Abstract

This research was conducted with the following objectives: 1. Analyzing the status of implementation of minimum service standards at Pintu Harapan Hospital, Bengkulu City based on Regulation of the Minister of Health of the Republic of Indonesia Number 129 of 2008; 2. To find out the factors that influence the implementation of minimum service standards in RSUD hospitals. The hopes and prayers of the City of Bengkulu are based on the Regulation of the Minister of Health of the Republic of Indonesia Number 129 this year. The type of research used in this research is descriptive with a qualitative approach. This research is descriptive research which aims to collect information about current conditions and symptoms. The data collection techniques used were observation, interviews and documentation methods. Data analysis techniques use data reduction, data presentation (data presentation), and drawing conclusions and validation. The results of this research indicate that the implementation of minimum service standards at Pintu Harapan Hospital, Bungkulu City is very good. This can be seen from the factors that interact and influence policy implementation based on George Edward III's theory. This means, (1) the communication aspect is successful and implementers implement it clearly and consistently to influence policy objectives and understand the policy content; Policy goals and objectives. (2) The resource aspect consists of the number of device resources, device features and capabilities. Even though the number of resources is sufficient, several locations in the hospital have several employees with inappropriate educational backgrounds. Although the facilities and equipment are quite good, there is still room for improvement. (3) Supported by the attitudes and behavior of the apparatus during the implementation of the SPM policy, the disposition aspect shows very good improvement. (4) Aspects of the bureaucratic structure through SPM standard operating procedures and procedures (SOP) are well controlled, but consistency only needs to be improved through stricter rules.

Abstract

This research was conducted with the aims of: 1) identifying and understanding the impact of implementing the free education policy on community response; 2) How is the impact of implementing a free education policy perceived and understood on students, teachers and objectives? 3) How to identify and understand the impact of implementing free education policies on student motivation and teacher performance? 4) How to see and understand the impact of implementing the free education policy on the student population? national exam results). The type of research used in this research is qualitative research. This research uses a descriptive evaluation research method using the CIPP (Context, Input, Process, Output) model. This research data was obtained from primary and secondary data. Data collection methods include observation methods, interview methods, and written methods. Data analysis techniques use data reduction, data visualization, and inference/verification. The results of this research are as follows. 1) Regarding facilities, there are still financial obstacles that the Bengkulu government has not been able to overcome. Of course, free school programs don't live up to their name because they aren't truly free. 2) In terms of process, apart from that, the time lag between the process of measuring and distributing shoes, which takes quite a long time while students continue to develop physically, means that the shoe size is no longer appropriate. 3) In context/output, the output of the Free School Program at SMPN 10 Central Bengkulu Regency still requires improvement, because deficiencies are still being discovered. 4) In terms of impact, the Free School Program has shown an impact on increasing school enrollment rates (APS) at SMPN 10 Central Bengkulu Regency. In effect, the student's parent's family can divert funds that should be used for education to other needs.

Abstract

This research was conducted with the aim of: 1) To find out and understand the performance of Srikuncoro village officials in public services, 2) To know and understand the factors that influence public services in Srikuncoro village. The type of research used in this thesis is qualitative research. This research uses descriptive case study techniques, which are carried out intensively, in detail and in depth on the research object. The data in this research was obtained from primary data and secondary data. The data collection techniques used are the observation method, interview method, and documentation method. The data analysis technique is using Data Reduction, Data Display (Data Presentation), and Conclusion Drawing/Verification. The results of this research show that: 1) The performance of Sri Kuncoro Village officials, Central Bengkulu Regency is good, seen from program effectiveness indicators which include: a) Effectiveness indicators, b) Efficiency indicators, c) Productivity indicators, and d) Accountability indicators. 2) Public services provided by Sri Kuncoro Village officials, Central Bengkulu Regency are good, seen from indicators of program effectiveness which include: a) Transparency indicators, b) Participation indicators, and c) Equal rights indicators. 3) The related officials of Sri Kuncoro Village, Central Bengkulu Regency have tried their best to continue to improve the quality of services in Sri Kuncoro Village, Central Bengkulu Regency

Abstract

The aim of this research is to analyze the performance of the Central Bengkulu Regency DRPD. The method used in this research is a quantitative research method using interview, observation and interview techniques as data collection. After the data is collected, it is then analyzed using qualitative analysis techniques by interpreting it in simple sentences so that conclusions can be drawn as a result of the research. The results of the research show that the 3 indicators, namely Responsiveness, Responsibility and Accountability, which are used to measure the performance of the Bengkulu Regency DPRD in terms of responsiveness, are optimal. In terms of responsibility, accountability is still less than optimal. By using these 3 indicators, it can be said that the performance of the Central Bengkulu Regency DPRD for the 2019–2024 period has not been optimal, so it is felt that evaluation is needed to improve the performance of the Central Bengkulu Regency DPRD.

