Abstract

Data librarians are responsible for managing research data, who play an active role in improving the literacy and capacity of the research community and information professionals. Some Indonesian programmes have emerged, but their role and readiness have not been studied. The aspects of personnel readiness to support research data management (RDM) are further discussed in this research, as obligated on the National System for Science and Technology Act No. 11 of 2019. This study was conducted to investigate the readiness of librarians, academic communities, and information professionals in managing research data. A mixed method was used in this research. Firstly, a poll survey was digitally distributed in thematic seminar discussions on data management to librarians and scientists performing RDM tasks. Then, more detailed information about the role of librarians in managing research data was gathered from selected informants on FGD. The study found several points about the role of data librarians in improving data literacy and capacity through advocacy, workshops, seminars, training, and apprenticeship development. We then called for the involvement of all stakeholders, the scientific community, and information professionals to encourage them to continue working together in building a good data management ecosystem through innovative and collaborative programs. The results of this study could be a policy recommendation for the development of the status of library functions by the supervisory authority, the National Library of the Republic of Indonesia. The scientific community could use them to raise awareness and capacity for research data management from all institutions as data owners (scientific community) and data managers (data librarians).

Abstract

The social inclusion-based library transformation program initiated by the director of The National Library of the Republic of Indonesia serves as the background of the study. Libraries that prioritize social inclusion provide resources to the community to help them maximize their potential for welfare. The crucial and strategic function of Micro, Small and Medium Enterprises (MSME) is one of the factors contributing to Indonesia's economic growth. MSMEs and social inclusion-based libraries have a close working relationship since the community can develop imagination, innovation, and creativity in establishing and developing their products by library services. Airlangga University Library is one of the libraries founded on social inclusion and has been mentoring MSMEs in Surabaya's northern and eastern regions since 2019. The purpose of this study was to determine the role of sources of information, facilities and infrastructure as well as programs created by the Airlangga University Library in increasing the productivity and income of MSME actors. This is qualitative research using Focus Group Discussion (FGD) data collection technique. Interviews with 6 (six) assisted MSME actors showed that the programs created by the Airlangga University Library inspired them to be more enthusiastic about developing their businesses. The study's findings indicate that the library's programs can be used as a source of information for advancing and developing MSME. The Airlangga University Library is expected to provide more sources of information that are relevant to needs, infrastructure to market products and organize other programs that provide knowledge for MSME actors in developing business.

Abstract

After digital repository, several governments have prioritized Research Data Management (RDM). Indonesia lacks RDM research. This study explores the most important technological, organization, and environment elements for RDM adoption. This project employs qualitative data via document analysis, interviews, and surveys based on qualitative data analysis. Quantitative data analysis will use Exploratory Factor Analysis (EFA) to find variable-influencing components. The study found that government policies and leadership are the biggest barriers to RDM adoption in Indonesian academic libraries. Technology is ready. Despite this, RDM and repository are still equated. Organizational aspects have also been considered, however in certain tertiary institutions, libraries and university research institutes share data management responsibility. This research will begin MDP adoption discussions in Indonesian university libraries.
