from Uniform Police Unit Polres Pekalongan effective have also not gone well because they have not been able to reach the indicators of the effectiveness of an activity, which are program understanding, goal achievement, and change-over to be better. From this research, it can be concluded that the implementation and effectiveness of Uniform Police Unit in police patrols to realizing public security is still not maximized based on the theory and analytical methods used by author and also the influencing factors, especially in the internal sphere in the form of human resources and methods used in the planning, implementation, and supervision and control. Therefore, there is a need for coordination and improvement of each stage of routine patrols for an effective implementation itself.

Abstract

One of the main tasks of the Samapta Unit is conducting Turjawali. Turjawali is one of the preventive efforts of the police agency to prevent the occurrence of a disturbance threshold. Patrol is one of the police activities to prevent crime as regulated in Perkabaharkam Polri Number 1 of 2017. Based on the background of the high number of cases of theft with severity compared to other crimes that occur in the jurisdiction of the Pekalongan Police, the Police need to carry out Patrol Actions to prevent intentions and opportunities for criminals, especially in the report. This final project was prepared using a qualitative approach and using field research. Sources of data include primary data sources and secondary data with data collection techniques used are interviews, observations, and document studies. In this study, POAC management theory, crime prevention theory and patrol concepts are used in accordance with Polri Perkabaharkam Number 1 of 2017. The results of this study found that the crime of stealing to date is the highest crime that occurs in the jurisdiction of the Pekalongan Police. The patrols carried out by the Pekalongan Police Samapta unit have been carried out in accordance with the preparation, implementation, and termination procedures. However, there are factors that affect the patrol so that it becomes less than optimal, starting from the limitations of members and the extent of the jurisdiction of the Pekalongan Police and the lack of participation from the community. Based on the results of the study, the authors suggest that in carrying out patrol activities involve dalmas members who are not on duty, propose Sat Samapta members to carry out vocational education and collaborate with the surrounding community such as security posts, security posts and hansip posts to monitor locations that are prone to incidents criminal act.

Abstract

This Final Project is based on the important role of Bhabinkamtibmas in maintaining Precision Kamtibmas. The formulation of the problems discussed in this Final Project is about the condition of Bhabinkamtibmas' role with the application of personal smart tools, the condition of Kamtibmas during the application of personal smart tools and efforts to increase the role of Bhabinkamtibmas by implementing personal smart tools to maintain Kamtibmas. The purpose of writing this Final Project is to find out the correlation of the role of Bhabinkamtibmas with personal smart tools and maintenance of Kamtibmas by discussing in terms of roles, conditions of Kamtibmas and efforts to optimize the role of Bhabinkamtibmas with personal smart tools to maintain precise Kamtibmas in Pekalongan Regency. The research method used is a qualitative research method with data analysis techniques in the form of interviews, Focus Group Discussion (FGD) with various related parties, observations, and document studies with a theoretical approach, namely the role theory of Edi Suhardono and management theory of George R. Terry. The results of this study indicate that in fact the role of Bhabinkamtibmas with personal smart tools has a positive contribution to the maintenance of Kamtibmas although currently, there are still shortcomings in several aspects of management. For this reason, it is necessary to manage aspects of Bhabinkamtibmas personnel, budget, connectivity facilities, in the form of support for communication tools, methods and the community environment so that the role of Bhabinkamtibmas with the application of personal smart tools can increase effectiveness in maintaining Kamtibmas in Pekalongan Regency.

Abstract

Motor vehicle theft is a crime that can happen to all levels of society. The rise of theft incidents is a disturbance to the social security and order which is very troubling to vehicle owners. The police as the protectors of the community are obliged to maintain social security and order through the function of Community Development by carrying out door-to-door system visit, which are the efforts of the police in preventing the crime of motor vehicle theft and increasing public participation and awareness in maintaining social security and order. This study aims to describe the phenomenon of theft, describe the role of the door-to-door system counseling by Bhabinkamtibmas, identify the factors that influence the door-to-door system counseling, and examine relevant theories and concepts in preventing the crime of motor vehicle theft in the jurisdiction of the Boyolali Police. The theory used in this research is Role Theory and Management Theory. Furthermore, the concepts used in this study include the concept of crime prevention, the concept of Bhabinkamtibmas and the concept of motor vehicle theft. This research was conducted using a qualitative approach with field research methods through direct data collection from relevant agencies, interviews, literature studies combined with validation and triangulation technique. The results of the study found that the settlement of motor veficle theft cases in the jurisdiction of the Boyolali Police was still very low. So that the role of Bhabinkamtibmas through door-to-door system visit is expected to increase public awareness of the law, vigilance in situations prone to theft, and massively increase public participation in efforts to prevent motor vehicle theft. This study examines the application of management theory by applying POAC based on factual conditions which include information and intelligence regarding problems, rules and regulations related to activities, organizational resources and internal-external factors
