The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

Abstract

Implementation of Corporate Social Responsibility Program in Enhancing Community Welfare. The purpose of this study is to investigate the implementation of corporate social responsibility program at PT. Arara Abadi in improving the welfare of the community. Informants in this study are implementing corporate social responsibility program of PT. Arara Abadi and village government officials, village communities. Data collection technique were interview, observation and documentation. Analysis of data through the process of presenting the data, data reduction and conclusion. The research found that the implementation of corporate social responsibility program at PT. Arara Abadi in improving the welfare of people in Pelalawan 2015 has been running pretty well. But the benefits of this program can not be enjoyed by the whole group policy goals.

Abstract

Evaluation of Rehabilitation of Disabled Persons Program. This study aimed to evaluate the implementation of the Disabled Rehabilitation Program at the Department of Social Dumai. This research is a descriptive study with qualitative approach. Informants in this study are those that play a role in the implementation of the Disabled Rehabilitation Program at the Department of Social Dumai. Data collection technique were interview, observation and documentation. Analysis of data through data reduction, data presentation and conclusion. The results showed that the implementation of the Rehabilitation of Persons with Disabilities Program in Social Service Dumai seen from indicators of effectiveness, efficiency, adequacy, equity, responsiveness and accuracy, there are still many shortcomings. None of the evaluation indicators used can be fulfilled in the Implementation of the Programme of Rehabilitation of Persons with Disabilities on Social Department Dumai.

Abstract

Between Regional Development Disparities. The purpose of this study was to analyze the conditions of development disparity and the factors that most influence the development disparity between the Regency/City in Riau Province, as well as to analyze the correlation between the disparities of development and prosperity. The research method uses quantitative and qualitative approaches. Data used is secondary data obtained from the Central Bureau of Statistics and agencies associated with this research. Data were analyzed using multiple linear regression. After doing research, it was found that the value of the index development gaps between regions in Riau province is at a high level. Factors that most influence on the development disparity between the Regency/City in Riau Province is the Human Development Index. The disparity between the development and welfare of the community there is a causal relationship, as well as the correlations between them are positive.

Abstract

Education, Training and Performance Civil Servants. This study aims to determine the effect of education and training on the performance of the Civil Service Agency for Community Empowerment, Government and Rural Development of Riau Province. This type of research is quantitative descriptive. The population is all Civil Servants in the Community Empowerment Board, Government and Rural Development Riau province that is numbered 91 people. All the population sampled. Data collection techniques were questionnaires, interviews, and observations. Analysis of data using multiple linear regression. The results showed that education and training each have a positive and significant impact on the performance of the Civil Service to the Community Empowerment Board, Government and Rural Development of Riau Province. While the constribution of education and training together has influenced the performance of 19.8%.

Abstract

Quality of Service, Student Satisfaction and Loyalty. The study aims to determine the effect of service quality and student satisfaction to loyalty student at the University library Riau. The population is all students at the University of Riau. Samples taken as many as 98 students to make use of the formula slovin. The technique of collecting data using questionnaires, interviews and observation. Analysis of data using path analysis (path analysis). The results showed that the quality of service, satisfaction student and loyalty to Riau University library has been good. The quality of service can be a direct affect on student loyalty with r 0.435 and indirectly also affect the service quality of student satisfaction affects loyalty with r 0,535 students.

Abstract

Competence, Work Discipline and Employee Performance. The aim of this study was to analyze the competence and discipline significant effect on the performance of work organization Forest Management Unit (FMU) of Riau Province. This research was conducted in four (4) Organization of Forest Management Unit (FMU) of Riau Province. According to the research methods included into the survey. The method used is the census sample with a sample of 36 people. Data collection techniques using three approaches namely interviews, questionnaires and documentation so that all the necessary data can be collected quickly and systematically. Analysis of data using multiple linear regression analysis to examine the effect of independent variables inferential competence and discipline on the dependent variable of employee performance. The results showed competence and discipline significant effect on the performance of employees Organization of Forest Management Unit (FMU) of Riau Province. Competence and discipline of work together and partial positive and significant impact on employee performance Organization of Forest Management Unit (FMU) of Riau Province. It gives the sense that the better competence and discipline employees who owned the higher the employee’s performance. Competence effect is more dominant than the disciplined employee organization Forest Management Unit (FMU) of Riau Province.
