Abstract

Technological literacy and teachers’ digital competence constitute key elements in the transformation of education in the digital era. This article aims to comprehensively analyze the concepts, challenges, and strategies for strengthening teachers’ technological literacy through a literature review method based on recent national and international scholarly publications. The synthesis findings indicate that technological literacy extends beyond technical skills in operating digital devices; it also encompasses pedagogical competence, digital ethics, professional identity management, and the capacity to adapt to emerging innovations such as artificial intelligence. Variations in teachers’ digital competence levels are influenced by factors including professional experience, institutional policy support, and access to continuous professional development and training. The enhancement of technological literacy has been shown to be effective through practice-based professional development programs, technology mentoring, and the systematic integration of digital pedagogical strategies. Furthermore, institutional support and adaptive educational policies play a decisive role in accelerating the transformation of teachers’ digital competencies. Overall, technological literacy and teachers’ digital competence represent a multidimensional construct that must be continuously developed to foster innovative, effective, and relevant learning aligned with the demands of 21st-century education. ABSTRAKLiterasi teknologi dan kompetensi digital guru merupakan elemen kunci dalam transformasi pendidikan di era digital. Artikel ini bertujuan untuk menganalisis secara komprehensif konsep, tantangan, dan strategi penguatan literasi teknologi guru melalui metode literature review terhadap berbagai jurnal nasional dan internasional terkini. Hasil sintesis menunjukkan bahwa literasi teknologi tidak hanya mencakup kemampuan teknis dalam mengoperasikan perangkat digital, tetapi juga meliputi kompetensi pedagogis, etika digital, manajemen identitas profesional, serta kemampuan adaptasi terhadap inovasi seperti kecerdasan buatan. Variasi tingkat kompetensi digital guru dipengaruhi oleh faktor pengalaman, dukungan kebijakan sekolah, serta akses terhadap pelatihan berkelanjutan. Penguatan literasi teknologi terbukti efektif melalui program pengembangan profesional berbasis praktik, pendampingan teknologi, dan integrasi strategi pedagogi digital yang sistematis. Selain itu, dukungan institusional dan kebijakan pendidikan yang adaptif menjadi faktor determinan dalam mempercepat transformasi kompetensi digital guru. Secara keseluruhan, literasi teknologi dan kompetensi digital guru merupakan konstruk multidimensional yang harus dikembangkan secara berkelanjutan guna mewujudkan pembelajaran yang inovatif, efektif, dan relevan dengan tuntutan abad ke-21.

Abstract

The reconstruction of Indonesian criminal law has become an urgent necessity alongside the shift in penal paradigms from a retributive approach toward a more humanistic, restorative, and socially beneficial system. This development requires a philosophical foundation capable of bridging substantive justice with contemporary social dynamics. This study aims to analyze the relevance of maslahah mursalah as a reconstructive approach in examining the reform of Indonesian criminal law from the perspective of Islamic law. The research employs a qualitative–normative literature review method through the synthesis of various scholarly sources, including journal articles on Islamic law and criminal law, academic books, and national legal regulations, particularly Law Number 1 of 2023 concerning the Indonesian Criminal Code. The data were analyzed thematically by connecting the concept of public benefit within maqāṣid al-sharī‘ah with the development of modern penal paradigms such as restorative justice, progressive law, and alternative sentencing models. The findings indicate that the principle of maslahah mursalah substantively aligns with the direction of national criminal law reform, emphasizing community protection, offender rehabilitation, and victim restoration. The concept of public benefit serves as a methodological framework that strengthens both the moral legitimacy and social effectiveness of criminal policy. This study concludes that integrating the value of public benefit into criminal law reform has the potential to develop a more just, proportional, and socially responsive criminal justice system in Indonesia. ABSTRAKRekonstruksi hukum pidana Indonesia menjadi kebutuhan mendesak seiring perubahan paradigma pemidanaan dari pendekatan retributif menuju sistem yang lebih humanistik, restoratif, dan berorientasi pada kemanfaatan sosial. Perkembangan tersebut menuntut landasan filosofis yang mampu menjembatani nilai keadilan substantif dengan dinamika sosial modern. Penelitian ini bertujuan menganalisis relevansi maslahah mursalah sebagai pendekatan rekonstruktif dalam mengkaji pembaharuan hukum pidana Indonesia dari perspektif hukum Islam. Metode yang digunakan adalah literature review dengan pendekatan kualitatif-normatif melalui sintesis berbagai sumber ilmiah, meliputi artikel jurnal hukum Islam dan hukum pidana, buku akademik, serta regulasi nasional, khususnya Undang-Undang Nomor 1 Tahun 2023 tentang Kitab Undang-Undang Hukum Pidana. Data dianalisis secara tematik dengan menghubungkan konsep kemaslahatan dalam maqasid syariah dengan perkembangan paradigma pemidanaan modern seperti restorative justice, hukum progresif, dan alternatif pemidanaan. Hasil kajian menunjukkan bahwa prinsip Maslahah Mursalah memiliki kesesuaian substantif dengan arah reformasi hukum pidana nasional yang menekankan perlindungan masyarakat, rehabilitasi pelaku, dan pemulihan korban. Konsep kemaslahatan mampu menjadi kerangka metodologis yang memperkuat legitimasi moral sekaligus efektivitas sosial kebijakan pidana. Penelitian ini menyimpulkan bahwa integrasi nilai kemaslahatan dalam pembaharuan hukum pidana berpotensi membangun sistem peradilan pidana Indonesia yang lebih adil, proporsional, dan responsif terhadap kebutuhan masyarakat.
