Abstract

This study aims to examine the transformation of government bureaucracy from the classical paradigm to the modern paradigm. The classical model, characterized by rigid hierarchy, procedural orientation, and centralization, is gradually shifting toward a modern bureaucracy that emphasizes efficiency, responsiveness, and the use of digital technology. Using a descriptive qualitative approach and literature review method, this research analyzes various scholarly sources, public administration theories, and relevant policy documents. The findings reveal that this transformation is driven by increasing public demands, globalization, and technological innovation. The paradigm shift not only affects the structure and processes of bureaucracy but also necessitates changes in work culture and the mindset of public servants. This study recommends the importance of continuous bureaucratic reform to achieve adaptive, accountable, and service-oriented governance.

Abstract

Bureaucracy, as an administrative apparatus of government, plays a crucial role in achieving good, efficient, and accountable governance. Accountability in bureaucracy refers to the government's ability to justify its decisions and policies to the public. With the rapid development of technology, the implementation of e-government, big data, and blockchain offers opportunities to improve transparency and efficiency within the bureaucratic system. However, despite the immense potential of technology, major challenges remain, such as limited infrastructure, disparities in technological access, and bureaucratic resistance to change. Additionally, the persistent practices of corruption, collusion, and nepotism (KKN) in some government sectors hinder the creation of an accountable bureaucracy. Therefore, it is crucial for the government to carry out reforms in human resource management, technological infrastructure, and organizational culture. This study aims to explore the role of technology in enhancing bureaucratic accountability in Indonesia and provide policy recommendations for improving governance practices to be more transparent and accountable.

Abstract

This paper discusses leadership in the political sphere, focusing primarily on the understanding of political leadership concepts, the basis of legitimacy, the structure and functions of political leadership, as well as the succession process in democratic systems. The study adopts a literature review approach, involving the exploration of various sources, including academic books and relevant articles obtained through online research. The objective of this writing is to provide a comprehensive understanding of political leadership by referring to relevant theories, and to deepen insights into the dynamics of political leadership practices. Despite limitations in terms of sources and information, the author welcomes constructive feedback and suggestions from readers to improve the quality of this work. It is also hoped that this paper can serve as a useful reference for those interested in exploring political leadership, especially for individuals in society who aspire to become leaders in the future.

Abstract

This study aims to analyze how decentralization and the dynamics of local bureaucracy affect the quality of local democracy in Simalungun Regency, North Sumatra. Using a descriptive qualitative approach, data were collected through document studies, field observations, and in-depth interviews with bureaucratic actors, community members, and academics. The findings reveal that the implementation of decentralization in Simalungun has not been fully effective in fostering substantive local democracy. The regional bureaucracy remains stuck in hierarchical and unresponsive patterns, marked by politicization of positions and weak adherence to transparency and accountability principles. Public participation through the Musrenbang (development planning forums) tends to be procedural and symbolic. The weak oversight mechanisms worsen governance quality and hinder the realization of participatory democracy. Therefore, merit-based bureaucratic reform and institutional capacity strengthening are essential to improve the quality of local democracy.

Abstract

This study aims to analyze the process and challenges of bureaucratic reform in achieving a transparent and accountable government in the digital era. A qualitative approach was employed using a case study method on government institutions that have implemented digital public services. Data were collected through in-depth interviews, observations, and document analysis. The findings indicate that digitalization of bureaucracy positively contributes to enhancing transparency and accountability, particularly in public information access, service efficiency, and internal supervision. However, several obstacles were identified, including employee resistance, limited digital infrastructure, and inconsistent policies. Digital-based bureaucratic reform requires strong political commitment, human resource capacity development, and synergy between central and local governments. These findings highlight that digital transformation in bureaucracy is not merely a technological change, but also a shift in work culture and governance systems.

