Abstract

Kedungturi Village is one of the most densely populated villages in Sidoarjo Regency. This density generates 7.33 tons of domestic waste per day, driven by limited public knowledge of household waste management. Managing household waste, particularly inorganic waste, is therefore essential to mitigate this environmental problem. To address it, Kedungturi Village uses community-based waste banks (bank sampah) to encourage public engagement in waste handling. This initiative has mobilized 18 Dasawisma (community women's groups) to manage their waste independently by registering as collective clients. For these groups, waste management has become a weekly routine that yields multidimensional benefits. Sorted waste has commercial value, which strengthens the groups' economic capacity. With an average revenue of IDR 200,000 per group per month, the proceeds are deposited into collective savings or group funds to finance social activities. These benefits extend beyond the groups to the wider community through activities such as the distribution of free takjil (Ramadan snacks), neighborhood association (RT) dues, and community excursions. The program has also strengthened social cohesion among Dasawisma members and contributed to a cleaner, more sustainable local environment.

Abstract

Climate change has disrupted rain-fed agriculture in Sukabumi Regency, leading to crop failure and soil degradation due to the overuse of chemical fertilizers. PT PLN Indonesia Power UBP Jabar 2 Pelabuhan Ratu developed the Ramu Swara subprogram under the PESONA RATU social innovation to produce organic fertilizer from sawdust and livestock manure. The main challenge was the conventional drying method, which was slow, weather-dependent, unhygienic, and produced unpleasant odors. Applying the Participatory Rural Appraisal (PRA) approach, the company's engineering team collaborated with the community to design and build a Solar Dryer Dome (SDD) that harnesses the greenhouse effect. The results show that the SDD shortens drying time, ensures year-round production, improves fertilizer quality, and reduces odor. Economically, it lowers production costs and increases the income of the Ramu Swara group and farmers. Socially, the SDD empowers vulnerable groups, including the elderly, persons with disabilities, pregnant women, underprivileged youth, and former motorcycle gang members. The innovation also facilitates knowledge transfer from the company to the community, enabling the Ramu Swara group to operate and maintain the technology independently.

Abstract

Coastal communities often face various vulnerabilities despite living in areas with abundant marine resources. This study analyzes the BERLIAN Program, a corporate social responsibility (CSR) initiative implemented by PT Pertamina Patra Niaga Fuel Terminal Maumere in Tana Duen Village, Sikka Regency, East Nusa Tenggara. It aims to examine the community empowerment process facilitated by the program, particularly regarding the utilization of local assets, community participation, and program sustainability. The findings indicate that the program has strengthened community capacity through the establishment of a fishermen's group, coral reef rehabilitation using the bioreeftek method, and the development of community-based tourism initiatives in the Nuba Nanga coastal area. The study also reveals variations in participation among beneficiary groups. The Mutiara Indah Group demonstrates functional participation because it was formed through external intervention, whereas the Jaring Sejahtera Group reflects self-mobilized participation that emerged from community needs and collective awareness. These findings suggest that successful community empowerment depends not only on access to resources and institutional support but also on the development of local capacity, participation, and a sense of ownership among community members.

Abstract

This study evaluates the Dadi Juara Sewing MSME Program of PT Pertamina Patra Niaga Integrated Terminal Surabaya, an empowerment initiative for Socially and Economically Vulnerable Women (PRSE) in Tanjung Perak Subdistrict, Pabean Cantian District, Surabaya City. Using Participatory Action Research (PAR) as its methodology, the study applies the Context, Input, Process, Product (CIPP) evaluation model to assess the program's alignment with community needs, planning, implementation, and outcomes after three years. The context evaluation shows that the program responds to women's unequal access to the formal labor market, skill gaps among PRSE, and regulatory obligations under PERMEN LH/BPLH Number 7 of 2025. The input evaluation indicates that the selected strategy is more appropriate than alternative strategies, although no explicit exit strategy has been formulated. The process evaluation reveals a gap between the support and the group's substantive capacity, marked by stagnant membership, sewing orders limited to low-value alterations, and the absence of a formal memorandum of understanding with business partners. The product evaluation shows that achievements remain dominated by outputs, while substantive independence has not been fully achieved. The study recommends strengthening institutional capacity, standardizing product quality, and expanding market access to achieve sustainable economic independence.

Abstract

The community of Air Anyir Village faces structural challenges: heavy reliance on unsustainable tin mining and low agricultural productivity caused by acidic, marginal land. This study analyzes the effectiveness of the BAHTERA PETAPA program, initiated by PT PLN Nusantara Power Services (PLTU Bangka), in addressing these vulnerabilities and assesses its contribution to the local community. A mixed-methods approach (qualitative and quantitative) was applied within the Asset-Based Community Development (ABCD) framework, which covers asset identification, mobilization of potential, and sustainable asset management. Primary data were collected from 50 key informants and through laboratory testing. The program successfully integrated the intensive duck farming of the "Taret Jaya" group with the production of "Baratani" fertilizer from FABA (Fly Ash and Bottom Ash) by the "FABA Kite Lestari" group. Its effectiveness is evidenced by a 200% increase in chili productivity (from 1 to 3 tons/ha), a 50.6% reduction in fertilizer costs, an improvement of soil pH to near-neutral (7.79), and a greenhouse gas emission reduction of 0.000092 Gg CO₂e/year. The program's sustainability is further reinforced legally by Village Head Decree Number 141/61/SK/2008/2025, which formalizes the community's livelihood transition toward institutionalized food self-sufficiency.

