Abstract

This research was conducted at the Office of Social Affairs of Ogan Ilir Regency which is relevant to the problems in this study. Researchers collected data by observation, documentation, and interviews with selected informants related to the implementation of the Street Children Development Program by the Ogan Ilir District Social Service. The research design used in this study is a qualitative descriptive study by relying on empirical data and supported by qualitative data. The results of the research conducted show [1] The implementation of the Social Service Development Program for Street Children in Indralaya City is basically providing assistance in terms of coaching overcoming the problems of street children which are ultimately directed into the form of data collection and psychological guidance (counseling) on ​​the importance of education and facilitating meeting with his family. [2] The quality of coaching street children so far is still low due to the lack of concrete action in implementing the street children guidance program. But basically the Social Service of Ogan Ilir Regency has made every effort to reduce the growth rate of street children, where the main obstacle faced is that the Indralaya City as a transit area allows children or any kind of people to stop by in this area. This certainly makes it difficult in terms of data collection, continuing their schooling and even opening job vacancies for those with limited funds.

Abstract

This BLT-DD policy was made by Taba Air Pauh Village based on a village meeting organized by the village government, the Village Consultative Body, and several village community leaders taking into account the pandemic conditions which impacted the decline in village community income. The purpose of this study is to describe the process of implementing the BLT-DD Policy as an economic solution for the Taba Air Pauh village community in the post-Covid-19 pandemic and explain what strategies are taken by the Taba Air Pauh Village Government in the process of implementing the Village Fund Direct Cash Assistance Policy (BLT). -DD) Taba Air Pauh, Tebat Karai District, Kepahiang Regency. The research method used is qualitative with a descriptive approach. The results of this study include 1. The BLT-DD policy is fully supported by all levels of government; 2. BLT-DD is direct cash assistance from the Village Fund sourced from the State Revenue and Expenditure Budget (APBN); 3. BLT-DD recipients are non-beneficiaries of Social Service assistance, Micro, middle-class Enterprises, and other assistance that are not from BLT-DD; 4. There are still BLT-DD recipients who are not yet on target; and 5. There was a crowd of villagers receiving BLT-DD at the Kepahiang branch of the National Bank of Indonesia (BNI).

JAMSOSTEK (PERSERO) MENJADI BADAN PENYELENGGARA JAMINAN SOSIAL (BPJS) KETENAGAKERJAAN DI KANTOR CABANG DARMO SURABAYA (Studi Pada Implementasi Peraturan Presiden Nomor 109 Tahun 2013 Tentang Penahapan Kepesertaan Jaminan Sosial) HERU PURNAWAN S1 Ilmu Administrasi Negara, FIS, UNESA (shane.purnawan@gmail.com) Abstrak Jaminan sosial merupakan kewajiban negara untuk memberikan perlindungan sosial kepada masyarakat. Pada awal tahun 2014 Pemerintah telah melakukan transformasi pada perusahaan asuransi negara menjadi badan publik khususnya PT. Jamsostek (Persero) menjadi BPJS Ketenagakerjaan. Pemerintah telah menetapkan Peraturan Presiden Nomor 109 Tahun 2013 Tentang Penahapan Kepesertaan Jaminan Sosial sebagai kebijakan awal. Oleh karena itu, dirasa perlu untuk melakukan penelitian tentang implementasi Peraturan Presiden Nomor 109 Tahun 2013 pada masa awal transformasi PT. Jamsostek (Persero) menjadi Badan Penyelenggara Jaminan Sosial (BPJS) Ketenagakerjaan di Kantor Cabang Darmo Surabaya. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif, dengan narasumber Kepala Bidang Pemasaran, Kepala Bidang, Kepala Bidang SDM dan Umum, dan Peserta di BPJS Ketenagakerjaan Cabang Darmo Surabaya. Teknik pengumpulan data yang digunakan yaitu, observasi/ pengamatan, wawancara, dan dokumentasi. Penelitian ini dianalisis dengan model implementasi kebijakan dari Merilee S. Grindle dengan dua variabel yaitu isi kebijakan (Content of Policy) dan konteks kebijakan (Context of Policy). Pengimplementasian kebijakan dalam Content of Policy: kepentingan menjamin keselamatan tenaga kerja bermanfaat bagi kenyamanan tenaga kerja saat bertugas disambut respon baik peserta menanggapi kebijakan kepesertaan, dimana para pelaksana kebijakan yang telah lebih dari cukup dan berkompetensi bagus serta didukung dengan sumberdaya yang lengkap dan modern. Dari Context of Policy: keputusan yang dipegang penuh dikantor pusat dan pemerintah menjadikan BPJS Ketenagakerjaan badan non provit yang lebih bertanggung jawab tanpa membeda-bedakan status peserta, sehingga pelaksana lebih patuh dan disiplin. Namun, masih banyaknya perusahaan dan tenaga kerja yang belum terdaftar karena kurang detilnya informasi kebijakan kepesertaan, BPJS Ketenagakerjaan perlu meningkatkan strategi sosialisasi. Kata Kunci: Implementasi Kebijakan, Transformasi, Penahapan Kepesertaan.

