Abstract

Human Development Index (IPM) is a composite index that covers three areas of human development which is considered the most fundamental aspects of physical and non-physical qualities including education index, health index, and the purchasing power index. This study aimed to analyze the effect of the education spending, health spending, and poverty. This study used secondary data from the entire population in 13 regencies/cities in South Kalimantan in 2004-2013. The data were processed by panel regression method. The results showed that government spending in the education sector, the government spending in the health sector and the number of poor people had significant positive effect on the IPM. Despite the positive effect of government spending for education and health on the IPM, the effect is still relatively small. The small effect may indicate that the use and allocation of those expenditures in health and education are not optimum.

Abstract

Human resource is the main capital of development in a region. A reliable human resource is needed to encourage regional development. However, human development always encounter challenges. Aceh Province is one of the provinces in Indonesia that countinously face the challenges of human development when attempting reaching development goals. Thus, this study aims to determine the challenges those may encoutered by Aceh government regarding improving the quality of human development in Aceh. This study uses descriptive analysis for secondary data and some literature study. The results indicates that there is a huge disparity of Human Development Index among regions in Aceh. It may be caused by weakness of coordination in human development policy and strategies among regions. In addition, there are three potential threats to human development, one of them is a high poverty rate. Poverty complicates development because it weakens the level of community participation and illustrates low welfare. In addition, the issues of public spending, such as realization, are a huge barrier for human development in Aceh. Therefore, some strategies must be taken immediately to improve the quality of development such as reducing poverty, improving the quality of education, and introducing health promotion models in Aceh.

Abstract

Bureaucracy reform has provided vast space for ministries, institutions, local governments, and even individuals to innovate in governance. Various laws-related innovation has emphasized the importance and urgency of the government's role in supporting the growth of innovation. National Institute of Public Administration (LAN) since 2014 began to implement a new curriculum on education sistem nationally. Through this, it is hoped that a bureaucratic leader will emerge with the ability to overcome problems and various strategic national issues through innovative methods and work processes in it. This study aims to see the sustainability innovation of Leadership Education and Training Alumni in West Sulawesi Province. The number of informants was 20 people, consisting of 11 alumni, and 9 mentors and effective teams. The data were analyzed qualitatively through data collection, data reduction, display data, and conclusions. The results showed: (1) Only five alumni were able to continue their innovation. Six other alumni had to stop. (2) For alumni who succeeded in continuing their innovation, the supporting factors of sustainability of alumni innovation are policy, commitment of leader, peer / stakeholder, infrastructure and budget, while limiting factor is limited resources, lack of response of data request, minimize failures, and internet network. (3) For alumni who have not succeeded in continuing their innovation, the inhibiting factors are policy, institutional reform plan, leadership commitment, infrastructure, budget, mutation, stakeholder, socialization of innovation, and internet network

Abstract

After the Government Regulation Number 46 Year 2011 on Public Servant’s Work Appraisal has been imposed, every public servant is demanded to set Job Target of Public Servants (SKP). As public servants, facilitators must also arrange job target in SKP. In arranging it, facilitators are obliged to refer to the Regulation of Ministry of State Apparatus Empowerment and Bureaucracy Reform (Permenpan and RB) Number 22 Year 2014 on Non-Managerial Position of Facilitator and Their Credit Score. This study aimed to investigate whether or not the arrangement of facilitators’ SKP has met two criteria required by the Permenpan and RB. This is a qualitative study, hence the data obtained from the field was deeply analyzed with descriptive method. The data were the SKP documents of some facilitators of Human Resources Development Agency of The Aceh Province. The findings depicted that almost all the facilitators did not arrange the SKP based on two criteria set by the Permenpan and RB. The unavailability of the criteria will cause the suspension of the facilitators’ grade or position promotion. The study suggested some alternative recommendations as the follow-up activities which will further discuss in the paper. This study outlines main and ancillary activities of facilitators, annual minimum credit score, and sub elements of mandatory activities which must be annualy actualized by facilitators according to the needs of their grade and position.

Abstract

The natural disaster has a significant effect on household’s income and expenditure. The linkage of natural disaster and income has been explored intensively. However, the linkage of natural disaster and poverty is less explored. Thus, this study aims to fill the gap by estimating the effect of natural disaster on poverty in Indonesia. This study utilizes the data from IFLS 5. Linear Probability Model (LPM) is used to estimate the probability of being poor of a household after a certain disaster. The result shows that a household that encountered a certain natural disaster has a higher probability of being poor by 4.68 percent than others. The coefficient is corrected to 2.68 after considering district fixed effect. Further, the effect of natural disaster differs regarding its type. Volcano eruption has the worst effect on poverty. A household that suffered volcano eruption has a probability of being poor by 7.84. In contrast, flood only contributes 5.85. There is no significant effect of the earthquake on poverty that may be caused by omitted variable bias as the magnitude is not controlled in this study. This study suggests three optional strategies for reducing the negative impact of the natural disaster on poverty in Indonesia. Increasing productive assets may reduce the loss and shorten the recovery period. The disaster drill is needed for increasing the preparedness of a society. Increasing the quantity and quality of disaster-resistant infrastructure is strongly advised in disaster-prone areas.

Abstract

Bureaucracy reform in the regions of Indonesia cannot be separated from innovation, since it is one of important strategies for the achievement of good governance. While, innovation has not become a culture for the government bureaucracy so that, extra effort is required. Based on its development, innovation has started to enhance in several areas in order to answer the obstacles and problems in the region. This research has mapped out the policy strategies, undertaken by the Provincial Government of South Sumatra and the government of East Belitung Regency in translating innovation as a better step in the delivery of public services. Using qualitative research method and data collection techniques focused discussions and interviews, several strategies were obtained in the locus area of the research. South Sumatra province constructs the nomenclature changes by inserting an innovation department at the Regional research and Development Agency to officially become the Regional Research, Development and Innovation Agency. The ultimate goal is able to facilitate and improve the science and technology of the innovation and technology in South Sumatra in order to be beneficial for the society. Meanwhile, Kampung Keluarga Berencana as a public innovation in East Belitung Regency has been socialized featuring its strategy, KB Pria Perkasa group. The socialization was held in coffee shops, aimed to increase the level of prosperity in society by developing prosperous families and family planning programmes.

Abstract

Innovation is able to boost government’s performance. It encourages government to optimize the resources in order to increase the quality and quantity of pubic services. However, performance improvement is highly dependent on agency capabilities using built applications. Therefore, this study aims to see the improvement of agency performance with the innovation. This study uses quantitative and qualitative approaches by using questionnaires and in-depth interviews. The results of this study indicate that as many as 28.57 percent of respondents said there is a very high increase in outcome and output agencies with the innovation. However, there are still about 27.38 percent indicating a low increase post utilization of innovation. The obstacles faced are the quality of innovation built and the capability of utilization and commitment of the utilization of innovation. Therefore, the need for optimization of innovation in order to improve the performance of agencies. In addition, the development of innovation must also adjust to the needs of agencies so as to be optimized in solving problems and improve agency performance.
