Abstract

This study aims to determine the effectiveness of health services at the Jailolo Hospital and to determine the factors that influence the effectiveness of the Jailolo Hospital services. This research method uses a qualitative method with a descriptive research type. The data were collected by interview, observation, and documentation techniques. To determine the effectiveness of health services at the Jailolo Hospital, researchers analyzed data using six indicators according to the Regulation of the Minister of Health of the Republic of Indonesia number 4 of 2019 concerning Technical Standards for Fulfilling Basic Service Quality in Minimum Service Standards in the Health Sector. The results showed that the effectiveness of health services at the Jailolo Hospital had been carried out but not yet fully effective because there were still services that were complained about because they were not good in terms of discipline and comfort. Polyclinic directions were not provided, the lack of medical support equipment, and complaints were aspirated through the form of complaints that have been provided by the complaint installation. The Jailolo Hospital always improves and updates suggestions/aspirations from the community and factors that affect the effectiveness of services, namely the awareness factor of officers to serve service users with their capabilities. Regulatory factors greatly affect services as well as good timeliness procedures that have been set but have not been implemented by service personnel; the human resource factor affects the effectiveness of services because attitude training and education related to health services have not been provided. The service facility factor is also important for the achievement of service effectiveness because by providing medical services and medical support to the maximum, it will lead to a positive response from service users which can increase the effectiveness of Jailolo Hospital services.

Abstract

Karang Rejo is one of the villages in Simalungun district, Gunung Maligas sub-district, North Sumatra province, Indonesia. One of the things that is being focused on in the village is the road across the village which is increasingly deteriorating and dangerous for local people to pass through. Community participation is also very much needed to support the improvement of cross-village road infrastructure so that it is suitable for passage again and it is easy for people to carry out activities such as work, school, and other activities. Not only participation in decision making, but the community must also participate in implementing development. The purpose of this writing is to find out and analyze the role or participation of the community in the construction of cross-village roads in Karang Rejo village, Simalungun district. The author uses a method, namely a qualitative descriptive method where the author describes and analyzes the phenomena that occur in the problem. The results of this research are that there are still minimal people participating in the construction of cross-village road infrastructure in Karang Rejo village, Simalungun Regency, Gunung Maligas District. In the implementation of this development, those who are seen and participate are the people who give their energy and time rather than the people who donate materials and funds in the form of money. The government programs implemented are none other than for the community, so they require community involvement. The community needs to work together with the government to strengthen, facilitate, and maintain the implementation of development programs.

Abstract

Community development, which seeks to increase participation and a sense of participation and belonging together in the program to be implemented, must also contain elements of community empowerment. Empowerment refers to the ability of people, especially vulnerable or weak groups, to have access to productive sources that enable them to increase their income and obtain the goods and services they need and then participate in the development process and decisions that affect their environment. or themselves. In reality, this process often does not appear automatically, but rather grows and develops based on the interaction of local communities with external parties or social workers who work based on charitable encouragement or a professional perspective. These social workers act as social assistants. Who is present as an agent of change who is involved in helping solve the problems they face. Social assistance can be interpreted as a dynamic interaction between poor groups and social workers to jointly face various or various challenges. Community development is also interpreted as a strategy of choice in the context of alternative development, while the concept of alternative development in development discourse is then a reaction to the weaknesses of the development model, also overcoming the problem of poverty, preserving the environment and solving strange social problems that oppress society.
