Abstract

Urban social welfare policies face complex challenges in managing psychotic homeless individuals, particularly regarding facility overcapacity and psychiatric rehabilitation constraints. This study aims to evaluate the implementation of social welfare services for psychotic homeless individuals utilizing William N. Dunn’s policy evaluation theory. Employing a descriptive qualitative design, the research involved key subjects selected through purposive and snowball sampling, comprising the Head of the shelter, social assistants, and recovering psychotic homeless clients. Data were gathered via in-depth structured interviews, direct observations, and documentation, and subsequently analyzed using an interactive model consisting of data condensation, data display, and conclusion drawing. The results indicate that while the services are effective and appropriate in meeting basic needs according to Standard Operating Procedures, efficiency and adequacy remain constrained by a severe disproportion in the staff-to-client ratio (overcapacity) and the inability to provide advanced medical-psychiatric interventions internally. Equity is maintained in basic facility distribution, and staff responsiveness is highly rated. In conclusion, the policy provides tangible physical and mental stability benefits but is not fully optimal due to systemic overcapacity and bureaucratic hurdles regarding undocumented clients. The implications of this study suggest a critical need for adding social assistants, synchronizing population data for medical referrals, and establishing robust post-repatriation monitoring to ensure sustainable psychosocial recovery.

Abstract

This study focuses on building bureaucratic integrity through the implementation of the Integrity Zone at the General Election Commission of East Java Province. A qualitative descriptive approach was employed, with data collected through observation, interviews, and documentation. The study utilized both primary and secondary data, which were analyzed using the interactive model of Miles, Huberman, and Saldaña, consisting of data collection, data condensation, data display, and conclusion drawing. The findings indicate that the implementation of the Integrity Zone at the General Election Commission of East Java Province has been carried out effectively based on the dimensions of communication, resources, disposition, and bureaucratic structure. Communication was implemented effectively through formal and informal coordination, while limitations in human resources were addressed through optimized coordination and task distribution. Furthermore, leadership commitment, the internalization of the MAKARYO work culture, and a bureaucratic structure supported by clear task allocation, standard operating procedures, and continuous monitoring contributed to successful implementation. This study demonstrates that the achievement of the Corruption-Free Area (WBK) designation is determined by the synergy of effective communication, resource management, implementers' commitment, and a bureaucratic structure that supports the implementation of the Integrity Zone.

Abstract

Digital transformation in the public sector promises greater efficiency and improved service quality; however, its implementation faces complex challenges related to human resource readiness. This study examines competency gaps among civil servants in supporting the Smart Kampung Program in Banyuwangi through a case study in Giri District. Employing a qualitative-descriptive approach with a survey of 87 civil servants, the research maps both actual and ideal competency profiles across hard skills and soft skills dimensions. The findings reveal a significant competency paradox: while civil servants demonstrate proficiency in basic digital operations (scores 3.62–3.83) and public communication (score 3.87), they face critical deficits in independent troubleshooting (score 2.87) and system error handling (score 2.89). Gaps in collaborative leadership are also identified, particularly in leading cross-unit coordination (score 3.29) and task delegation (score 3.38). The intervention priority matrix highlights Giri and Mojopanggung urban villages as units with the highest urgency, whereas Jambesari and Grogol villages represent best practices. The study underscores that civil servants function more as passive operators rather than autonomous system managers. Recommendations include redesigning advanced technical training programs, strengthening digital leadership, and establishing cross-unit communities of practice to foster sustainable transformation.

Abstract

The Gerakan Pangan Murah (GPM) Program is an initiative introduced by the National Food Agency to maintain food supply and price stabilization at the national level. This program has been widely implemented across regencies and municipalities throughout Indonesia. One of its implementation areas is Surabaya City, which still relies on food supplies from other regions to meet local demand. In addition, fluctuations in food inflation have further encouraged the implementation of the GPM Program in Surabaya. The implementation of the program in Surabaya is guided by the technical guidelines issued by the National Food Agency and relevant central government regulations. This research aims to describe the implementation of the GPM Program in strengthening food supply and price stabilization in Surabaya City. The research employed a qualitative approach with a descriptive research design. The analysis was conducted using the implementation model developed by Van Meter and Van Horn (1975), which consists of six variables: policy standards and objectives, policy resources, interorganizational communication and enforcement activities, characteristics of the implementing agencies, economic, social, and political conditions, and the dispositions of implementors. Primary data were collected through interviews, observations, and documentation, while secondary data were obtained through a literature review. The results indicate that the strengthening of food supply and price stabilization in Surabaya through the GPM Program has been implemented relatively well. However, several aspects still require improvement, particularly those related to policy standards and objectives, resources, and the interorganizational communication and enforcement activities.

