Abstract

In order to minimize the amount of violence in Pasuruan Regency, the Office of Family Planning and Women's Empowerment created an innovation that was realized in a program. The program is the Sakera Thumb program (Aware of Violence against Women and Children by Picking Up the Ball). The purpose of this study is to describe and analyze the innovation of the Sakera Thumb program in Pasuruan Regency. In this study, the research method used by the researcher is descriptive qualitative. In collecting data the researchers used interviews, observation, documentation. The results show that the innovation of the Sakera Thumb program has several unique features, namely the Sakera Thumb page, electronic thumb hotline card, thumb card, women and children protection car, and so on. Some of these unique features have made the Sakera Thumb program a top 99 public service innovation in 2017 and a participant in the united nations public service awards in 2018. In addition, the Sakera Thumb program innovation has become the answer to the problem of violence in Pasuruan Regency.

Abstract

This study aims to analyze the Bureaucracy in Development in Banjarasri Village, Tanggulangin District, Sidoarjo Regency. The type of research used is descriptive qualitative. Data collection techniques were carried out through observation, interviews and documentation. The informants used a purposive sampling technique. The data analysis technique was carried out by collecting data, reducing data, presenting data, and drawing conclusions. The results showed that the Bureaucracy in Development in Banjarasri Village, Tanggulangin District, Sidoarjo Regency was not optimal. The village government performs its duties by involving the community in decision making, so that all planned plans can receive support from the village community

Abstract

This study aims to analyze and describe acts of violence against women in Pasuruan Regency as well as analyze and describe the implementers in advocating acts of violence against women in Pasuruan Regency. The research method used is a qualitative approach, data collected through observation, interviews and documentation, while the data sources are primary and secondary data. Informants determined by purposive sampling, the informants include the Head of Gender Mainstreaming Institutionalization (PUG) and Women's Protection, Facilitators and Staff (Data), data analysis derived from Miles and Huberman data, namely through data collection, data, data presentation and conclusion. The results of this study indicate that the implementers in advocating for assistance to acts of violence against women in Pasuruan Regency should be the KBPP Office, and PPT-PPA which consists of various OPD (Regional Apparatus Organizations) as providing support and assistance to victims.

Abstract

The purpose of this study is to analyze the structuring policy of street vendors as well as the factors that inhibit and support the implementation of street vendor policies. This study refers to the theory of George C. Edwards III, namely: communication, resources, disposition, and bureaucratic structure. This research method is a qualitative method with a technique of determining informants, namely purposive sampling. Data collection techniques using observation, interviews, and documents. The data analysis uses Miles and Hubberman analysis, namely data reduction, presentation and conclusion. Based on the results of this study, it is stated that the implementation of the policy of structuring street vendors in Gading Fajar, Sidoarjo Regency in terms of communication has been carried out well in a persuasive and repressive manner to Gading Fajar PKL, Sidoarjo Regency, the human resources of the policy implementing apparatus are adequate, the budget resources are adequate. obtained is in accordance with what is determined through the APBD. The authority resources of each government agency Disperindag and Satpol PP have carried out their duties and authorities. Facilities resources that support agencies in implementing the policy on structuring street vendors in Gading Fajar have been fulfilled while facilities for street vendors such as a permanent place for PKL Gading Fajar are not yet available, the disposition of the Disperindag and Satpol PP are committed to implementing the policy for structuring street vendors in Gading Fajar. Sidoarjo Regency in accordance with the existing rules, the SOP bureaucracy structure has been implemented in accordance with the existing rules. The supporting and inhibiting factors for the implementation of street vendor structuring policies in Gading Fajar, Sidoarjo Regency are supporting factors: the role of the Sidoarjo Regency Government, Budget Resources, Effective Policy Socialization, and the active role of street vendors. Abstract

This study aims to determine the implementation of the non-cash food assistance program in Pucang Village, Sidoarjo District, Sidoarjo Regency, and to determine the supporting factors and inhibiting factors for the implementation of the non-cash food assistance program in Pucang Village, Sidoarjo District, Sidoarjo Regency. This research uses descriptive qualitative research method. Data collection techniques using observation, interviews, and documentation. Data analysis techniques using Miles and Huberman are data collection, data reduction, data presentation and conclusion drawing. The results showed that the implementation of the non-cash food assistance program in Pucang Village in terms of communication, socialization activities went smoothly and KPM already understood the BPNT program, in terms of resources, officers were experts in running the program, in terms of disposition, officers supported and committed to implementing the program. program, but KPM complained that the recipients of BPNT assistance were still not properly targeted because there were still many poor people who had not received assistance, there was also a zero balance in the KPM account, as well as the EDC machine that experienced disturbances/errors and in terms of the bureaucratic structure, the program was in accordance with the regulations. . There are supporting factors in the implementation of BPNT, namely experienced human resources and the availability of e-warong places and inhibiting factors for program implementation, namely zero balance, EDC machines are experiencing problems, and inaccuracy in the distribution of aid. Abstract

