Serunai adalah jurnal yang terbit per semester yang fokus kepada studi pengembangan masyarakat dari berbagai multi-disiplin ilmu pengetahuan. Jurnal ini secara umum berupaya untuk mengungkap lebih dalam cara-cara meningkatkan taraf kehidupanan manusia, dengan menawarkan solusi potensial seputar masalah kemiskinan, kesetaraan gender, pengangguran, kerusakan lingkungan, akses kesehatan rakyat yang buruk, ketidakadilan akses ekonomi rakyat, dan kurangnya partisipasi rakyat dalam kehidupan politik. Pengembangan masyarakat merupakan proses perubahan yang melibatkan parapihak antara lain negara, sekstor swasta, masyarakat sipil, aliansi politik, organisasi kemasyarakat, pers dan individu. Pengembangan masyarakat memiliki cara dan proses yang berbeda pada setiap tingkatan. Perubahan dalam keluarga, perusahaan dan pertanian; baik pada skala lokal, provinsi, nasional, dan global. Tujuan Serunai adalah untuk saling belajar dan berbagi pengetahuan antara satau sama lain, tanpa memandang suku bangsa, budaya, ekonomi, disiplin ilmu, maupun profesi. Serunai memberi manfaat dan keuntungan bagi penulis terutama dalam menyebarluaskan gagasan, ide, temuan praktik-praktik baik pengembangan masyarakat kepada khalayak yang sangat luas baik di tingkat nasional maupun global.

Abstract

Sextortion is sexual violence on the Internet, where the perpetrator first blackmails the victim materially or sexually, and at the same time threatens the victim by spreading pornographic content. Usually, the perpetrator obtains pornographic content from the victim by tricking or threatening the victim and using coding methods. Sextortion is a form of crime that violates human rights and degrades women. Therefore, the author through qualitative methods and conceptual approach tried to provide new ideas related to efforts to minimise the act of sextortion and how the community could avoid the act of sextortion, namely by filling the legal vacuum and using the KCT method (Recognize, Prevent, Respond).

Abstract

The Bojonegoro District Government, together with the Bojonegoro District Communication and Information Office (KOMINFO), had implemented the use of the OpenSID application as a means of providing better public services. One of the areas where this initiative was being carried out was in Kemamang Village, Balen Sub-district, Bojonegoro District. The objective of this research was to describe the Effectiveness of Implementing the OpenSID Application in Improving Document Services in Kemamang Village. This study employed a qualitative descriptive research method, focusing on effectiveness measurement based on Subagyo’s criteria, which included program targeting accuracy, program socialisation, program goal achievement, and program monitoring. The research findings indicated that the OpenSID programme in Kemamang Village had effectively achieved its goals and objectives. OpenSID had facilitated access and enhanced citizen satisfaction. However, the programme’s socialisation aspect had not been effective, leading to low citizen participation. Intensive socialisation involving the community was necessary. Programme monitoring needed enhancement to identify issues and improve programme quality. The challenge of application maintenance also required attention to ensure programme performance. By undertaking these measures, the OpenSID programme could become more effective and optimal. The implementation of the OpenSID application in Kemamang Village was ineffective in terms of the socialisation and programme monitoring indicators. The lack of citizen engagement in socialisation had resulted in a lack of awareness regarding document creation requirements. Therefore, the Village Government needed to actively participate in planned socialisation methods. Ineffective monitoring has also led to system maintenance issues. Therefore, the Village Government should conduct regular monitoring to address problems and enhance programme effectiveness.

Abstract

The role of stakeholders affect the implemented programme such as member participation and the impact of the role. This research used qualitative approach with descriptive method. The research method applied in this descriptive approach was a case study. The determination of informants was carried out by purposive sampling with key informants and snowball sampling techniques, a total of 12 informants. Data validity used triangulation as a method to validate the data. The results showed that the development of Gapoktan Sidomakmur in the food security programme involved five main roles of stakeholders. These roles included policy-making by the Bojonegoro District DKPP and Purwosari Village Government as policy makers, coordination by the Gapoktan chairperson and farmer groups as coordinators, and facilitator roles by BPP, PPLs, Village Facilitators, and Purwosari Village Government. Programme implementation involved members of Gapoktan, farmer groups, and the Purwosari Village Government as implementers, as well as the role of accelerators by the Purwosari District Government, PPLs, and Village Facilitators. Although cooperation between stakeholders in the development of Gapoktan Sidomakmur in Purwosari Village is quite good, not all stakeholders are fully involved in carrying out their roles, which was evident from the lack of maximum support for Gapoktan Sidomakmur’s programmes.

Abstract

Youth tend not to be interested in the agricultural sector. This study aimed to determine the perceptions that influence the interest of rural youth in the agricultural sector. This research was conducted using a quantitative approach and was conducted in Prambatan Village, Balen Sub-district, Bojonegoro Regency. The determination of informants was carried out using random sampling method and 70 youth in Prambatan Village were obtained as informants. Data analysis was conducted using the Structural Equation Modeling (SEM) method. The result was that there were three perceptions that significantly influence the interest of youth in Prambatan Village to do business in the agricultural sector, namely social perceptions (X2), psychology (X3), and convenience (X4). Meanwhile, economic perceptions (X1) and benefits (X5) had T statistics less than 1.96 and P values greater than 0.05. So for X1 and X5, Ho was accepted and H1 was rejected so that it was stated that it had no effect.

Abstract

The era of reform and democratisation, as well as the implementation of regional autonomy, is an important moment for women, especially in the regions, to actively participate in determining the direction of democracy in the life of the nation and state, but until now, politicians have more often shown interests that are not related to maintaining and implementing the sacred principles of democracy and the aspirations of the people. This situation occurs in the General Election Commission Regulation number 10 of 2023 Article 8 which is deemed not to represent women’s representation. For this reason, this paper discussed women’s representation in PKPU Number 10 of 2023 in the perspective of the theory of legal norms. The research method used was a normative juridical research approach. This approach involved legal research conducted by studying statutory materials and supporting literature to answer the problems being discussed. The result of this research was that PKPU Number 10 of 2023 not only contradicted the provisions of Article 245 of Law No.7 of 2017, but also did not provide certainty for the implementation of the zipper system as stipulated in the provisions of Article 246 (2) of Law No. 7 of 2017. Empirically, women’s representation was still a problem, both in political parties and when they became legislative members.
