Abstract

 Service Quality and Trader's Satisfaction In Paying Market Levy. This study aims to determine and analyze the effect of service quality on market merchant satisfaction at Pekanbaru City Market Service in paying market levies. The type of research used is survey research. The population of this study is the market traders and samples of 100 people who carried out accidentally. Technique of collecting data is done by observation, questionnaire and documentation. Data analysis method used is multiple linear regression. The results showed that the dimensions of service quality simultaneously and partially positive and significant effect on market traders satisfaction. The empathy variable is the dominant variable affecting market trader's satisfaction.

Abstract

  Implementation of Regional Regulation of Pekanbaru City Number 8 Year 2014 on Waste Management. This study aims to determine the implementation of Perda Pekanbaru No. 8 of 2014 on waste management. This study used descriptive qualitative method. Primary data obtained directly through interviews from key informan, namely Head of LKMD, Head of RW. Secondary data were obtained from research documents. The results showed that the elements of communication factors support the successful implementation of Regional Regulation No. 8 of 2014 in Simpang Tiga Village. Elements of the resource factor support the successful implementation of Local Regulation No. 8 of 2014 in Simpang Tiga Village, but support from the equitable distribution of human resources quality, availability of facilities and incentives is still inadequate. Similarly, elements of the disposition factor and elements of the bureaucratic structural factor also support the successful implementation of Regional Regulation No. 8 of 2014 in Simpang Tiga Village. The inhibiting factors include uneven quality of human resources, inadequate facilities, poor compliance. The supporting factors in the implementation of Regional Regulation No. 8 of 2014 include: leadership, organizational structure, number of administrators, offices, infrastructure and facilities, clear legal basis, increasing number of migrants, and rapid urban development.

Abstract

 Policy Implementation of Visa Free Visits. This research is motivated by the implementation of Presidential Regulation Number 21 of 2016 on Visa Free Visits to 169 Countries in the Immigration Area of First Class Pekanbaru. The purpose of this study is to find out how the policy implementation of Visa Free visits  by Immigration Class I Pekanbaru in foreign supervision. This research uses qualitative approach with eskploratif research type. Key informants come from the Office of Immigration Class I Pekanbaru, Office of Manpower Riau Province, Municipal Labor Office Pekanbaru, Tourism Culture Office Pekanbaru, Kodim 0301 Pekanbaru, Pekanbaru Police and BNP Riau Province. Data collection techniques are interviews, observation and documentation. Data analysis uses interactive methods, ranging from data reduction, data presentation and conclusion. The results of this study indicate that Visa Free Visits Immigration Class I Pekanbaru not maximized, it is seen based on the element of inter-organizational relations behavior in the supervision of foreigners less coordinated so that it has inequality of authority between regional institutions and the behavior of lower level implementors who consider that the policy Visa-free visits will add to immigration work hours and harm the country. But related to the conductor in performing immigration traffic service at the Immigration Checkpoint of Sultan Syarif Kasim II Airport Pekanbaru to foreigners entering the city of Pekanbaru has done well.

Abstract

Implementation of Forest Management Policy at Site Level. This study aims to find out how the implementation of forest management policies at the level of site in Production Forest Management Unit (KPHP) Unit Unit XVIII Kampar Kiridan what factors become obstacles facing toward actual condition as an independent KPH. Informant research is the people who are considered to know things related to research problems. This research is included in case study research. The method used in this research is qualitative descriptive, data collection by interview, observation and studying regulation. The results show that the implementation of forest management policy at the site level in KPHP Unit Model XVII Kampar Kiri not in accordance with the policy which narrated in the form of regulation which have been issued by Ministry of Environment and Forestry (LHK) and still not fully get support from Local Government of Kampar Regency. The activities undertaken in KPHP Unit Model XVII Kampar Kiri have not entirely refer to the Long Term Management Plan (RPJP) for 10 years (2015-2024).

Abstract

Responsiveness and Accountability of City Government to Improve the Statusof Child-Friendly City. This study aims to determine the implementation of responsiveness and accountability of the City Government to improve the status of Decent City Children. The method used qualitative descriptive approach. Primary data obtained from interviews and observation. Secondary data obtained from data collection with documents. Data analysis uses data collection methods, data reduction, data presentation, and conclusions. The results showed that the responsiveness and accountability of Pekanbaru city government to improve the status of city worthy of children in 2017 is quite optimal This can be seen from the improvement of the fulfillment of children's rights based on 24 indicators of Decent City Children that have been determined from the Ministry of Women Empowerment and Child Protection.