Abstract

Kesejahteraan masyarakat merupakan hal paling dasar dalam menciptakan kehidupan madani suatu Negara, khususnya pada otonomi terkecil yaitu desa di Negara Indonesia. Namun, pada upaya mensukseskan hal tersebut bukan menjadi perkara mudah bagi Negara Indonesia yang memiliki keragaman budaya di lingkungan masyarakatnya. Oleh sebab itu, pemerintah daerah khususnya wilayah otonomi desa diharapkan menjadi solusi dalam melaksanakan kebijakan, menjalankan penyelenggaraan pemerintahan desa, serta meningkatkan kualitas pelayanan publik di daerahnya. Salah satu kebijakan pemerintah yang memberikan dampak langsung maupun tidak langsung kepada masyarakat desa adalah Kebijakan Dana Desa sebagai kebijakan yang menjadi solusi dalam meningkatkan kesejahteraan masyarakat desa. Sebagaimana dalam amanat Peraturan Pemerintah Nomor 60 Tahun 2014 Tentang Dana Desa yang Bersumber dari Anggaran Pendapatan dan Belanja Negara (APBN) diharapkan desa dapat memenuhi tujuan dari kebijakan dana desa, yakni: (1). Pembangunan, dan (2). Pemberdayaan Masyarakat Desa. Tujuan tersebut untuk memenuhi asas pemerataan kehidupan masayarakat desa khususnya desa terluar dan desa tertinggal. Penelitian ini bertujuan untuk mengetahui dan menganalisis Implementasi Kebijakan Dana Desa di Desa Makartitama dan di Desa Ulak Mas Kecamatan Lahat Kabupaten Lahat. Unit analisis dalam penelitian ini adalah desa Makartitama dan desa Ulak Mas. Dengan menggunakan pendekatan deskriftif kualitatif ada beberapa temuan penting dalam penelitian ini yaitu minimnya kompetensi pemerintah desa selaku pelaksana dalam merumuskan program pembangunan dan pemberdayaan, penentuan tim pelaksana lapangan berdasarkan faktor kedekatan pribadi, keterlambatan penyaluran yang menghambat pelaksanaan pembangunan, keterlambatan pelaporan, serta adanya beberapa program pembangunan yang kurang tepat sasaran. Adapun beberapa faktor yang berpengaruh dan harus dibenahi sebagai saran pada implementasi Kebijakan Dana Desa di Desa Makartitama dan di Desa Ulak Mas Kecamatan Lahat Kabupaten Lahat adalah tranparansi dan profesionalitas para pelaksana kebijakan serta organisasi eksternal berkepentingan pada proses pelaksanaan kebijakan dana desa.

Abstract

Adanya pandemi covid-19 yang menyebar di seluruh dunia telah memberikan dampak terhadap sosioekonomi serta kesehatan masyarakat khususnya di Kelurahan Anggut Atas, Kecamatan Ratu Samban. Kegiatan pemberdayaan masyarakat diharapkan mampu memberikan edukasi kepada masyarakat untuk menjaga kesehatan dan kebersihan lingkungan agar terhindar dari virus covid-19 ini. Oleh sebab itu, tujuan dari program pengabdian kemada masyarakat ini adalah membantu memberdayakan masyarakat agar mampu meningkatkan kesadaran menjaga kesehatan serta kebersihan lingkungan serta meningkatkan perekonomian melalui pendapatan tambahan dari penjualan produk olahan remunggai. Metode yang digunakan pada kegiatan ini adalah metode sosialisasi yaitu memberikan bibit remunggai dan menjelaskan manfaat remunggai;metode penyuluhan terkait pentingnya menjaga kesehatan dan kebersihan lingkungan; serta metode pelatihan pemanfaat remunggai dijadikan produk makanan, serta pemasaran yang berbasis online. Lembaga yang menjadi mitra dalam program ini adalah Lembaga Pemberdayaan Masyarakat yang ada di Kelurahan Anggut Atas. Pada akhir kegiatan ini diharapkan lembaga ini memberikan bantuan penyuluhan kepada masyarakat yang dapat membuka peluang usaha kedepannya.