The results of the research on Implementation of Green Open Space Arrangement Policies in Abhirama Park Pondok Jati Pagerwojo Sidoarjo Regency show that communication indicators, in implementing the green open space arrangement policy in Abhirama Park, information dissemination is carried out through socialization by utilizing existing media such as banners and posters to protect The cleanliness provided around Abhirama Park as well as field officers also conveyed directly about the appeal and field officers were also as sensitive as possible to convey information about green open space, for example protecting the park area environment. However, there are still people who do not obey the appeal because there have been no special sanctions applied to visitors who do not follow the rules. There are 12 people in charge of Green Open Space in Abhirama park, 1 supervisor, 6 park maintenance, 4 people for guarding and 1 canteen guard. With this amount, the park maintenance staff is still lacking because the condition of the park has started to return to normal so that visitors are increasing. But specifically for field supervisors, field coordinators include staff in the office who are responsible for managing green open space in the form of special allowance salaries, while for field officers there is no only contract salary. Bureaucratic structure indicators, SOPs have been running according to the agreed provisions, where the SOPs have explained how to maintain green open spaces to how the process of the policy is.

Abstract

This study aims to analyze and describe the implementation of the child identity card policy as well as to analyze and describe the obstacles/barriers to the implementation of the child identity card policy at the Department of Population and Civil Registration of Mojokerto Regency. This study uses the theory of public policy implementation. The research method uses a qualitative descriptive approach using data collection techniques in the form of interviews, documentation, and observation. Data analysis techniques from Miles and Hurberman (2011: 247) are data collection, data reduction, data presentation, and drawing conclusions. The results of this study indicate that the policy on child identity cards at the Department of Population and Civil Registration of Mojokerto Regency can be viewed from the resource indicators, namely there are still some that have not been implemented. Minimal human resources, facilities in the form of printing machines and computers for identity cards are minimal, information related to children's identity cards is not maximized. Abstract

This study aims to analyze and describe flood disaster management strategies in Sidoarjo Regency based on a SWOT analysis. The method used is descriptive qualitative, the technique of determining the informants used is purposive sampling. The types of data obtained are primary data and secondary data obtained through data collection through observation, interviews and documentation. Furthermore, data analysis was carried out using Milles and Huberman data analysis methods and SWOT analysis. The results of this study obtained the SO strategy the need for technology-based innovation specifically in flood disaster management. WO Strategy Cooperating with the private sector and academics in the development of infrastructure and apparatus in flood prevention. ST strategy the need for education programs to the public to be aware of disasters and participate in flood management and disaster studies and WT strategies The need for a coalition of actors including the government, private, community, and academic sectors in creating regulations related to flood management programs.

Abstract

Posyandu activities are real activities that involve community participation in health service efforts from the community, which are carried out by health cadres who have received education and training from puskesmas regarding basic health services. The role of cadres is important for the operation of Posyandu in the regions. One form of community-based health effort that is managed and implemented from, by, for and with the community in the rimplementation of health development, in order to empower the community and provide convenience to the community in obtaining basic health services, especially to accelerate the reduction of maternal and infant mortality. Efforts to develop the quality of human resources by optimizing the potential for growth and development of children can be carried out evenly, if a community-based health service system such as Posyandu can be implemented effectively and efficiently to be able to reach all targets who want services for child growth and development, pregnant women, breastfeeding mothers, and postpartum. The method used is descriptive qualitative data obtained through observation, documentation, interviews and using sources from books, journals, and policy documents. The results of this study indicate that the role of posyandu cadres in Tambak Rejo Village, Krembung District, Sidoarjo Regency has been running effectively. It can be seen from their active role in routinely socializing the posyandu program, and their participatory role in assisting people who experience health problems by providing good services, and the passive role of posyandu cadres, namely socialization without an invitation for the community to join the posyandu program in Tambak Rejo Village. Krembung District, Sidoarjo Regency.
