Jurnal Kebijakan Publik contains articles and scientific papers in the form of research and non-research results, both in government institutions or in the community. This journal focuses on the theoretical and practical study of public policy starting from the formulation, implementation, and evaluation of policies carried out by the government in dealing with the changing needs and demands of society. Therefore, the publication of this journal as a scientific media regarding issues of public policy, both in the form of legislation, legal government, regional regulations, policy government, and government programs and actions. The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

Abstract

The Sampang Regency Government has implemented the Universal Health Coverage (UHC) program, which means that all levels of society will receive quality health services without considering finances. However, in its implementation, there are still budgetary problems so that the government deactivated 38,990 UHC participants. The purpose of this study is to examine the influence of expectations, performance, and disconfirmation on the level of public satisfaction as recipients of UHC services at the Sampang Regency Regional Hospital using the Expectancy Disconfirmation Model from Van Ryzin (2004). This study uses a quantitative approach with an explanatory research type and a survey research strategy. The study population is inpatients at the Sampang Regency Regional Hospital in 2024. To determine the number of samples, the Isaac and Michael formula was used with a sampling technique, namely simple random sampling. The instrument used was a questionnaire. The data analysis and interpretation technique in this study uses path analysis. In addition, correlation and multiple regression are used as the basis for calculating the path coefficient. The results of this study indicate that the level of expectations and performance influences disconfirmation by 0.478, and the level of expectations, performance, and disconfirmation influences the level of citizen satisfaction by 0.678. From the results of this study, it shows that the expectation disconfirmation model is very appropriate for the public sector because it can determine how to manage public satisfaction.

Abstract

Population documents such as Identity Cards (KTP), Family Cards (KK), and Birth Certificates are basic rights of citizens and essential instruments for development planning, social protection, and public services. However, the effectiveness of population administration services still faces obstacles such as limited infrastructure, low adoption of digital services, and gaps in community digital literacy. This study aims to analyze the problems of population document services, formulate alternative solutions, and recommend strategic policies for digitalization. Using a qualitative policy research approach with a descriptive-analytical design, this study involved stakeholders from the Population and Civil Registration Office (Disdukcapil), government apparatus, and community representatives. Data were collected through document review, surveys, and in-depth interviews, analyzed using the Ultrasound (Urgency–Seriousness–Growth) method and the Bardach “Eightfold Path” framework to evaluate policy effectiveness, efficiency, and long-term implications. The findings show that dependence on manual services remains dominant due to weak infrastructure, limited digital capacity of the apparatus, and low community digital literacy. The policy evaluation identified three main alternatives: modernization of manual services, optimization of digitalization, and hybrid strategies. Strengthening digitalization supported by infrastructure improvement, capacity building, digital literacy enhancement, and multi-stakeholder collaboration was found to be the most feasible strategy. This study contributes by adapting the Avoid–Shift–Improve (ASI) framework into local digital governance analysis, providing a replicable model for other municipalities.
Government Policy Strategies of Bandar Lampung City in Reducing School Dropout Rates Indah Wulan Sari

Abstract

The phenomenon of school dropouts in Bandar Lampung City is still a serious problem that hinders the achievement of the 13-Year Compulsory Learning program and has the potential to widen the socio-economic gap of the community. This problem stems from three main dimensions, namely economic factors for families who are unable to bear the cost of indirect education, limited access due to limited public school capacity and high private school costs, and weak institutional governance related to data integration, early detection, and monitoring-evaluation systems. This policy paper aims to analyze the root of the problem of school dropout in Bandar Lampung City while offering a comprehensive, realistic, and sustainable policy strategy. The analysis method used is a policy analysis framework with stages of problem identification, mapping of policy options, evaluating the advantages and disadvantages of each option, and formulating strategic recommendations. The results of the analysis show that the most effective strategy is a combination of policy mix in the form of quick interventions to reduce the current dropout rate, improved governance through data integration and strengthening the Early Warning System (EWS), and expanding access to education through collaboration with private schools, CSR, and philanthropic institutions. Legal instruments in the form of the Mayor's Regulation (Perwali) on Coping with School Dropout and the 13-Year Compulsory Learning Transition Guarantee are needed as a strong legal basis for the implementation of policies. In addition, the establishment of an Anti-School Dropout Task Force (STAPS) is recommended to ensure coordination across OPDs, policy synchronization, and acceleration of decision-making in handling cases of vulnerable students. In conclusion, the policy to alleviate school dropouts in Bandar Lampung City must be implemented in an integrated, data-based, and multi-stakeholder manner. With this strategy, it is hoped that the dropout rate can be reduced by at least 30% in two years, the transition rate of junior high school → high school/vocational school will increase by ≥10 percentage points, and a more inclusive, adaptive, and sustainable city education governance will be built.