Abstract

Penerapan prinsip good governance dalam pelayanan publik pada bidang kesehatan dapat terwujud apabila pelayanan di Puskesmas Betungan dilaksanakan secara transparan, responsif, efektif dan efisien waktu. (Dwiyanto, 2015) Tujuan penelitian ini adalah untuk mendeskripsikan penerapan prinsip good governance dalam pelayanan publik di Puskesmas Betungan Kota Bengkulu, dengan menggunakan metode penelitian deskriptif kualitatif, informan dalam penelitian ini adalah petugas pelayanan, bidan, perawat dan komunitas. Hasil penelitian mengungkapkan bahwa penerapan good governance dalam pelayanan publik di Puskesmas Betungan Kota Bengkulu sudah cukup maksimal, terlihat prinsip transparansi, responsivitas, prinsip efektifitas dan efisiensi dalam pelayanan kesehatan di Betungan. Puskesmas telah dilaksanakan cukup optimal seperti ketersediaan papan informasi pelayanan, ketersediaan standar pelayanan minimalis, dan adanya monitoring dan evaluasi yang dilakukan oleh Puskesmas untuk meningkatkan pelayanan kesehatan, yang menjadi permasalahan adalah masyarakat pengguna jasa belum mampu mengakses informasi secara luas (berbasis elektronik), belum tersedianya layanan pengaduan online, tidak tersedianya kotak saran dan layanan yang dirasa masyarakat belum mendapatkan pelayanan prima.

Abstract

This study aims to analyze the implementation of Regulation of the Minister of Villages, Development of Disadvantaged Regions, and Transmigration of the Republic of Indonesia (Kementerian Desa, PDT, dan Transmigrasi) Number 11 of 2019 concerning Priorities for the Use of Village Funds in 2020, in Makartitama Village and Ulak Mas Village, Lahat District, Lahat Regency. This Ministerial Regulation stipulates that the priority of using village funds must provide maximum benefit to the village community in the form of improving life quality, increasing welfare, poverty alleviation, and accelerating public services. Unfortunately, the situation of each village is varied, that is, the policy implementation needs further investigation. The present study used a qualitative research method. The focus was the implementation aspects such as the compliance level of the implementor, how routine functions ran, and performance and impact. Data were collected using interviews and policy documents analysis. The findings showed that the Minister's policy could not be fully implemented. Of the four priorities, only three aspects were implemented. The priority that had not been implemented was the program to improve public services. The socio-economic situation of the community was the main reason for the village government to focus more on the first three priorities, namely improving life quality, improving welfare, and alleviating poverty. The external aspect that affected the implementation of this regulation was the budget reduction from the central government due to the impact of the Corona Virus Disease 2019 (Covid-19) Pandemic. This study suggests the need for an in-depth evaluation of prioritizing the use of the village budget by considering the local needs. There is the need for anticipatory steps to deal with force major conditions such as Covid-19 that reduces the amount of village fund allocations and affects the implementation of village programs.   Abstrak Penelitian ini bertujuan untuk menganalisis pelaksanaan Peraturan Menteri Desa, Pembangunan Daerah Tertinggal, dan Transmigrasi Republik Indonesia Nomor 11 tahun 2019 tentang Prioritas Penggunaan Dana Desa tahun 2020, di desa Makartitama dan Desa Ulak Mas, Kecamatan Lahat, Kabupaten Lahat. Peraturan Menteri tersebut mengatur bahwa prioritas penggunaan dana desa harus memberikan manfaat sebesar-besarnya bagi masyarakat desa berupa peningkatan kualitas hidup, peningkatan kesejahteraan, pengentasan kemiskinan, dan percepatan pelayanan publik. Sayangnya, situasi masing-masing desa sangat beragam, sehingga implementasi kebijakan perlu diselidiki lebih lanjut. Penelitian ini menggunakan pendekatan penelitian kualitatif. Fokusnya adalah aspek implementasi seperti tingkat kepatuhan implementor, bagaimana fungsi rutin dijalankan, serta kinerja dan dampaknya. Pengumpulan data dilakukan dengan menggunakan wawancara dan studi dokumen. Hasil penelitian menunjukkan bahwa kebijakan Menteri tersebut belum dapat dilaksanakan sepenuhnya. Dari empat prioritas tersebut, hanya tiga aspek yang dilaksanakan. Prioritas yang belum terlaksana adalah program peningkatan pelayanan publik. Situasi sosial ekonomi masyarakat menjadi alasan utama pemerintah desa untuk lebih fokus pada tiga prioritas pertama, yaitu peningkatan kualitas hidup, peningkatan kesejahteraan, dan pengentasan kemiskinan. Aspek eksternal yang mempengaruhi penerapan peraturan ini adalah pengurangan anggaran dari pemerintah pusat akibat dampak Pandemi Corona Virus Disease 2019 (Covid-19). Kajian ini menyarankan perlunya evaluasi mendalam dengan memprioritaskan penggunaan anggaran desa dengan mempertimbangkan kebutuhan lokal. Aspek penting lainnya adalah perlunya langkah antisipatif untuk menghadapi kondisi force major seperti Covid-19 yang mengurangi jumlah alokasi dana desa dan mempengaruhi pelaksanaan program desa. Abstract

