Abstract

Purpose: This study established the effect of Boda-boda Business Activity (BBA) on socioeconomic transformation in Wakiso District, Uganda. Methods: This study employed a descriptive design with quantitative and qualitative approaches. A total of 89 respondents were determined from 114 people at the boda-boda stage in Kitemu.  Questionnaires and interviews were used to collect data. The data were analyzed using SPSS to generate descriptive statistics. SEM was employed to establish the causal effect between the variables. Results: The results indicated that people joined BBA to earn a living to support their families (Mean=4.4; Std.D=0.756), due to a lack of jobs (Mean=4.07; Std.D=1.055), and ease of repairing motorbikes (Mean=3.85; Std.D=1.417). Furthermore, BBA had a significant effect on socioeconomic transformation (?=0.392; p?0.000). Conclusion: The BBA has the potential to bring substantial socioeconomic transformation, including employment creation (mean=4.0), improved mobility (mean=4.12), and stimulated local commerce (mean=3.79) in Kitemu Ward. Thus, the BBA had a positive effect on socioeconomic transformation (?=0.392, p<0.001). Limitation: The study employed a descriptive survey design on motorbike riders in Kitemu Ward, which might hinder generalization of the study findings. Thus, more studies need to be conducted using different research designs on a larger sample of boda-boda stages in Wakiso. Contributions: This study provides information to the Ministry of Work and Transport on how the boda-boda sector can be improved to enhance socioeconomic transformation in Wakiso.

Abstract

Purpose: This study aims to examine the relationship between government spending and agricultural output in Zimbabwe, while also evaluating the effects of macroeconomic variables such as inflation, carbon emissions, rainfall, population growth, and temperature on agricultural output. Methods: The Autoregressive Distributed Lag (ARDL) model was employed using time-series data from 1980 to 2022. Data were sourced from the World Bank and the IMF. Diagnostic tests, including stationarity checks, cointegration analysis, and stability assessments (CUSUM and CUSUMSQ), were conducted to ensure the robustness of the model. Results: The findings reveal significant short- and long-run relationships between government spending and agricultural output. Government expenditure, rainfall, and population positively influenced agricultural productivity, whereas inflation and carbon emissions had a negative effect. The ARDL model explains 95% of the variation in agricultural output, indicating a strong model fit and predictive power. Conclusion: The Autoregressive Distributed Lag (ARDL) model demonstrated a positive relationship between government spending and agricultural output in both the short and long terms. Based on the results, the study concluded that sustained government support through subsidies, grants, and other resources has the potential to enhance agricultural productivity in Zimbabwe over time. Limitations: The study is limited by the availability and quality of historical data, which may constrain the precision of certain estimates. Contributions: This research assists the Ministry of Lands, Agriculture, Fisheries, Water, and Rural Development in developing targeted interventions to enhance the performance and resilience of Zimbabwe's farmers and agribusinesses. The findings can help the Reserve Bank of Zimbabwe align its policies with the evolving needs of farmers, especially post-COVID-19 and amid the Russia-Ukraine conflict.

Abstract

Purpose: This study analyzes how well the Palapa Ring project helps provide equal Internet access across Indonesia, especially in the 3T (Frontier, Outermost, and Disadvantaged) regions. It aims to understand the role of policies and regulations in supporting the project's success and ensuring that all citizens have fair access to digital connectivity. Methods: This study used a normative-juridical method with a qualitative approach. It analyzes the laws and policies related to the Palapa Ring Project. Data were collected by reviewing legal documents, government policy reports and academic writings. No field surveys or specific software were used, only a literature review. Results: The study found that The Palapa Ring project has helped expand Internet access in 3T regions through cross-sector collaboration. However, there are still problems related to regulations and supervision that need to be improved to keep the project effective and trustworthy. Conclusion: The project has made progress in increasing digital access in remote areas; however, stronger regulations and better oversight are necessary to maintain and improve its impact. Limitations: This study is limited to analyzing documents and policies; it does not include direct field observations or interviews, which may limit practical insights. Contributions: This study contributes to the discussions on digital equity, public policy, and infrastructure development. This is useful for policymakers, government agencies, researchers, and organizations working on digital transformation, especially in developing countries or underserved regions.

Abstract

Purpose: This study aimed to analyze the implementation of the Building Construction Permit policy and to analyze the inhibiting factors for implementing the Building Construction Permit policy based on the Regional Regulation of South Timor Tengah regency Number 7 of 2015 in So'e city, South Timor Tengah regency. Research methodology: This research was qualitative research using a descriptive approach. The data were collected through interviews, observation and documentation. Results: The inhibiting factor for the implementation of the Building Construction Permit policy in So’e city, South Timor Tengah regency is the limited resources in the form of human resources, financial resources, operational resources, buildings that are not in accordance with spatial planning and many buildings that violate the boundary lines as well as public understanding of building permit regulations. Limitations: This study only analyzed the implementation of the Building Construction Permit policy based on the Regional Regulation of South Timor Tengah regency Number 7 of 2015 in So’e city, South Timor Tengah regency. Abstract