Abstract

 Remuneration, Organizational Culture and Employee Performance. This research uses quantitative descriptive method. The population is 481 people and the sample is 83 people. Data collection techniques are questionnaires, interviews and observations. Data analysis using multiple linear regression. The results showed that Remuneration and organizational culture simultaneously have a positive and significant effect on employee performance on University of Riau Campus. Partially, each variable of remuneration and organizational culture have a positive and significant effect on employee performance on University of Riau Campus, while organizational culture variable is the most dominant variable affecting employee performance on University of Riau Campus. Based on the results of Coefficient of determination test shows that variable remuneration and organizational culture able to influence employee performance variable at the University of Riau Campus of 88.0% and the rest of 12.0% explained by other independent variables not examined.

Abstract

Non-Medical Staff Competence and Public Satisfaction Level. This study aims to determine the influence of non-medical staff competence on the level of public satisfaction in hospitals Arifin Achmad Pekanbaru. The method used is descriptive and quantitative method. The sample is outpatient by 2016 at Arifin Achmad Hospital Pekanbaru as many as 100 people. Data collection techniques questionnaire, observation and interview. The types and sources of data used are primary and secondary data. The result of research has been done, then the conclusion that is t value is 6,400 while t-table is (0.05,99) = 1.6603 because t count (6,400)> from t table (1.6603) hence Ho significant. Thus variable employee competence (X) effect on the variable level of public satisfaction in hospitals Arifin Achmad Pekanbaru. From the calculation results obtained R2 value of 0.956 it shows 95.6% changes to employee competence factors to the level of public satisfaction in hospitals Arifin Achmad Pekanbaru while the other 4.4% is determined by other factors not observed in this study.

Abstract

 Organizational Climate, Performance and Organizational Effectiveness. The study intends to find out the extent of the influence of the climate of ogranization and the organization's performance on the effectiveness of deconcentration fund management of government affairs in Riau Province. The method of this research is quantitative method with total population of 53 people. Data collection was done by direct research, interview and questionnaire. Then tested the validity and reliability, classical assumption test of data and multiple regression analysis using SPSS 16. The results showed that climate organization and organizational performance influence simultaneously on the effectiveness of deconcentration fund management government affairs with a contribution of 71.6%. While the rest of 28.4% influenced by other factors not examined in this study.

Abstract

Abstract: Implementation of Bupatl Regulation No. 65 of 2015 on Enforcing EmployeeDiscipHne. The purpose of this research is to know and analyze the implementation of Regent Regulation No. 65 of 2015 about the enforcement of employee discipline in the Public Works Department ofPelalawan Regency. The type of research is qualitative. The research informants are BKD, Satpol PP, Inspectorate and Secretary of Subag Umum Public Works Department of Pelalawan Regency. Data collection techniques are observation, interview and documentation. Data analysis uses interactive model, starting from data presentation, data reduction and conclusion. The results concluded that the implementation of Regent Regulation No. 65 of 2015 on enforcing discipline of employees in the Office of Public Works Pelalawan District is fluctuating or not maximized. While the factors influencing the implementation of Regent Regulation No. 65 of 2015 about the enforcement of personnel discipline in the Public Works Office of Pelalawan Regency are the factors of applying the sanction which is adi, political will factor, supervision factor and awareness factor.

Abstract

 Abstract: Standard of Shopping (ASB) on Preparation of Bimtek and Training Budget. This study aims to analyze the ASB that can be applied to the preparation of Bimtek Activities and Training budget in SKPD and identify the factors that have not been applied ASB in the preparation of the budget by the Government of Pekanbaru City. The research was conducted by using quantitative and qualitative descriptive research method. The study population is all technical guidance and training activities. Objects studied is the amount of technical guidance and training budget as outlined in DPA SKPD. Technique of collecting secondary data is in the form of document and financial report of government of Pekanbaru City. Technique of simple regression data analysis. The results obtained by ASB model for Bimtek and Training budget are: Y = 16.741.628,67 + 680.493,02 X, Y is total budget, while X is cost driver. There is one activity with an unusual budget value that exceeds the maximum budget limit of Bimtek Package Regulation on Financial Management.
