Abstract

General Background: High-quality public services, especially in population administration at the village level, are central to the success of local governance. Specific Background: Despite their critical role, population administration services often face challenges related to resource limitations and procedural compliance, making continuous quality evaluation necessary. Knowledge Gap: Prior studies show inconsistent service quality, and there is a need for a specific, comprehensive assessment of service delivery at the Ngampelsari Village Government. Aims: This research aims to describe and analyze the quality of population administration services using the five Servqual dimensions, and to identify the primary supporting and inhibiting factors. Results: Findings indicate that four dimensions—Tangibles, Reliability, Responsiveness, and Assurance—are optimal. However, the Empathy dimension is less than optimal, primarily due to a lack of awareness among service officers. Inhibiting factors include limited human resources and inadequate network infrastructure. Novelty: This study offers a Servqual-based diagnostic tool applied specifically to a village-level administrative service, highlighting the critical role of human factor awareness over mere procedural compliance. Implications: The results urge the village government to prioritize targeted soft skills training to enhance officer empathy and mitigate the human resource gap. Highlights Four out of five Servqual dimensions (Tangibles, Reliability, Responsiveness, and Assurance) are considered optimal. The Empathy dimension is the primary quality gap due to low awareness among service officers. Service barriers include limited human resources and inadequate network infrastructure. Abstract

General Background: The mandate for Electronic-Based Government System (SPBE) requires all government levels, including villages, to adopt E-Office applications to enhance efficiency and public services. Specific Background: This study focuses on the implementation of the E-Buddy application in the Rangkah Kidul Village Government for administrative management. Knowledge Gap: Existing literature lacks specific evaluation of E-Office implementation success factors at the micro (village) level using established implementation models. Aims: To analyze and describe the E-Buddy application’s implementation based on Merilee S. Grindle’s four indicators: Communication, Resources, Disposition, and Bureaucratic Structure. Results: Implementation has not fully met the criteria. Communication is quite good but lacks consistent information delivery. Resources (officer capability) and Disposition (officer commitment) are major constraints, as several officials are unable to operate E-Buddy optimally. Bureaucratic Structure is supportive, aligned with Sidoarjo Regent Regulation No. 30/2020. Novelty: Applying Grindle's model identifies human factors and capacity gaps as the primary implementation obstacles for E-Office at the village level. Implications: Successful E-Office integration requires addressing human resource competency and enhancing officer disposition through mandatory training and committed leadership. Highlights: E-Buddy implementation is hindered by limited officer capability and operational mastery. Low officer commitment (Disposition) is a primary barrier to E-Office success in village administration. Bureaucratic structure supports E-Buddy, but lack of specific SOPs for letter processing remains a constraint. Abstract

General Background: The shift toward Electronic-Based Government Systems (SPBE) necessitates the adoption of technology in local administration to modernize management and enhance public service delivery. Specific Background: The Larangan Village Government adopted the E-Buddy application to manage official correspondence, but its actual output on employee performance requires empirical scrutiny. Knowledge Gap: While E-Office adoption is increasing, studies validating its specific effectiveness using established organizational performance indicators, particularly at the village governance level, remain limited. Aims: This research analyzes the effectiveness of the E-Buddy application in improving employee performance at the Larangan Village Government, using Gibson’s five organizational performance indicators. Results: E-Buddy demonstrates effectiveness in two key areas: Production, by increasing work productivity through technological leverage, and Efficiency, by significantly reducing managerial time and costs, although recurring technical issues persist. Employee Satisfaction is informally acknowledged but requires formal measurement. Adaptation is gradual, and long-term Organizational Development is viewed optimistically. Novelty: This study provides the first comprehensive effectiveness assessment of the E-Buddy application against the Gibson performance framework in a village context, confirming its success primarily in technical efficiency. Implications: The findings suggest prioritizing technical infrastructure upgrades and establishing formal satisfaction metrics to maximize the application's benefits and ensure sustainable organizational development. Highlights: E-Buddy implementation successfully increased administrative production and managerial efficiency. Technical problems, such as network instability, remain the primary constraint. Abstract

General Background: Sustainable development mandates that corporations prioritize environmental stewardship, necessitating policy instruments like PROPER to promote performance beyond regulatory compliance. Specific Background: The Environmental Service of Pasuruan Regency (DLH) is tasked with providing mandatory assistance to companies participating in the PROPER program. Knowledge Gap: The actual effectiveness of this local PROPER mentoring, especially under resource constraints, remains underexplored using formal organizational effectiveness models. Aims: This study aims to analyze the Effectiveness of the PROPER Mentoring Program at the DLH Pasuruan Regency, employing M. Richard Steers' indicators: Goal Achievement, Integration, and Adaptation. Results: Goal Achievement faces significant obstacles due to a severe imbalance between the number of mentors and 50 participating companies. Conversely, Integration efforts are proactive in aligning goals and Adaptation involves active technical guidance. Novelty: This research distinctly identifies the critical constraint of human resource availability as the main barrier to achieving beyond compliance targets within the PROPER system at the regional level. Implications: To maximize effectiveness, DLH Pasuruan must urgently address the personnel gap, potentially through technology or non-technical staff mobilization, to ensure intensive mentoring and better goal attainment. Highlights Mentor-to-company ratio is severely imbalanced, hindering intensive assistance. Limited human resources directly compromise Goal Achievement and Adaptation indicators. Abstract

General Background: The continuous digitalization of social interaction has accelerated the creation and sharing of personal data, demanding effective mechanisms to manage and protect user privacy. Specific Background: Social media platforms have introduced segmented sharing options, such as the 'Close Friend' feature, as a technical control to mitigate the risks associated with generalized data exposure. Knowledge Gap: Limited legal research has specifically analyzed the extent to which these technical features and their underlying privacy policies align with comprehensive national data protection frameworks, particularly the Indonesian Personal Data Protection Law (UU PDP No. 27/2022). Aims: This study legally analyzes the privacy policies of the 'Close Friend' feature across major social media platforms and assesses its conformity with Indonesian legal principles concerning personal data protection. Results: The feature structurally implements the Privacy by Design principle, offering users granular control over their content access. This technical protection is generally found to be in line with the principles stipulated in the Indonesian UU PDP. Novelty: This study provides a necessary comparative legal examination of a specific technical privacy feature against a new, comprehensive national data protection law, confirming the feature's legal viability. Implications: Despite technical compliance, the persistent risk of content misuse highlights the necessity for platforms, users, and regulators to collaborate in enhancing digital literacy to ensure optimal and shared responsibility for data security. Highlights Close Friend feature technically complies with the Privacy by Design legal principle. The feature's data protection mechanism is in alignment with Indonesia's Personal Data Protection Law (UU PDP). Data misuse risk remains high due to low user digital literacy and awareness.