Purpose: This study aimed to determine the role of indigenous institutions in implementing the Oetulu village Empowerment Policy of Musi district of North Central Timor regency. Research methodology: The research method in this study was a descriptive research method with a qualitative approach. This study used policy implementation theory models from Donald Van Meter and Carl E. Van Horn (1975)). Results: Six variables affect the implementation, namely: First, policy standards in the form of rules related to indigenous institutions in Oetulu village have been flawed at the formulation stage. Second, the human resources of Oetulu village indigenous institutions are not utilized by the Village Government. Third, communication between organizations and strengthening activities is still not effective. Fourth, the implementing agent has an open level of communication both vertically and horizontally, but this communication is constrained at the vertical level. Fifth, economic conditions in the jurisdiction or implementing organization are not enough to support the implementation of the policy and. Sixth, the disposition of the implementer. Limitations: This research only discusses the role of indigenous institutions in implementing the community empowerment policy of Oetulu village, Musi district of North Central Timor regency. Contribution: This research becomes scientific information for public administration science.

Abstract

Purpose: This study discusses the relevance of proportions of youth representatives in the governance of Uganda Research Methodology: The central approach for this article was a desk review of obtainable works on youth representation in Uganda and other parts of the world Results: The outcomes suggest that the political interests considered as youth interests remain a big challenge and are hard to separate from other interests and are often considered public interests. As a consequence, proportions are one of the means to reimbursing for obstacles against the youths (and other marginalised groups) as well as an incentive towards their role in both politics and the national economy, which aim to achieve a degree of age-based parity in political statistics and as an element of democratisation processes. Thus, considering this method in relation to representational and expressive representatives who symbolise a unique constituency is necessary. Limitations: This study's main limitation is that much of the issues raised are limited to Uganda and may not be generalized across other countries with different political environments. Contribution: This study is relevant to Public Administration and political science seeing that youth functional roles remain loose in poise since what is represented is reliant on diverse stakeholders whose interests are not static. Abstract

Purpose: There is mounting fear that the present-day Local Government managers do not appropriately respond to pro-poor service delivery. Yet, the number of people lacking access to quality services is swelling. This fault has placed a growing burden on Local Governments to enhance local councilors' political accountability by ensuring that the basic services are made delivered to citizens with accountability. Given the different challenges and observed shortage of political accountability in Uganda, this study examined the contribution of political accountability towards achieving pro-poor service delivery in a Ugandan Municipality. Research methodology: Using five Focus group discussions, perspectives on accountability are debated as a foundation for improving service delivery. Limitation: The study covers only Uganda and may not easily be generalised to other countries. Results: Results indicate that political accountability is key to implementing a municipal development plan. Contribution: The study contributes to knowledge so that hands-on accountability holds potential and requires more consideration as a means to assimilate learning-based methods and role-players network to back up the delivery of pro-poor services. It is proposed that local councilors become more responsive to meet the growing need for pro-poor service delivery in a Municipal council. Abstract

Purpose: The purpose of this study was to examine the human resource capacity of the Head of Personnel Subdivision in the Organization of the Scope of the Malaka Regency Government, to find out supporting factors and constraints of the Human Resources Capacity its function and to find out the efforts taken by the Organization of the Regional Government of the Malaka Regency in increasing the capacity of Human Resources Head of Personnel Sub Division. Research methodology: The research method used in research was qualitative research methods with the type of case studies. Results: This study’s results are that human resource capacity is inadequate due to the low educational qualifications held by the Head of Personnel Sub-division within the scope of the Malaka district government. Limitation: This study’s limitation is that this research only focuses on the phenomena in the Malaka Regency so that the results of similar research can produce different findings if carried out on other research objects. Contribution: This research’s contribution is that it can provide scientific information for students of public administration programs and can be a scientific reference in the formulation and development of civil service innovations within the local government of Malaka Regency. Abstract

Purpose: Despite the economic importance of rural transportation, it is often being neglected. This study is aimed at identifying the challenges of rural transportation in the Soba Local Government Area to recommend measures for tackling them. Research methodology: Both interview and observation methods were applied in data collection and purposive sampling was adopted in choosing rural areas covered by the study. However, 140 interviewees were asked from five areas chosen. The interviewees were transporters, commuters and other stakeholders in rural transportation. Descriptive and inferential techniques were used in data analysis. Results: The results revealed that road conditions were in a deplorable state, about 39% of interviewees considered them bad and only 25% said they were good. About 43% of the interviewees said transport fare was expensive. About 41% of vehicles used were in bad shape, 84% of the interviewees said passengers often spend more than 30 minutes to get a vehicle. The result also showed that there was a significant relationship between good transportation network and economic development. Limitations: The scope of the study should have been wider to cover the whole eleven political wards of the local government area. The sampling method used might not necessarily give a true reflection of what happens. Contribution: Rural transport contributes immensely to the development of the world. It creates jobs, access to markets and infrastructure. This study is consistent with Sustainable Development Goals (SDGs) goal 9 and 11. Which are aimed at building resilient infrastructure and settlements. Keywords: Local, Government, Area, Rural, Transportation
