Abstract

The COVID-19 pandemic has had a negative impact on MSMEs in East Java Province, one of which experienced a decline in sales and customers due to the PSBB and PPKM policies. The policy requires all MSMEs to carry out business activities online, but not all MSME actors are able to carry it out. The aims of this study were to analyze the perceptions of MSME actors in East Java during the COVID-19 pandemic, to find out the agrotechnopreneurship-based i-SMARTS system model, and to analyze the impact of the i-SMARTS system on the income of MSME actors and Gross Regional Domestic Product of East Java. The method of determining the sample in this study used the convenience sampling method with a total sample of 30 respondents. The data analysis used in this study were a Likert scale, systems approach analysis, and simulative descriptive analysis. The results showed that the perception of MSME actors towards business activities during the COVID-19 pandemic was 73.2% which means that MSME business activities are still less effective and as many as 78.9% of respondents really need an institution that oversees MSMEs in East Java. i-SMARTS as an agrotechnopreneurship-based institution offers various facilities to assist MSME actors in increasing their income during the COVID-19 pandemic. The application of i-SMARTS based on agrotechnopreneurship was able to increase the income of MSME actors during the COVID-19 pandemic from IDR 5,571,666.67 to IDR 9,750,416.67 and had implications for an increase in Gross Regional Domestic Product of East Java. i-SMARTS is the right solution strategy to overcome all the problems faced by MSME actors during the COVID-19 pandemic and develop the MSME sector to support the acceleration of East Java’s economic recovery.

Abstract

The economic shock as a result of the Covid-19 pandemic resulted in an economic contraction, including East Java. The shift in consumer behavior in utilizing e-commerce to adapt to pandemic constraints is a good catalyst for stimulating household final consumption as the largest shareholder in the East Java economy. This study tries to identify socio-demo graphic and spatial factors that can be optimized for the acceleration of East Java’s eco nomic growth during the disruption from the demand side. The results of the identification of individual behavior in online shopping as well as district/city aggregates indicate several socio-demographic and spatial factors that can be optimized. Mapping districts/cities based on the dimensions of online shopping activities and ICT infrastructure conditions can be a more specific alternative solution to further optimize the potential for increasing household consumption as an effort to accelerate economic growth during the Covid-19 pandemic appropriate with the characteristics of each region.

Abstract

The Indonesian government has a discourse to implement the tax imposition policy on staple foods during this pandemic. If the policy is implemented, it is feared that it will have a negative impact on the economy, especially in East Java. This study aimed to analyze the East Java economic model and simulate the application of the staple food tax during the COVID-19 pandemic. This study uses an econometric model with a simultaneous equation system using the Two-Stage Least Square (2SLS) method. The analysis results show that the implementation of the basic food tax, either 5 percent or 10 percent, will not have any implications for increasing East Java's GRDP. Moreover, the policy will have implications for the decline of the economy of East Java as a whole. Therefore, the government needs to reconsider the policy of taxing staple foods.

Abstract

The COVID-19 pandemic has resulted in vulnerable conditions for MSMEs, including the funding aspect. As the largest contributor to the East Java economy, MSMEs must receive more protection, one of which is by selecting the right alternative capital. By combining the results of a literature study and interviewing informants, this paper describes alternative funding solutions as an effort to recover the economy during the pandemic. The results of the interdisciplinary analysis found that the proper alternative funding for MSMEs was Equity Crowdfunding (ECF). ECF is able to attract investors who have both economic and social intentions. Both intentions are considered equally important with the purpose of this alternative funding, namely to establish protection in the capital aspect for MSMEs. In addition, ECF currently has many potentials, especially considering the popularity of millennial investment trends and “hijrah financial”—financial migration to the sharia economy—among Indonesian people. Juxtaposed with the results of interviews, the interdisciplinary analysis is expected to describe the real situation of economic conditions in East Java. Then the output produced by this paper will be in the form of suggestions for MSMEs and the government regarding the use, development, and provision of education related to ECF.