Abstract

The role of the village government is very important in supporting the successful implementation of the BLTS Kesra Program, especially in the verification process and distribution of assistance. However, the implementation of the program still faces obstacles in the form of less than optimal socialization to the community and limited information transparency. This study aims to describe and analyze the optimization of the role of the village government as the implementer of the BLTS Kesra program. This study uses a descriptive qualitative method. Informants were determined through a purposive sampling technique involving the Acting Village Head, the Head of Services, 12 RT Chairs, and three community members. Data was collected through observation, interviews, and documentation using interview guidelines, observation sheets, and supporting documents. Data analysis was carried out through data collection, data reduction, data presentation, and conclusion drawn. The results of the study showed that the village government has played a role as a motivator, facilitator, and mobilizer in the implementation of the BLTS Kesra Program. However, socialization to the community and the delivery of information are still not optimal, so it has the potential to cause misunderstandings. This study concludes that the role of the village government supports the implementation of the BLTS Kesra Program, but in improving public communication, information transparency, and program governance, it is necessary to improve the implementation of social assistance appropriately and optimally.

Abstract

This study is motivated by the phenomenon of unemployment among the educated and the skills mismatch between university graduates' competencies and the actual needs of the local industrial sector in Cilegon City. The primary focus of the research is to analyze the implementation of the Cilegon Juare Scholarship Program policy in aligning higher education outputs with regional workforce requirements. A descriptive-qualitative research approach was employed, utilizing the Van Meter and Van Horn policy implementation model, which highlights six linear variables ranging from policy standards and objectives to the dispositions of implementers. Data were collected through interviews, observation, and document analysis. The findings indicate that, overall, the Cilegon Juare Scholarship Program is functioning effectively; the program has successfully identified strategic majors that are genuinely relevant and in demand within the local labor market. Despite certain remaining challenges, it can be concluded that the policy implementation is on the right track regarding regional competency planning; however, its continued success will heavily depend on the consistency of the implementing agents' characteristics and the support of the local socio-economic environment.

Abstract

This study aims to analyze the role of the Dinas Sosial Kota Surabaya in facilitating screen printing training at the Rumah Anak Prestasi (RAP) as an effort to improve the skills and independence of people with disabilities. The issue addressed is the suboptimal implementation of the government’s role in promoting the effectiveness of the training program, as evidenced by the low participation rate, with only seven participants remaining. Additionally, there has been an increase in the population of people with disabilities in Surabaya City year after year. This study was conducted to determine the role of the Dinas Sosial Kota Surabaya in providing guidance at the Rumah Anak Prestasi Nginden in Surabaya. This study employs a descriptive qualitative method, utilizing data collection techniques such as interviews, observations, and documentation. Data collection in the form of interviews will be conducted with the head of the RAP, the screen printing mentor, participants, and parents of students involved in the screen printing activity. This research will be analyzed using Arif’s role theory, which encompasses the roles of dynamizer, facilitator, and catalyst. The results of the study indicate that the role of the dynamizer has been somewhat effective due to a lack of structured coordination; the role of the facilitator has been highly effective in providing facilities and infrastructure, although there are still limitations in the mentors’ competencies; while the role of the catalyst has been somewhat effective due to a lack of innovation and motivation in increasing participant engagement. In conclusion, there is a need to enhance mentor capacity, strengthen outreach strategies, and introduce program innovations so that the screen printing training can be more appealing in increasing the number of participants.

Abstract

The management of Simple Rental Flats (*Rusunawa*), as a form of public service, continues to face challenges in maintaining the sustainability of their residential function—particularly regarding facility maintenance, oversight, and repair. Issues such as suboptimal infrastructure maintenance, the lack of periodic facility inspections, and limited maintenance budgets highlight challenges regarding the institutional capacity of the *Rusunawa* management agency. This study aims to analyze the capacity of the Public Works and Spatial Planning Agency in improving the quality of *Rusunawa* management in Sukabumi City. A descriptive method with a qualitative approach was employed, utilizing data collection techniques such as observation, interviews, and documentation. The analysis utilized Horton et al.’s (2003) organizational capacity theory, which comprises five dimensions: human resources, infrastructure, strategic leadership, management programs and processes, and networks and relationships. The findings indicate that the Agency's capacity for *Rusunawa* management is supported by its organizational ability to coordinate, monitor, and address facility-related issues. However, constraints remain, including limited resources, a suboptimal preventive maintenance system, and a need to strengthen management processes for facility upkeep. This study underscores that improving the quality of *Rusunawa* management depends not only on the physical condition of the buildings but also on the management agency's capacity to manage resources and sustainably deliver public housing services.