Abstract

This community empowerment program through vannamei shrimp farming in the Sinar Harapan Group, fostered by PT PLN Nusantara Power Services – PLTU Suge Belitung, aimed to strengthen the capacity and economic independence of coastal communities in Pegantungan Village, Belitung. The main problem was residents' dependence on fishing, which is vulnerable to seasonal and weather changes, especially during the west monsoon, requiring a more stable alternative livelihood. The program applied the participatory approach of Cohen and Uphoff, covering decision-making, implementation, benefit utilization, and evaluation, through training, technical assistance, production support, and a study visit. Data were collected through observation and interviews and analyzed descriptively. The results show that the group participated actively at every stage, from deliberation and self-funded pond construction to completing a Community Satisfaction Index form. The 10-member group produced 2,133.2 kg of vannamei shrimp with a revenue of IDR 127,992,000 from November to July, with 60% allocated as capital for the next cycle. A crop failure in one cycle, caused by missed feeding schedules and delayed equipment operation, became material for evaluation. The program strengthened the group's capacity, ownership, and independence, supporting coastal economic sustainability.

Abstract

Limited household income remains a challenge in Tembesi Village, Batam City, as many housewives are not yet engaged in productive economic activities. To address this, PT Perusahaan Gas Negara Tbk. – Panaran Offtake Station initiated the SEHATI Tembesi Program (Healthy Vegetables, Active Land, Independent Farming in Tembesi) through its Corporate Social Responsibility (CSR) initiative to empower the Agro Hijau Women Farmer Group (Kelompok Wanita Tani/KWT). This article describes the program's implementation and evaluates the staggered harvesting method in improving land productivity and sustaining group income. The program used a participatory approach comprising social mapping, Focus Group Discussions (FGDs), land preparation, commodity zoning, staggered planting, technical assistance, monitoring, and evaluation. A 460 m² cultivation area managed by 25 KWT members was planted with eight horticultural commodities. Staggered harvesting increased harvesting frequency from once a month to almost every week, creating a more continuous production cycle. The program also strengthened group capacity through farm administration and bookkeeping, enabling more systematic production and sales management. Combining commodity diversification, staggered harvesting, and improved farm management, the SEHATI Tembesi Program offers a practical model for women's empowerment that supports household food security and community welfare.

Abstract

This study aims to analyze the community empowerment process in the development of Simangulampe Tourism Village, Baktiraja District, Humbang Hasundutan Regency, based on Ife's (1995) community empowerment framework, which consists of three stages: awareness, capacity building, and empowerment. This study employed a qualitative method with a community empowerment approach. Data were collected through in-depth interviews, observations, and documentation involving the village government, the Humbang Hasundutan Tourism Office, BUMDes managers, the GEMASAKTI youth organization, and community members. The findings indicate that the community has reached the awareness stage and has begun to develop in the capacity-building stage through BUMDes development, community-based homestays, and youth participation. However, the empowerment stage has not been fully achieved due to limited digital capacity, inadequate assistance, and limited economic independence. Although the village government has supported each stage of the empowerment process, greater efforts are needed to strengthen sustainable tourism development and improve community welfare.

Abstract

The sustainability of community empowerment programs remains a challenge when corporate assistance is limited to a defined period. Programs need not only to generate benefits for communities but also to learn from each implementation process to continuously evolve in response to community needs. The Kuwatan Sadesa Program of PT Pupuk Kujang applies the Participatory Action Research (PAR) approach through a cycle of problem identification, planning, implementation, monitoring, evaluation, and reflection, with Triple Loop Learning (TLL) serving as a reflection framework to identify problems, determine follow-up actions, and develop the program in subsequent cycles. In farmer capacity-building activities, findings related to time constraints and inappropriate learning methods encouraged a shift from classroom-based training to hands-on learning in the field, which was subsequently developed into a learning module. In activities utilizing spices for health promotion, the learning process developed into the provision of nutritious food and subsequently into the Child Healthy School program based on local food, involving community health volunteers. These changes demonstrate that monitoring and evaluation findings can serve as a basis for developing activities that are more responsive to community needs. The cycle of implementation, monitoring, reflection, development, and re-implementation forms a continuous learning process. This process is formulated as a Sustainable Learning Model, in which program implementation experiences become a source of knowledge for continuously improving and developing community empowerment in subsequent cycles

Abstract

Agriculture in Indonesia is currently facing significant pressure due to climate change. Agricultural systems that are highly dependent on climatic conditions and rely solely on rainwater are particularly vulnerable to these impacts. Extreme weather conditions, such as prolonged dry seasons, can lead to drought, reducing agricultural productivity and even causing farmers to lose their sources of income. This study discusses the Corporate Social Responsibility (CSR) program of PT Pertamina Patra Niaga – Bitumen Plant Gresik, particularly the implementation of agricultural and fisheries integration in Padeg Village, Gresik Regency, where approximately 90% of the population are farmers. A unique characteristic of agriculture in this village is the absence of natural water sources. Nevertheless, farmers demonstrate strong commitment to agricultural innovation by integrating crop cultivation with fish farming, adopting agricultural technologies, and developing independent fish hatchery through biofloc technology. This integration serves as an effort to improve agricultural productivity and efficiency while promoting the economic, social, and environmental sustainability of the community.
