Abstract

The development of information and communication technology has driven a major transformation in democratic practices, especially through social media. Digital democracy creates new spaces for public participation, government transparency, and faster, broader information dissemination. However, the social media era also brings serious challenges such as disinformation, hate speech, and public opinion polarization. This study aims to examine the dynamics of digital democracy by highlighting the opportunities and challenges that arise in the context of social media use as a political medium. Using a qualitative approach and literature review, it is found that although social media can enhance political participation, strong regulation and digital literacy are essential to maintain the quality of democracy itself.

Abstract

The transparency of bureaucracy in local government is crucial in ensuring good governance and accountability. This study explores the role of the Regional Government Information System (SIPD) in promoting bureaucratic transparency in Deli Serdang Regency. The SIPD platform, introduced by Indonesia’s Ministry of Home Affairs, aims to digitalize public administration processes, particularly in budgeting, planning, and reporting. This qualitative descriptive research collected data through interviews with civil servants, direct observation, and document analysis. The findings show that SIPD contributes to better information openness, reduces the potential for corruption, and enhances efficiency in public service. However, several obstacles such as limited human resources capacity and digital infrastructure issues were identified. The study recommends strengthening digital literacy and developing sustainable policies to improve the effectiveness of SIPD implementation.

Abstract

Although politics must exist in government bureaucracy, they are two different things. On the other hand, political institutions and bureaucrats do not only dominate government bureaucracy. Max Weber argued that independent political forces form bureaucracy. It sits above or below competing political actors. The bureaucracy is positioned as a neutral force, meaning that the bureaucracy is not more inclined to carry out the policies or orders of the governing power, while other political powers are unwilling. However, the bureaucracy prioritizes the interests of the state and the people as a whole so that whoever the political power that governs the bureaucrats and bureaucracy provides the best service to them.

This research is research based on secondary data that utilizes various data and documents from various sources in the form of reports , research, books, journals and other data from the government and private parties that are captured through Harzing's Publish or Perish on Google Scholar and the government's official website. This study uses 2 main indicators, namely the Development of Corruption in the Indonesian Government Bureaucracy, and Bureaucratic Reform Efforts. The results of the study show that criminal acts of corruption are still high in the Indonesian government bureaucracy even though efforts to reform the Indonesian government bureaucracy have been carried out and are currently better, but at the regional government level it still needs to be a major concern because in addition to the high level of corruption, the index of bureaucratic reform in local government still quite low.

Abstract

This essay discusses the concept of Restorative Justice within the criminal justice system in Indonesia, which aims to address the limitations of traditional retributive approaches. Restorative Justice emphasizes the restoration of relationships between offenders, victims, and the community, as well as the repair of harm suffered by victims. Although it has gained more serious attention in policies and regulations, the implementation of Restorative Justice in Indonesia still faces various challenges, including a lack of understanding among law enforcement officials and cultural resistance. This article also provides recommendations for further development of Restorative Justice, including enhancing education for law enforcement, public campaigns, and psychological support for victims. By applying the principles of Restorative Justice, it is hoped that the criminal justice system in Indonesia can become more humane and effective.
