Abstract

The Covid-19 pandemic has revived interest in the impact of using pathogens as weapons. Bioterrorism is the intentional release of viruses, bacteria or other agents used to cause disease or death in humans, animals or plants. There is the potential for state-sponsored terrorism against strategic targets and the potential for the use of biological agents in committing crimes that have no political goals but are committed for extortion or revenge. This study aims to analyze the threat of bioterrorism in Indonesia using a qualitative descriptive method. This study involved collecting data from various sources, such as related documents and reports, as well as interviews with relevant experts and stakeholders. The results of the study show that Indonesia is facing a real threat of bioterrorism which can endanger national defense and security as well as public health. Like Covid-19, even though it has been declared a pandemic, Covid-19 can also be called a bioterrorism threat even though it is not fully realized. Through this study, researchers want to show that threat identification in Indonesia still needs to be improved. This also needs to be accompanied by optimizing efforts to prevent and deal with bioterrorism, especially in the aspect of inter-agency coordination and increasing state intelligence capabilities. In supporting these efforts, regulations, human resources, technology and infrastructure need to be prepared as early as possible in order to deal with the threat of bioterrorism.

Abstract

The involvement of the military defense function in the face of non-military threats is indirect and prioritizes the deterrence function. But on a certain scale, military defense can be engaged in a more concrete form on the basis of government political decisions or at the request of the main non-military elements that need it, for example in overcoming widespread disease outbreaks and in overcoming the impact of natural disasters or search and rescue (SAR). The worldwide Covid-19 pandemic is a form of Nubika threat that is not clear about the causative factor, but has a tremendous impact, and has increased awareness and awareness of the world community, including Indonesia, about how terrible and tragic nubika's danger is to the safety of the nation and country, even the world. The Covid-19 pandemic until 2021 is not over and the emergence of new variants has caused the spread of the virus to be faster and wider in various countries. The Indonesian government continues to strive to reduce the rate of virus transmission through various social restriction policies, including involving the TNI in assisting in handling the Covid-19 pandemic. One of them is the involvement of the Pusziad Army Explosives Taming Zeni Company (Kizi Nubika) as the only strategic unit in the Indonesian Army that specifically addresses the dangers of Nubika The biological threat can be an asymmetric war and is a major threat to human, animal, and plant health. Infectious diseases and harmful biological materials can spread and have a detrimental impact on ecosystems and economies. The Indonesian Army (Army) is expected to become a major force in dealing with biological threats through the development of capabilities and capabilities in the field of bioskills, including understanding of zoonoses, epidemiology, early detection, prevention, control, and recovery from biological threats. The Indonesian Army is also expected to cooperate with various parties, including governments, international organizations, and the scientific community, in efforts to control biological threats

Abstract

Customer loyalty can provide consumer satisfaction and pleasure, so it has an impact on repurchasing interest. This study aims to determine the direct and indirect effects of perceived risk and electronic word of mouth (E-WOM) on repurchase intention and trust in TikTok Shop consumers of Y and Z generations. This research uses a quantitative method with a descriptive explanatory type that explains the relationship between variables X, Y, and Z. Data collection techniques using purposive sampling and simple random sampling totaling 239 respondents. Data analysis in the research is a) descriptive analysis, b) SEM-PLS, and c) mediation test. The results showed: 1) Perceived risk has a positive effect on trust 2) Electronic word of mouth (E-WOM) has a positive effect on trust 3) Perceived risk harms repurchase intention 4) Electronic word of mouth (E-WOM) harms repurchase intention positively effect 5) Trust has a positive effect on repurchase intention 6) Perceived risk has a positive effect on repurchase intention through trust 7) E-WOM has a positive effect on repurchase intention through trust.