Abstract

Pancasila as the state ideology is a foundation in all things to realize and direct various development sectors. Various existing sectors must of course be linked to Pancasila, including the food sector. The development of food innovation in advancing food security must be in accordance with the principles of Pancasila in order to realize food security that is fair, sustainable, and oriented towards the welfare of all Indonesian people. The first principle of Pancasila is the basic reference in managing food in accordance with the mandate of God Almighty. The second principle of Pancasila as a driver for the desire to develop food innovation by ensuring fair and civilized contributions. The third principle emphasizes the importance of collaboration between the government and society in realizing Indonesian food innovation. The fourth principle emphasizes the principle of deliberation in building community participation in realizing food innovation, and the fifth principle emphasizes the principle that food must be able to meet the basic needs of all Indonesian citizens. This article aims to provide the implementation of Pancasila in carrying out the practice of developing food innovation in Indonesia and describe the challenges of food security based on Pancasila as the state ideology

Abstract

A contemporary issue in the life of nation and state in Indonesia today is the fading of Pancasila values. This has led to the rise of things that hurt the life of the nation and state. The issue of intolerance and division in the midst of society has become a daily news that is often heard. Not to mention the things that ruin the lives of the next generation of the nation such as pornography, drugs, and fights between students. These things can actually be prevented and do not need to happen if each of the nation's children can understand well and apply the values contained in Pancasila. Divisions can easily occur when differences are encountered. In politics leading up to the 2024 election year, sara issues are starting to be spread to the community and unfortunately this can easily create a dichotomy in the midst of these societies. Pornography is also increasingly prevalent and easy to find not only in adult societies but also in the student environment. Very young children are already familiar with what pornography is, compounded by the condition that they can very easily access these things in cyberspace. Recently, we also heard news about fights between students, and a new trend is the existence of gangster groups consisting of children in their teens that have emerged and disturbed the community in Surabaya. Seeing and reflecting on all the events above, it should be that the noble values in Pancasila are reminded and re-instilled in the midst of social life to prevent and eliminate and fortify people's lives from the negative impacts of division and polarization of groups and groups in Indonesia. The values contained in Pancasila are still relevant to stem all the negative impacts of globalization and divisions that are very likely to occur in the midst of this very plural Indonesian society. The value of Divinity will shape Indonesian society into a religious pattern of life. Human Values will make Indonesian people become human beings who can appreciate and have a social spirit and help each other. The value of Unity will create a spirit of unity and tolerance in a variety of diversity regardless of differences. People's values will provide the spirit of democracy and courtesy in politics and society in the midst of national and state life. Finally, the Value of Justice which creates a fair and equitable atmosphere for all Indonesian people regardless of their background, origin, and differences.

Abstract

Pancasila values must be instilled in the younger generation from an early age because it is very important to know how to be a good, responsible generation, always apply the values of divinity, humanity, unity and populist values, because it is based on current life where the millennial generation has begun to forget the Pancasila life guidelines, and the shift in Pancasila values in the current environment of human life has changed with globalization. The methodology used is a qualitative method where the approach is carried out through a observation study. This writing is based on the fading of the values of Pancasila ideology in the life of generation millenial, the cause of the fading of Pancasila values in life, and the consequences of the fading of Pancasila values in life. The purpose of this paper is for the public to know that the application of Pancasila values in life is very important, especially in facing the era of globalization. more individuals than social attitudes in their environment. That is why it is very important to apply Pancasila values for the next generation of the nation who Also known as the millennial generation. The purpose of writing this journal is to develop and maintain Pancasila values, especially for the millennial generation.

Abstract

Pancasila, as Indonesia’s foundational ideology and philosophy, holds a strategic role in developing science rooted in both local and universal values. This article examines Pancasila as a scientific paradigm, focusing on three fundamental dimensions: philosophical, ethical, and epistemological. A qualitative approach through literature review and critical analysis explores the relevance of Pancasila's values in addressing the multidimensional challenges of modern science. The findings reveal that Pancasila serves as a holistic and integrative conceptual framework, merging spiritual, rational, and empirical aspects in scientific practices. A Pancasila-based paradigm offers an inclusive and sustainable approach to advancing science that prioritizes not only technological progress but also social and environmental well-being.

Abstract

Bureaucratic reform that began in Indonesia since 1998 has become a crucial moment in the effort to build a democratic and professional government. This study aims to explore the relationship between democracy and professionalism in the bureaucracy by highlighting the challenges and opportunities that arise within the framework of government reform. Using a qualitative descriptive approach, data were collected through a literature review of relevant regulations, policies, and previous research. The results of the study indicate that professionalism in the bureaucracy is an important foundation to support successful democratic practices, especially in the provision of fair and transparent public services. However, the politicization of the bureaucracy, the implementation of a weak merit system, and resistance to change are serious obstacles to realizing a neutral and competent bureaucracy. Therefore, the integration of democratic values into the structure and culture of the bureaucracy is an important requirement for creating responsible governance that supports the interests of the community.