Abstract

Fire is one of the disasters that frequently occurs in Indonesia and can cause major losses. Community involvement in forming volunteer fire fighters (Damkar) can help increase the effectiveness of fighting fires. The aim of this research is to analyze the relationship between community participation and the formation of firefighting volunteers in Bengkulu City. This research uses quantitative methods with Spearman correlation analysis techniques and determination. Data was collected through a survey of 31 respondents consisting of the community and firefighters volunteers in Bengkulu City. The results of the analysis show that there is a very strong and significant relationship between community participation and the formation of volunteer firefighters (Spearman correlation coefficient = 0.776, Sig. 2-tailed < 0.001). An R-Square value of 0.360 shows that 36% of the variability in the formation of Fire Volunteer can be explained by community participation. Community participation is an important factor in the formation of Fire Fighters volunteers in Bengkulu City. Apart from that, there are other factors that affect the formation of volunteer firefighters, such as support from the government, adequate infrastructure and cooperation with community organizations. The suggestions are as follows: It is necessary to make efforts to increase community participation in the formation of Fire Fighter volunteers, such as socialization and education, as well as the provision of adequate training and coaching.

Abstract

Based on the results of the research and discussion, it can be concluded that the collaboration between the Bengkulu Province Tourism Office and the private sector in managing Panjang Beach has provided significant economic benefits, strengthened local capacity, and encouraged innovation in responsible tourism management. This partnership prioritizes fairness, effectiveness, efficiency and sustainability, becoming a positive example of a public-private sector partnership. However, the private sector faces the challenge of complex business licensing regulations, involving various complicated requirements and procedures. The private sector invests in the construction of facilities such as hotels, restaurants, shopping centers and recreation areas, with the support of permits and regulations from the Tourism Office. Joint marketing strategy development was carried out to promote Long Beach, including social media campaigns, tourist exhibitions, and promotions through travel agents. In addition, improving facilities and services includes the provision of eight parking spots, the management of which will be determined through a technical agreement, as well as land rental contracts for traders.the long beach tourism development program works. Abstract

Based on the analysis and findings obtained in the field during research related to the Analysis of Women's Leadership Style at the Bengkulu City Social Service (Study on the Head of the Poor Handling Division with the Head of the Social Protection and Security Division) it can be said that women's leadership style is not inferior to male leadership.  This is evident from the many women who are leaders in agencies or institutions. That female leaders generally have strong charisma, like male leadership.  Women leaders tend to be persuasive, confident, and have a strong ability to complete tasks and are energetic, The female leadership style implemented by the Head of the Poverty Handling Division, has several key characteristics. She believes that women have the innate potential to be leaders and that confidence and good looks are important factors in women's leadership.

Abstract

A river basin (DAS) is a space where natural resources, especially vegetation, land and water, are located and stored as well as a place where humans live to utilize these natural resources to meet their daily needs. Bengkulu Provincial Regional Regulation UUD Number 1 of 2017 concerning Management of Bengkulu River Watersheds (DAS), states that river watersheds are a part of water resources which have an important meaning for human survival and welfare. This research uses a qualitative descriptive method approach and this research uses a case study method, Collaborative program evaluation related to Evaluation of Institutional Collaboration in the Management of the Air Bengkulu Watershed (DAS) based on Regional Regulation Number 1 of 2017 concerning Management of the Watershed (DAS), namely: Communication, Coordination of Decision Making, Conflict Resolution, Monitoring and Evaluation, Procedures and Improvements. The goal is to find out what steps have been fulfilled. Collaborative models and processes in evaluating institutional collaboration in the management of the Air Bengkulu watershed have the leadership of institutions/agencies that make monitoring and evaluation of institutional collaboration in the management of the Air Bengkulu watershed implemented. This integration does not make the units of the institution/agency unite because in its implementation it is basically a mixture where the relevant institutions/agencies have their respective duties and functions. Implemented in accordance with spatial plans and water resource management patterns in accordance with the provisions of applicable laws and regulations, carried out in a coordinated manner involving relevant agencies at cross-administrative boundaries as well as the role of the community, prioritizing the integration of the interests of various sectors and regions, becoming the basis for the formulation strategy to maintain the Carrying Capacity of the DAS which includes the formulation of policies, programs and activities.

Abstract

This research aims to find out the quality of public service at Ujan Mad District Office Kepahiang Regency and factors that affect the quality of public services at Ujan Mas District Office Kepahiang Regency. This research is a descriptive research with qualitative approachment. Key informant in this research is head of public service at Ujan Mas District Office Kepahiang Regency. Support informant consist of Ujan Mas District people. Data gathering use observation, interview, and documentation. Data analysis use data gathering, data reduction, and data presentation. Data validity use source triangulation technique and triangulation technique. The results showed the following : the quality of public service at Ujan Mas District Office Kepahiang Regency (a) Tangible dimension at Ujan Mas Districts implement yet in place concerning comfort, related with the place comfort, easy of service, officer’s discipline, easy of acces and tools using. (b) Reliability dimension at Ujan Mas District is less in service standart that not clear yet, the ability of officers are still lacking and there are the costs of bureaucracy. (c) Assurance dimension at Ujan Mas District yet have uptime guarantee for users of the service and still charging for the bereaucracy in the ministry. (d) Emphaty dimension, the officers serve people kindly and politely ,but officers still priopritize their self interest than service user’s importance. and Factors that influence public service quality at Ujan Mas District Office Kepahiang Regency is internal and external factors. The internal factors is the infrastructure that do not satisfy yet, the less of service officers, and tools. External factors is service system and service preparing system that not maximum yet.