Abstract

The foreign policy of a nation is framed to protect and stimulate its national interests in the execution of bilateral or multilateral relations with other nations. Foreign policy includes both choices and activities. These choices and activities comprise to some substantial level relations between one nation and others. Nigeria embarked on land borders closure as choice to protect her national interest against rice and other commodity smuggling. The objective of this study is to examine the border closure policy of the Nigerian government, as well as, relating it to the national interests of the nation, particularly in the areas of rice production, curbing arm proliferation, and smuggling. The study adopts qualitative research methodology, using explanatory approach to discuss the variables. The independent variable is Nigeria border policy and the dependent variable is rice smuggling activities. The study finds that rice production increased from 3.2 million tonnes to 6.4 million tonnes with a revenue earning of about US $2.6 billion in 2019 alone as against average revenue of US $18.3 million in 2011. Also, there are evidence showing that border closure saw a remarkable decrease in land border smuggling activities. The issue of arms proliferation was also put in check.

Abstract

Riau is a province prone to illegal fishing activities which are harmful to the state. This is due to the lack of optimisation of its marine potential, which then became exploited by foreign fishermen. This research will discuss the strategy employed by the Marine and Fisheries Department of Riau (Dinas Kelautan dan Perikanan/DKP) in combating illegal fishing in Riau waters. This paper argues that the strategy is to engage with local communities, increase technical and human capital, and perform patrols by engaging with stakeholders such as PSDKP, Polair, and TNI AL. This research uses the descriptive qualitative method, and the data is collected through interviews (via Zoom meeting) with DKP Riau, to discover the right strategies in combating illegal fishing in Riau to promote maritime security. This research discloses that the necessary strategies are to increase the number of workers, facilities, and infrastructures for maritime surveillance to engage with local communities, in this case, the Monitoring Community Group (Kelompok Masyarakat Pengawas/Pokmaswas), by supporting the government in monitoring and deterring threats towards Indonesian marine resources; to implement policies for prosecution; and to increase maritime patrols like synergy between DKP Riau and other government agencies for the process of monitoring and arresting carried out due to the lack of facilities owned by DKP Riau. The joint patrols for inspecting marine and fishery resources are carried out in collaboration with DKP, Satpol PP, TNI AL, and Polair.

Abstract

The Ministry of Lands, Agriculture, Water, Climate, and Rural Resettlement issued statutory instrument (S.I) 50 of 2021, announcing the 12940 hectares of Chilonga land is commercialized for national food security. The statutory instrument (S.I) 50 of 2021 also stated that the Chilonga villagers immediately pave way for the lucerne grass irrigation project. The problem with this research is that the Ministry of Land has the power to relocate people in all communal lands according to the constitution of Zimbabwe and the Communal lands Act Chapter 20:04, but failed to resettle the Chilonga villagers. This research aims to analyze the causes of the Chilonga land conflict, the Ministry of Lands's capacity to carry out the Chilonga land resettlement, and how the government can intervene in resolving the Chilonga land conflict. Theories and concepts used are; strategy theory, conflict tree concept, conflict triangle theory, and national security concept. This research employs a qualitative research method involving nine informants. The results of the study show that the causes of the Chilonga land conflict are poor strategic planning, poor communication, cultural beliefs, political influence, lack of trust, and land compensation. The research results also show that the Ministry is lacking the capacity to conduct Chilonga resettlement. Finally, the research shows that the government should provide adequate support to the resettlement program and also should consider win-win conflict resolution.