The purpose of this study is to find out how to manage the allocation of village funds in Guru Agung I Village in 2021. The research methods are interviews, documentation, and observation. The results of the research on Analysis of the Management of Village Fund Allocation in Kaur Regency (Study in Guru Agung Village, North Kaur District, Kaur Regency, Bengkulu Province), show that: 1) The planning stage of Village Fund Allocation in Guru Agung Village applies the principle of transparency. 2) At the stage of implementing ADD, Guru Agung village carried out self-management because the village government also wanted to improve the welfare of the community. 3) The stage of ADD accountability in Guru Agung Village, both technically and administratively, is good. Conclusion The Village Fund Allocation Management (ADD) carried out by the village government of Guru Agung I, North Kaur District, Kaur Regency has followed the guidelines in the legislation. Abstract

This study aims to examine or determine the participation of the Padang Betuah village community in creating tourism in the Padang Betuah village, Pondok Kelapa District, Central Bengkulu Regency. This study uses a qualitative descriptive approach. Data collection techniques by conducting interviews, observation and documentation. Informants in the study were the Village Head, Head of BPD, Secretary of BPD, Head of Bumdes, Head of People, Head of Youth Organization and Tourism Manager in Padang Betuah Village, Pondok Kelapa District, Central Bengkulu Regency. From the results of the study, it can be concluded that the participation of ideas when developing the Gedang Lake tourism can be concluded that participation has been carried out to the maximum. Judging from the results of interviews, the participation given in terms of this planning has been maximized, as evidenced by the many plans that have been planned by the Village Head, BPD and the Secretary of the BPD, BumDes, Tourism Managers, Youth Organizations, and Heads of People who have given participatory thoughts about what is being done. will be built and developed in Lake Gedang. Participation in this implementation has not run optimally due to the many obstacles when carrying out a development that has been planned by the community, such as constrained by non-existent funds, obstacles on land which in fact is privately owned and has been used as plantation land. Participation in the utilization of these results does not yet exist because the results obtained from tourist attractions are not included in the income of BumDes but to private or private so that the community certainly cannot reuse the results that have been obtained from the Lake Gedang tourist spot. Participation in this evaluation has not been maximized because many plans have not been fully implemented, due to many obstacles during implementation.

Abstract

The purpose of this research is to find out how the implementation of regional regulation (PERDA) no. 07 of 2017 about street children, homeless people and beggars in Bengkulu City. This study uses a qualitative descriptive method with data analysis techniques of observation, interviews and documentation. The informants in this study were the Bengkulu City Social Service, members of the Satpol, beggars, vagrants. Based on the results of the study, it can be concluded that communication has shown optimal results based on the fact that the research conducted has not been optimal in terms of transmission, clarity, and consistency when delivering information to policy implementers. Resources also show optimal results where aspects, information, authority are categorized as maximum, but for the aspect of facilities it is maximal because there are still many facilities needed or updated for parking attendants on duty and there are still frequent rejections from residents in terms of opening new parking lots and the staff aspect is still said not to be. optimal because there are still many illegal parking found. Disposition Showing the results that are less than optimal, it can be seen that the lack of facilities that support the implementation of the program. The bureaucratic structure is categorized as optimal based on research conducted with several informants saying that it is optimal in terms of work guidelines based on SOPs that are easily understood by policy implementers and carry out well.
