Idarah Tarbawiyah: Journal of Management in Islamic Education, (2723-5386: online media): is a peer-reviewed scientific periodical journal published by the Master of Islamic Education Study Program at the Postgraduate School of Ibn Khaldun University, Bogor. Abstract

Teacher professionalism policy is a key pillar in efforts to improve the quality of national education. This study aims to analyze the teacher professionalism policy in Law No. 14 of 2005 concerning Teachers and Lecturers and Regulation of the Minister of National Education No. 16 of 2007 concerning Academic Qualification Standards and Teacher Competencies, and examine its importance to the quality of Islamic Religious Education (PAI). The method used is library research with a qualitative approach through policy analysis, thematic analysis, and comparative analysis of primary documents and the latest scientific literature. The research findings indicate that although the regulation provides a comprehensive normative framework, its implementation in the field still holds significant gaps. Certification and PPG programs tend to have a greater impact on improving teacher welfare than improving the quality of PAI learning. In the context of PAI, this alignment is evident in the dominance of conventional learning models, minimal internalization of spiritual values, and weak learning innovation. This study offers a conceptual model for strengthening PAI quality based on the integration of professional competencies, pedagogical-spiritual, and a holistic approach that is relevant to the challenges of 21st-century education. Abstrak Kebijakan profesionalisme guru merupakan pilar utama dalam upaya peningkatan mutu pendidikan nasional. Penelitian ini bertujuan menganalisis kebijakan profesionalisme guru dalam UU No. 14 Tahun 2005 tentang Guru dan Dosen serta Permendiknas No. 16 Tahun 2007 tentang Standar Kualifikasi Akademik dan Kompetensi Guru, dan mengkaji implikasinya terhadap mutu Pendidikan Agama Islam (PAI). Metode yang digunakan adalah library research dengan pendekatan kualitatif melalui analisis kebijakan, analisis tematik, dan analisis komparatif terhadap dokumen primer dan literatur ilmiah terbaru. Temuan penelitian menunjukkan bahwa meskipun regulasi tersebut menyediakan kerangka normatif yang komprehensif, implementasinya di lapangan masih menghadapi kesenjangan signifikan. Program sertifikasi dan PPG cenderung lebih berdampak pada peningkatan kesejahteraan guru daripada peningkatan kualitas pembelajaran PAI. Dalam konteks PAI, kesenjangan ini tampak dari dominasi model pembelajaran konvensional, minimnya internalisasi nilai spiritual, dan lemahnya inovasi pembelajaran. Penelitian ini menawarkan model konseptual penguatan mutu PAI berbasis integrasi kompetensi profesional, pedagogik-spiritual, dan pendekatan holistik yang relevan dengan tantangan pendidikan abad ke-21.

Abstract

This research was conducted due to the low conceptual understanding of students on the Straight Line Equation material and the limited use of interactive learning media in the mathematics learning process. The purpose of this research is to develop a Flipbook-based E-Module, test the level of validity, practicality, and effectiveness of the resulting product, and evaluate the improvement in students' conceptual understanding after using the media. The research uses the Research and Development (R&D) method which includes the stages of needs analysis, design, development, validation, revision, trial, and product evaluation. The developed E-Module contains learning materials, illustrations, videos, animations, practice questions, LKPD, and interactive quizzes that can be accessed digitally. The research subjects were grade VIII students of SMPN 1 Ngadiluwih. Research data were obtained through expert validation sheets, educator and student response questionnaires, and pre-test and posttest tests. The results of the study indicate that the Flipbook-based E-Module has a very high level of validity, is practical to use, and effective in learning. The use of this media can significantly improve students' learning outcomes and conceptual understanding, while increasing motivation, active involvement, and learning independence. Therefore, the Flipbook-based E-Module is deemed suitable for use as a mathematics learning medium to support conceptual understanding of Straight Line Equations. Abstrak Penelitian ini dilaksanakan karena masih rendahnya pemahaman konseptual peserta didik pada materi Persamaan Garis Lurus serta terbatasnya pemanfaatan media pembelajaran interaktif dalam proses pembelajaran matematika. Tujuan penelitian ini adalah mengembangkan E-Modul berbasis Flipbook, menguji tingkat validitas, kepraktisan, dan efektivitas produk yang dihasilkan, serta mengevaluasi peningkatan pemahaman konseptual peserta didik setelah penggunaan media tersebut. Penelitian menggunakan metode Research and Development (R&D) yang meliputi tahap analisis kebutuhan, perancangan, pengembangan, validasi, revisi, uji coba, dan evaluasi produk. E-Modul yang dikembangkan memuat materi pembelajaran, ilustrasi, video, animasi, latihan soal, LKPD, dan kuis interaktif yang dapat diakses secara digital. Subjek penelitian adalah peserta didik kelas VIII SMPN 1 Ngadiluwih. Data penelitian diperoleh melalui lembar validasi ahli, angket respons pendidik dan peserta didik, serta tes pre-test dan post-test. Hasil penelitian menunjukkan bahwa E-Modul berbasis Flipbook memiliki tingkat validitas yang sangat tinggi, praktis digunakan, dan efektif dalam pembelajaran. Penggunaan media ini mampu meningkatkan hasil belajar dan pemahaman konseptual peserta didik secara signifikan, sekaligus meningkatkan motivasi, keterlibatan aktif, dan kemandirian belajar. Oleh karena itu, E-Modul berbasis Flipbook dinyatakan layak digunakan sebagai media pembelajaran matematika untuk mendukung peningkatan pemahaman konseptual pada materi Persamaan Garis Lurus.
