Makara Human Behavior Studies in Asia or Makara Hubs-Asia is a regional journal that seeks to advance understanding of human behavior in the context of Asia through the publication of empirical research articles that may stimulate further research. The word Makara symbolizes the emblem of the journals publisher, Universitas Indonesia, which means the well of knowledge that spreads across the continent. We use the word Asia to refer to people from the Asian continent, regardless of where they live. The journal welcomes research from any discipline that provides significant advancement of our understanding of human behavior in the context of Asia. The journal welcomes original research and review articles from the social sciences and humanities. Disciplines covered in this journal include Anthropology, Communication, Cultural Study, Criminology, Education, Management, Psychology, Psychiatry, Political Science, Public Policy, and Sociology. The mission of our journal is to stimulate research on human behavior in the context of Asia, which will ultimately improve our understanding of human behavior in Asia. The Asian continent has pressing social challenges in the 21st century, and this journal contributes to addressing those issues.

Abstract

Make-Up of education quality in college represent urgency insisting on to is immediately conducted by repair. MakeUp of that quality basically can be conducted with fox strategy of one of the subsistem : human being, structure, technological, and the organizational process. Its bearing with certifiable grad improvement strategy study in college, that change is conducted at subsistem of human being of technology and, covering : (1) student which is educating; (2) lecturer as instructor and educator; and (3) facilities and basic facilities. To get student with best seed, can be conducted with selection system which is only considering quality, non goals of amount of student so that output yielded can be enthused by the stock exchange labour. Lecturer of besides as instructor, at the same time as educator educating candidate ekonom become human being which with good moral as is intention of education. To execute that function, lecturer have to have functional position and improve its ability through education to ladder S2 and or S3 and also various seminar activity and or training. So with facilities and basic facilities, covering practice student in laboratory and or the adequate computerization

Abstract

The Wisdom of Language A Pragmatic Study on the Profile of the Post-New Order Era Mass Media Language. “Total Reformasi!” is the slogan circulated in the public discourse of the post-New Order era. All kinds of condemnation, grievances, and anger have been raised in various discourses, from formal to informal dialogues. In such an era, people’s collective memory is mostly associated with uncontrollable events, and it is eventually represented in the discourse of “the overdosed Reformasi” (Reformasi yang kebablasan). A word, phrase, and sentence basically have the potential of expressing both referential and contextual meanings. From a pragmatic point of view, a word, phrase, or sentence has a capacity to express either wise or unwise intentions. “Unwise intention” in the context of this research is defined as an act of transgressing or violating the ethics and etiquettes of a society. How can the discourse of Reformasi be constructed wisely? Is it necessary to appropriate unwise vocabulary in public discourses? Who holds the responsibility for fostering public wisdom? The wisdom of language has nothing to do whatsoever with manipulative acts in information dissemination. The wisdom of language relates to strategies of choosing certain linguistic features. Wisdom is a collective responsibility. A wise language would not be able to fully exist unless all of the related parties and resulting events make a concerted effort towards wisdom. Wisdom does not involve itself in the tug of war between the right and freedom of participating in discursive formations.

Abstract

Qualitative method has been widely be adopted in research practices in Indonesian tradition of social sciences including sociology. However, it seems there is misunderstanding on the method that is seen as additional to the quantitative one. This literature study intend to discuss related issues to the strengths and weaknesses of qualitative method. We do conclude here, that the method has productive potential for fostering the develomment of social theories as well as methodology in the context of Indonesian world. Hence, it is possible to bring Indonesian social sciences especially sociology into equal position of future dialog with the counterparts from the Western communities.

Abstract

Actualization Of Chinese Women’s Social Role In Jabodetabek. This research is based on a primary question "Why the actualization of Chinese women's social role is not frequently seen in Indonesia?"; Does it happen because of their 'double minority' position? ; Do they have willingness to show their social role in society? ; And some other questions around the issue which are interesting to find the answer. The focus of this research relates to human behavior which is hard to measure, so this research uses qualitative research methodology which is based on symbolic interaction perspective. An analysis on 101 respondents' answers to the questionnaires, and the result of action research and deep interview with some people who have been chosen, give us some conclusions. One of them: as human beings, even though Chinese women in Jabodetabek are on double minority position, they still have the willingness to actualize their social role. The area that becomes their primary choice is in religion, but some of them choose other areas like arts, sports, even politics. Their primary obstacle for actualizing the role in social life is the process of exclusiveness that has happened and has been carried out in their daily lives whether they realize it or not. It happens on their four social living aspects: tradition, language, education, and social environment. The main factor that has motivated them is their self awareness as part of Indonesian society. However, the material interest also has a slight influence on them.

Abstract

Discussing about the local authonomy, certainly cannot be separated from the financial capacity issue from each local government. This is due to the fact that the authonomy and decentralization are always directly connected with the total of the budget obtained by the local government. Therefore, this matter certainly will be related to the total of the Pendapatan AsliDaerah (PAD) and the percentage towards the APBD. From the description above, the priority scale of the activity is necessary to be arranged. The purposes of the activity are: (1) providing a basic programme of development planning entirely in the local authonomy framework based on the regulation (Undang-Undang) No. 32 Tahun 2004 concerning The Local Gevernment. (2) optimizing the development planning in Bandung through selecting the society’s need. (3) arranging the priority scale of the development activity in Bandung in 2006. The research method used in this paper is explorative descriptive with the quantitative technique by the software usage as one of egovernment applications. The result of the data analysis shows rank of each development activity which will be performed based on the determined criteria as the development priority in Bandung.
