The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

Abstract

Penelitian ini bertujuan untuk mengetahui program kerja calon kepala daerah, tipologi pemilih dan hubungan program kerja calon kepala daerah dengan tipologi pemilih. penelitian menggunakan jenis penelitian deskriftif kuanlitatif yang bisa disebut juga penelitian taksonomik. data dikumpulkan mengunakan depth interview dan penyebaran angket pada 350 responden dari 14 kabupaten dan kota dikalimantan barat. hasil penelitian menunjukan bahwa terpilihnya calon kepala dan dari partai pendukung calon dengan tipologi pemilih. dari 4 tipologi pemilih, maka tipologi pemilih rasional dan kritis  memilih calon pasangan pertama (sebagai pemenang) karena program kerja pasangan pemenang lebih berotientasi pada cicri-ciri tipologi pemilih rasional dan kritis. tipologi pemilih rasional dan kritis mendukung program kerja calon kepala daerah yang mengedepankan solusi logis permasalahan ekonomi, pendidikan, kesejahteraan, sosial budaya dan pemerataan pendapat dan tidak terlalu terikat pada pendekatan nilai-nilai tradisonal, primordialisme asal usul suku dan agama.Kata Kunci : program kerja, tipologi pemilih, strategi kebijakan, pilkada.

Abstract

Capacity Management of Entrepreneurship and Organizational Performance. This studyaimed to determine the effect of the macro environment, organizational culture, regional endowmentand entrepreneurial management capacity on organizational performance. The study design usingquantitative methods with a sample of 48 official Department of Cooperatives and Small and MediumEnterprises Province Riau. Data were collected through a questionnaire and analyzed using pathanalysis techniques using SPSS for windows. The results showed that the influence of the macroenvironment, organizational culture, regional endowment directly on organizational performance isvery weak (not significant). Influence of macro environment, organizational culture and endowmentregions on organizational performance can be significantly over capacity variable entrepreneurialmanagement. Strong direct influence on organizational performance is entrepreneurial managementcapacity but overall macro environmental influences, organizational culture, regional endowmentand entrepreneurial management capacity on organizational performance is still weak and only gavethe contribution to the performance of the organization as much as 7.61%. The findings of thisstudy show needs to do further research on other factors that predominantly affects organizationalperformance such as motivation, professionalism and entrepreneurial spirit.Key words: entrepreneurial management, performance, public entrepreneurship, reinventing local government.

Abstract

The research explain theimplementation of educational decentralization policy in the Tangerang Regency, Banten Province,Indonesia. The research is intended to answer the question, “Why the output of the implementationof educational decentralization didn’t meet with society’s expectation”. This research used qualitativeapproach because to understand of empirical phenomenon. Based on qualitative method, researcherplays as main instrument. Observation, in-depth interview, focus group discussion, and documentarystudy were used for submitting the data. To answer of research problem, used theories of EdwardsIII. The research found that result of implement educational decentralization policy in TangerangRegency not accordance with the society’s expectation. There were five factors caused: (1) It hadnot developed operational legal framework on the function given, (2) It had not made operationalagent organization where design, enrollment, instruction, and function suitable with its functions,(3) It had not allocated their adequate fund to carry out educational service; (4) The operationalagent had not been able to set comprehensive and operational planning, and (5) Educational apparatuscould not practice qualified learning process.Key words: educational decentralization policy, legal framework, comprehensive planning.

Abstract

Penempatan TKI ke luar negeri masih menjadi pilihan kebijakan mengatasi masalah ketenagakerjaan di indonesia, tetapi dalam penempatan TKI ini, permasalahan yang rentan adalah masalah yang dihadapi khususnya TKW yang berasal dari kabupaten sanggau.tujuan penelitian ini adalah untuk mengetahui implementasi kebijakan penempatan TKW, faktor apa saja yang mempengaruhi kebijakan penempatan dan mendeskripsikan solusinya.penelitian ini menggunakan pendekatan kualitatif.Kata Kunci : kebijakan, TKI, trafficking, penyimpangan, pengangguran

Abstract

This study aims to determinethe allocation of policy implementation in the Village Fund Pasongsongan Village, DistrictPasongsongan, Sumenep fiscal year 2008-2012. The method used was a longitudinal descriptivequalitative approach. Data retrieval techniques using the documentation, interviews, observation,and triangulation. Determination of informants with purposive sampling techniques and snowballsampling. The process of data analysis to study the content and Model Miles and Huberman. Policyof 70% utilization of funds ADD in the budget last five years focused on physical develop-ment,namely infrastructure development for rural government and transportation infrastructure development.While five other areas of community development activities that more directly touches the welfare ofthe people neglected to include the development of production, marketing, appropriate technology,health and education by reason of lack ADD goverment received..Key words: decentralization, policy implementation, allocation of village funds, community empowerment.
