Abstract

Sidoarjo Regency is one of the districts that has potential in the field of home industry economics. One of them is located in Kedung Sumur Village, Krembung Subdistrict, Sidoarjo Regency in the form of a hawker village that has been established since 1961. Kedung Sumur Village Government has tried hard to be able to improve the economy of its people through the Kampung Jajanan UMKM program in hopes of being able to build an independent village in terms of its economy and also able to improve the welfare of its people. Thus the Kedung Sumur Village Government tried to deceive the community including its youth to be directly involved in the Kampung Jajanan UMKM program. The methods used qualitative descriptive data are obtained through observation, documentation, interviews and using the source of books, journals, and policy documents. The results of this study show that youth empowerment in realizing small and medium-sized micro business opportunities in the village of Kedung Sumur Village, Krembung District, Sidoarjo Regency has been running effectively. Seen from the three stages of empowerment that run well, namely the awareness stage in the form of socialization, the stage of ability transformation in the form of training and the stage of improving intellectual ability in the form of product innovation.

Abstract

This study aims to analyze and describe the role of Pokdarwis in the development of Lusi Island tourism objects and to analyze and describe the constraints on the role of Pokdarwis in developing Lusi Island tourism objects in Kedungpandan, Jabon District, Sidoarjo Regency. This study uses the theory of the role of Pokdarwis according to Rahim. The research method uses a qualitative descriptive approach using data collection techniques in the form of observation, interviews, and documentation. Data analysis techniques from Miles & Huberman in Sugiyono (2015:246-253). Which consist of data collection, data presentation, data reduction, and drawing conclusions. The results of this study indicate that the role of Pokdarwis in the development of Lusi Island tourism is seen from the theory of the role of Pokdarwis, namely product development, Pokdarwis only maintains existing facilities because of the limited authority in procuring facilities at the Ministry of Maritime Affairs and Fisheries. Lusi Island tourism promotion is carried out through social media and in collaboration with travel agents, the Association of Sidoarjo Travel Companies, and related agencies. Limited funds and lack of coordination made Pokdarwis unable to maximize the development of Lusi Island Tourism.

Abstract

The Cepet Mule program is one of the public service innovations in the Tulangan District, Sidoarjo Regency based on an online system that aims to facilitate the community in the process of managing population administration documents to be more effective and efficient. As long as the Cepet Mule program is running, there are still some obstacles in its implementation. This study aims to analyze and describe the effectiveness of the Cepet Mule program in administrative services at the Tulangan District office, Sidoarjo Regency and to find out the supporting factors and inhibiting factors for the effectiveness of the Cepet Mule program in administrative services at the Tulangan District office, Sidoarjo Regency. The research method used is descriptive qualitative, data collection through observation, interviews, documentation. The technique of determining the informants used purposive sampling technique. The results show that the effectiveness of the Cepet Mule program in administrative services at the Tulangan District office, Sidoarjo Regency regarding the accuracy of the program targets has been fairly targeted, but regarding the socialization of the Cepet Mule program it has not been carried out thoroughly, and the achievement of program objectives has not been carried out optimally, and monitoring of its implementation still not optimal. There are several factors that support the Cepet Mule program, namely the existence of regulations from the government, adequate resources, the system can be accessed anywhere, enthusiastic support from the community, and good coordination. While the inhibiting factors for the Cepet Mule program are the difficulty of accessing web pages, the internet network is less stable, the lack of socialization, the public is not familiar with the online service system, and the emergence of new public service system innovations from the district government.

Abstract

This study aims to analyze and describe the program of the Department of Transportation in improving public transportation services in Sidoarjo Regency. This research is based on the fact that angkot services in Sidoarjo Regency have not been maximized. Problems with public transportation are still found in Sidoarjo Regency, this can be seen from the fact that there are still many people who choose to use online transportation instead of using public transportation, there are still many people who complain about the badness and comfort of angkot. The research method used in this research is using descriptive qualitative, data collection is done through interviews, observation, and documentation, as well as data analysis techniques used in this study refers to the theory of Miles and Huberman. The results showed that the program carried out by the Transportation Service of Sidoarjo Regency to improve public transportation services in Sidoarjo Regency regarding the achievement of goals could be said to have not been fully successful, as evidenced by the large number of angkot drivers who did not comply with the regulations, but related after the provision of exemplary servant training by members of the Police. However, there are several angkot drivers who have complied with the regulations. The exemplary service training was provided with facilities in the form of uniforms, id cards, trash bins and medicine towns. The strategy to overcome this angkot service is also to carry out active socialization of the health program to angkot drivers and passengers to prevent the corona virus.

