Abstract

Bureaucratic reform is a crucial effort in increasing the effectiveness of public services in Indonesia, especially in the context of regional financial and asset management. One of the agencies that plays an important role in this matter is the Regional Financial and Asset Management Agency (BPKAD) of Kuantan Singingi Regency.The urgency of this research lies in the importance of professional and accountable financial and asset management at the regional level. This research uses the library study method (Library Research) by using literature from books, journals and related scientific articles as the main material for analysis and looking for connections to describe the research problem. The main task and function of government agencies, including the Kuantan Singingi Regency Regional Financial and Asset Management Agency (BPKAD), is to provide services to the community. The formation of government agencies aims to meet community needs, both in terms of quality and quantity of services provided, so as to achieve community satisfaction. Quality, transparent and accountable public services are indicators of successful government performance. Bureaucratic reform is an important step to increase the effectiveness and efficiency of government organizations in providing public services. Ineffective bureaucracy can become an obstacle in achieving the goals of good governance, so changes to the system and a better bureaucratic structure are nedeed.

Abstract

The Family Hope Program is one of the programs that aims to provide assistance to the underprivileged, to reduce poverty, and improve the quality of existing human resources. This study aims to determine how the implementation of the Family Hope Program is in Kubang Jaya Village, Siak Hulu District, Kampar Regency. The urgency of this research lies in the need to evaluate program implementation to ensure it is targeted and effective. This research is a qualitative research with data collection techniques in this research using several methods, namely literature studies, observations, and interviews. There are several problem factors that are related to the substance of the policy, the behavior of the implementer's duties, resources and participation of the target group. In the theory of policy implementation put forward by Muchlis Hamdi (2014) which consists of resources, participation of the target group, the behavior of the implementer's duties and the substance of the policy. The implementation of PKH is expected to improve the welfare of the community in terms of improving the standard of living of socio-economic, education, and health, especially in poor communities. The purpose of this study is to determine the Implementation of PKH and the Supporting and Inhibiting Factors of PKH Implementation. The implementation of this PKH program has not gone well because there are several indicators that cause the program not to run smoothly.

Abstract

This study aims to analyze the implementation of the School Operational Fund (BOS) policy at SD Inpres Pruleme, Puncak Jaya Regency. The focus of the study includes policy implementation, supporting and inhibiting factors, and the school's efforts to optimize the use of BOS funds. The research method used is qualitative with a descriptive approach. Data collection techniques include in-depth interviews, observations, and document studies. Research informants were determined using purposive sampling techniques. Data were analyzed through the stages of data reduction, data presentation, and conclusion drawing. The results of the study indicate that the implementation of the BOS policy at SD Inpres Pruleme, from a communication perspective, is still constrained by suboptimal information dissemination and coordination. Furthermore, in terms of resources, there are limitations in human resources for financial management and inadequate infrastructure. In terms of disposition, although policy implementers demonstrate commitment in managing BOS funds, understanding of technical regulations and the participation of the school committee in oversight still need to be improved. From the bureaucratic structure aspect, the mechanism for disbursing and reporting BOS funds is still hampered by complex administrative procedures and the lack of an effective monitoring system. Supporting factors include community support, effective communication between schools and the Education Office, and transparency in financial reporting. Meanwhile, the inhibiting factors are limited infrastructure, low budget management capacity, miscommunication between governments, and difficult road access, which hinder distribution and the effectiveness of BOS fund use. Improvement efforts are carried out through transparent planning, capacity building through training, publication of financial reports, optimization of fund use according to priorities, and regular monitoring and evaluation to enhance education quality.

Abstract

This research analyzes the implementation of community empowerment through the Village Fund Allocation Program (ADD) in Moruku Village, Dekai District, Yahukimo Regency. This research aims to understand the effectiveness of ADD implementation and identify supporting and inhibiting factors in the process. The urgency of this research lies in the importance of optimizing ADD management to realize inclusive and sustainable village development. The approach used is a qualitative method with data collection techniques in the form of in-depth interviews, participatory observation, and documentation. Informants were determined using purposive sampling technique, involving village officials, communities, and related stakeholders. Data were analyzed using the Miles and Huberman interactive model. The results showed that the implementation of ADD in Moruku Village was not optimal due to low community participation and the dominance of the village head in managing funds. Based on Edwards III's policy implementation theory, analysis of communication, resources, disposition, and bureaucratic structure reveals that communication is still limited, human resources and infrastructure are inadequate, and bureaucratic mechanisms are less effective in ensuring transparency and accountability. The main supporting factors are the availability of routinely allocated funds and the potential of local natural resources, while inhibiting factors include the weak capacity of village officials, lack of supervision, and low community literacy regarding fund management. This research emphasizes the need for improved communication between village governments and communities, strengthened human resource capacity, and structural reforms in ADD governance to make it more transparent and participatory. The main recommendation is to improve external and internal supervision and active involvement of the community in every stage of program implementation.

Abstract

This study aims to analyze Human Resources management in improving apparatus performance at the Central Mamberamo Regional Secretariat, identify inhibiting factors in the utilization of state apparatus, and formulate efforts to overcome these obstacles. The urgency of this research lies in the importance of optimizing human resource management to improve the effectiveness of public services in disadvantaged areas. The research method is descriptive qualitative with the study location in Central Mamberamo Regency. Research instruments included semi-structured interview guidelines, a voice recorder and camera, as well as a field notebook as a reflection of the researcher while in the field. The technique of determining informants uses a purposive snowball approach, starting from key informants of policy implementers to devices and personnel within the Regional Secretariat. Data were collected through in-depth interviews, active observation, Focus Group Discussions, documentation, and literature studies; then analyzed with the Miles & Huberman interactive model through data reduction, presentation of data in narrative, and verification of findings. The results showed that the development of the quality of HR apparatus was carried out through four main stages: planning based on competency needs and diversification of funding sources, organizing with the formation of special HR units and sharpening tupoksi and SOPs, implementing on-the-job training, workshops, and compulsory training supported by top leadership commitment and Kirkpatrick model evaluation, and integrated supervision mechanisms in the form of periodic performance audits and formal monitoring protocols strengthened by cross-sector partnerships. Obstacles include budget constraints, the absence of internal regulations, suboptimal inter-section coordination, and administrative overload. Efforts to overcome obstacles include revising regulations and job descriptions, forming cross-functional teams with clear budgets, formalizing monitoring protocols, and implementing a continuous feedback system through the Learning Management System and external partnerships.
