Abstract

Ransomware attacks on Islamic banking institutions can lead to a decline in public interest in saving. To stimulate the growth of savings, it is crucial to investigate the determinants influencing customer decision to save their money in Islamic banking institutions following a ransomware attack. This study implemented a unique approach in examining the impact of perceptions of cybersecurity and Sharia label on the decision to save in Sharia banks in Indonesia subsequent to a ransomware attack. It aims to explore the intervening role of trust and Word of Mouth (WOM) in information dissemination and analyze how the Sharia label can mitigate the risk of customer attrition, thereby maintaining the level of customer trust. This study employed a quantitative causal method, specifically a path analysis model. Data were collected through questionnaires sent to customers of Sharia banks in Indonesia selected using a probability sampling technique. The Structural Equation Model (SEM) with a Partial Least Squares (PLS) approach was utilized for analysis. The findings emphasize the significance of cybersecurity, Sharia label, and WoM in understanding customer decision to save in Sharia banks. This study thus offers valuable insights for Sharia banks, identifying areas in need of improvements in security and marketing policies and enabling more proactive strategies to ensure customer trust and enhance performance in facing growing challenges.

Abstract

The implementation of decentralization policies in Indonesia highlights contested interests between central and subnational governments. Particularly since the end of authoritarian rule, decentralization efforts have continuously faced tensions with recentralization interests. These interests do not necessarily aim to restore a strong state with a hierarchical command structure. Instead, the recent decentralization policies tend to display an administrative state supported by hierarchical policies. Consequently, the autonomous regions are no longer fully autonomous in managing their internal affairs but are increasingly required to comply with national policies. This study seeks to further investigate the reasons behind these shifts through a critical discourse analysis of relevant documents, FGDs, and expert interviews. Primary data were collected from in-depth interviews and FGD recordings, while secondary data were obtained from relevant literature. These data were then analyzed by synthesizing key findings per each expert and applying a link-and-match approach. This study seeks to validate the collected information to facilitate the interpretation of new findings, which were then presented in a draft outlining the debates on the topic and the position of the study. The findings indicate that the paradigm shift has made decentralization more administratively burdensome for the subnational level, as demonstrated by the increased policy assistance from the central government. The central government manages decentralization at the provincial, district, municipal, and even village levels through targeted policy objectives with key indicators. Consequently, the current decentralization creates a dependent relationship between subnational governments and the central government, primarily through fiscal transfers. A limitation of this study includes the relatively unexplored responses from local officials.

Abstract

The current framework of participatory budgeting (PB) in Tanzania refers to the Opportunities and Obstacles to Development (O&OD) methodology. However, this policy tool seems to pay little attention to the rural-urban dichotomy, thus raising questions regarding its practicality in marginalized, rural areas. This article synthesized evidence based on the practicality of PB under the O&OD methodology in rural Tanzania to provide insights for decision-makers and practitioners at relevant levels of government. Employing a scoping study approach, the included publications consisted of policy studies (n = 6), academic papers (n = 8), and journal articles (n = 7), all of which covered rural district councils (n = 21). Research designs, analyses, and results of these included publications were examined. The synthesized evidence suggests that PB is context-sensitive and may not be applicable in rural Tanzania due to costs of participation, unconducive political culture, limited fiscal autonomy, and knowledge inclusiveness trade-off. Overall, the evidence from practicality categories indicates that PB is an induced bottom-up process, which may require robust facilitation by civil society to be practical in rural areas. This article has policy implications for the achievement of Sustainable Development Goal (SDG) 16, which promotes inclusive societies for sustainable development and access to justice for all through local governments.

Abstract

The significant vulnerability of Padang Pariaman District to potential tsunamis necessitates extensive mitigation efforts. This study attempts to delineate the steps included in disaster mitigation through the Disaster Resilient Village program as specified in the Regulation of the Head of National Disaster Management Agency (BNPB) Number 1 of 2012. The program seeks to establish self-sufficient nagaris capable of anticipating and mitigating disaster impacts. Implementing both non-structural and structural mitigation measures through this program is a prudent decision to prepare for unforeseen calamities. This study employed a descriptive qualitative approach, collecting data through interviews with 22 local community members and stakeholders as well as field observations. The findings indicate that the disaster resilience program has stagnated and failed to achieve optimal results. This is evident by the lack of substantial progress and monitoring in Katapiang, Seulayat Ulakan, and West Sunua Nagaris, which have been designated as part of the Disaster Resilient Village program in Padang Pariaman District. These findings serve as a reminder for the government and stakeholders to prioritize the implementation of disaster mitigation initiatives, considering the unpredictable nature of disaster timing and intensity.

Abstract

The COVID-19 pandemic has significantly impacted global community and economy. As the pandemic began to subside, the government initiated various strategies for economic recovery. Investment is one of the policy instruments to improve the local economy. The Investment and One-Stop Integrated Service Agency (DPMPTSP), hereafter coined the Department of Investment, has implemented different strategies to achieve regional investment targets. Data indicate a decline in Foreign Direct Investment (FDI) due to the pandemic, however, an increase in Direct Investment (DI) is also observed, contributing to the achievement of investment targets. This study aims to examine the strategies applied by the Department of Investment of Lebak District to achieve these targets. A qualitative descriptive approach was employed, while data were collected through in-depth interviews and documentation. Data analysis was conducted using ATLAS.ti software by coding data, opening a network, and drawing conclusions from collected data. The results reveal a "downstreaming" strategy for integrated investment services, which includes: Investment Information System, Investment Forum, approach through the Head of District, and Ease of Service for prospective investors (upstream) and existing investors to obtain Business Identification Numbers (NIB), make investments, and complete the Investment Activity Report (LKPM) (downstream). This study contributes to developing public sector innovation in investment. Future research can explore the correlation of investment achievements with labor absorption and regional income in Lebak District.