Abstract

The geographical spread of Indonesia's territory forces the government to have adequate modes of air transportation. If you review the economic context, having a national airline is an important thing to boost state finances or those who manage it. Managing airlines is one way for the government to get maximum mobility to conduct diplomacy with neighboring countries. So with the presence of Indonesian Airways, all these needs can be helped. The purposes of this paper are: First, to describe the history and development of Indonesian Airways. Second, to explain the fate of Indonesian Airways after the KMB was approved. Third, explain the development of Garuda Indonesia Airways and the development of the aviation industry in Indonesia. This research uses the method. The first is heuristics which is the stage of collecting relevant historical data or sources. Second, source criticism is the stage of reviewing the authenticity and credibility of the sources. Third, interpretation, namely interpreting facts that have been tested for truth. Fourth, historiography or historical writing, namely the delivery of a synthesis in the form of historical works. From this writing, it shows that 1. Indonesia was able to start an airline initiated by indigenous figures 2. After the KMB agreement took place, the airline returned to Indonesia and was merged with DAUM. And the management is getting better under the leadership of Wiweko Soepomo. Then did a joint venture with the Dutch KLM airline. 3. The next step is the gradual nationalization of the Dutch KLB, through the mechanism of buying shares from the KLM Group airline. After being officially owned by Indonesia, this opened the door for Indonesian aerospace and boosted the regional economy through airport enclavement

Abstract

Russia once again invaded Ukraine in early 2022 by deploying thousands of troops and mobilizing thousands of tanks and other weapons. The attack, which began in February, covered areas along the eastern border of Ukraine. As Ukraine realized that its military power was imbalanced with Russia, it applied information warfare techniques by dominating social media content. This study aims to analyze Ukraine's success in using social media as a tool to combat Russian invasion through social media domination. This research used the descriptive – qualitative method.  The data were obtained from the information that were determined which were then analyzed by qualitative method. Netwar theory and propaganda theory are used to analyze this study. The results of this study show that Ukraine has utilized social media to fight against Russia's invasion and has achieved significant success in garnering global support. Social media domination has played a crucial role in Ukraine's efforts to win the support of countries worldwide. The use of humanitarian issues has been heavily emphasized in social media content to condemn Russia's actions. The impact of such content has resulted in a sharp decline in support for Russia. Misinformation spread through social media has also contributed to the decline in support.

Abstract

The circulation of Narcotics in Indonesia cannot be separated from the crime of Narcotics smuggling that occurred in Batam because of its strategic location in the Malacca Straits area and having access to various regions in Indonesia. Customs is an agency that oversees the entry and exit of goods from the Batam Free Trade Zone needs to continue to improve supervision of narcotics smuggling. This study aims to analyze customs supervision of Narcotics smuggling in Batam through synergy with The National Narcotics Board (BNN) as the leading sector in handling Narcotics problems in Indonesia. This paper will explore the memorandum of understanding between Customs and BNN and examine it using the theory of synergy. The method used is qualitative research with a narrative research design. The results of this study found that the synergy between Customs and BNN has been going well and supported by an agreement. Customs has the advantage of analyzing the traffic of export and import goods. This is complemented by BNN's superiority in analyzing the circulation of Narcotics in the country through intelligence activities in the form of undercover. The synergy carried out by Customs and BNN can create more effective, efficient, and sustainable supervision. Further research about other synergies is still needed to eradication of illegal circulation of Narcotics.

Abstract

The study analysis the role of the Armed Forces in MOOTW in managing natural disasters in a country effectively. The method utilized is the diary research method that involved analysis of creditable documents, media reports and internet reports on the role the military played in assisting government in addressing disasters. The results indicated that there are climates change threats in form of natural disasters affecting the globe of recent. Hence, it was recommended that national government could involve their Armed Forces in managing the natural disasters under the umbrella of MOOTW. The Armed Forces should operate to aid the governmental agencies responsible for the management of natural disasters in the country. This could assist to bring succour to the victims of the disasters and as well enhance the government profile among its citizens. It concludes by assessing the role Armed Forces could played in support to disasters management by operating under the MOOTW to assists the disasters agencies to bring succour to the victims. It then discussed the type of units that could be employed by the various Services of the Armed Forces and dwelled on the inter-agencies’ cooperation for smooth conduct of the operations in aid to disasters victims. Finally, it was view that the use of the Armed Force under MOOTW in managing natural disasters would be a welcome development if all nations decided to incorporates the military in disasters management plan. Hence, nations should consider employing part of its Armed Forces in future disaster management issue that could threaten the citizens of the nation