Abstract

Rental flats policy is a government policy in providing decent housing for low income people in the form of simple rental flats. However, problems in the Rental flats policy are still found, such as the limited budget resources and limited human resources. This study aims to analyze and describe factor in the Rental flats policy as a liveable house for low income people. The research method used is descriptive qualitative. Collecting data through observation, interviews, documentation and literature study. The results of the study show that resources as a determining factor in the Rental flats policy as habitable housing for low income people based on human resources and budgetary resources continue to be pursued by the Department of Housing and Settlements Cipta Karya and Spatial Planning of Sidoarjo Regency in providing services to residents of Ngelom Rental flats with the availability of human resources and budgetary resources.

Abstract

Analysis of Public Reception of Nujek. This study examines how the public's understanding and acceptance of Nujek. This research uses reception analysis theory and brand image. The purpose of this study was to determine the public's reception of Nujek's services. This research is descriptive and the method used is qualitative with data collection techniques using open and in-depth interviews consisting of 11 informants. The results of this study indicate that the public reception of Nujek resulted in two conclusions, namely the first understanding of the community already knowing Nujek from social media Instagram and Facebook, billboards and friend recommendations. So based on these results the public's understanding of Nujek shows the position of Dominant Hegemony. Second, where the informants show results that they want to use Nujek because the price is cheap for customers, the driver select service feature for customers, can subscribe and attractive commissions for driver partners. However, due to the lack of stability and the distribution of drivers that are less than optimal, the community is not satisfied with Nujek's services, so based on these results the public's acceptance of Nujek shows a Negotiated position.

Abstract

The rapid development of technology and science makes information important for people in everyday life. To cultivate an interest in reading, people need special attention from various parties, namely schools, parents, government and libraries. Libraries become a bridge that connects information sources with their readers, so that their existence is very important, namely as a means of learning media resources. The purpose of this study is to describe and analyze the implementation of the village library's role in fostering a literacy culture to increase people's reading interest and to analyze and describe the supporting and inhibiting factors of the village library's role in fostering a literacy culture to increase people's reading interest. This research is a qualitative research, using case study method. The subjects in this study were the village head, the community, and the Rejeni village librarian. Data collection techniques used in this study were observation, interviews and documentation. Meanwhile, the data analysis and interpretation techniques carried out were in accordance with those proposed by Miles and Huberman, namely data reduction, data presentation and data verification. The results of this study indicate that the library has a very large role in increasing people's reading interest in fostering a literacy culture. However, in order to achieve the desired goal, the steps that must be carried out are to provide complete book collections, complementing existing facilities and infrastructure, so as to be able to create a comfortable library atmosphere and excellent and superior library services. While the influencing factors are service hours during the pandemic, lack of facilities related to IT, good cooperation between employees, and incomplete book collections.

Abstract

This research is based on the background of a pandemic that has caused a drastic decline in the community's economy, this of course has an impact on many sectors. Community empowerment is a development capital with people's roots and is an effort to increase the dignity of some of our people who are trapped in poverty. This study aims to describe community empowerment through the COVID-19 response program at the Sidoarjo Regency Job Training Center and the obstacles faced in community empowerment through the COVID-19 response program at the Sidoarjo Regency Job Training Center. Qualitative descriptive research method, where data collection techniques are carried out by means of in-depth interviews, observation and documentation. The informants in this study were employees of the Sidoarjo Regency BLK and training participants at the Sidoarjo Regency BLK. At the capacity stage, namely the type of competency-based training provided by BLK Sidoarjo in the COVID-19 response program, it consisted of two trainings, namely welding to make sinks for washing hands and sewing to make faceshields, masks, and PPE. At the empowerment stage, the training participants are given incentives in the form of money at the end of the training which can be used as capital to buy tools to open a business.

Abstract

This study was to determine the involvement of community participation in the village-owned enterprise program in Sidokepung Village, Buduran District, Sidoarjo Regency. The research method uses descriptive qualitative. The results of the research can be said that community involvement is quite good, although only a few. In reality, not all community members in Sidokepung Village are involved, this is based on the lack of socialization from the BUMDes management to the community related to the BUMDes program, then busy work is also still a barrier, housewives who still do not want to be involved because they think that is there any reciprocity if they participate in BUMDes activities, and there are still those who question whether the BUMDes programs are long-term and able to provide benefits for them.
