Global: Jurnal Politik Internasional is a biannual peer-reviewed journal that specialises in foreign policy, international security, international political economy, and transnational issues involving actors of the Global South, having implications towards the Global South, or perspectives from the Global South that are often overlooked in the mainstream journals in the Global North. With its first issue published in 1990, Global is the oldest university-based journal of International Relations in Indonesia, a historically leading actor in the Global South. Hosted by the Department of International Relations, Universitas Indonesia, Global has been serving as one of the primary platforms for ideas exchanges among Indonesia’s most influential thinkers and beyond. In its attempt to internationalise and further bridge the North and South perspectives, the journal welcomes submission of manuscripts that would be of interest to scholarly communities and policymakers. For this purpose, since 2019 Global only publishes articles in English. Global publishes two types of articles: original research articles offering theory-driven empirical analysis and review articles that critically examine contemporary debates in International Relations literature.

Abstract

The role of non-state actor in contemporary world politics is increasingly important. After 9/11, scholars of security study and security practitioners begin to concern about the non-state actors which usually called as terrorist group or terrorist organization. The use of violence by those actors makes them can be classified as Violent Non-state Actor (VNSA). It cannot be denied that VNSAs activity can affect the state security policy and provoke state to war against them. Therefore, this paper will examine Jabhat al-Nusra—as an actor with tied to Al-Qaeda—involvement in the Syrian armed conflict, as a phenomenon that illustrates the role and influence of VNSA in affecting state behavior. This paper will try to show any factors that allow Jabhat al Nusra capabilities to be an important actor on the conflict dynamics. This paper argues that VNSA global politics potential character within Jabhat al-Nusra, is the factor that make them can grow to be a main actor in the rebel ranks and affecting the United States policy in the Syrian armed conflict.

Abstract

Energy security concept is contextual and understood in different ways in different context. This paper examines the development of the literatures of energy security. Using chronological method of organization, this paper classifies the literatures into three different periods: 1970-1990, 2000-2010, and post-2010. From this classification, it is found that there is a proliferation of themes in the definition of energy security concept. The concept has expanded from what was initially limited to availability and affordable price, to include themes such as infrastructures, environment, social impacts, efficiency, governance and public policy. This raises a debate as to whether the energy security concept need to be broadened to accomodate the emergence of new challenges or to remain limited in definition so that it would not lose its meaning. This paper then further argues that the definition of energy security should be attached to the definition of security as, “survival in the face of existential threat,” so that security concept itself would be able to retain its focus. Taking a contextual perspective and conceptual variation over time, this paper aims to present a theoretical debate on how energy is understood as a security issue and to serve as a reference for energy policy making.

Abstract

This study examines the relationship between country’s reliance on renewable energy, energy profile, and political economy aspects using dynamic panel data models for a global panel consisting of 43 countries. The time component of our dataset is 1990-2012 inclusive. To make the observation more specific, this study investigates the relationship of a number of sub-samples which are constructed based on the region where the countries belong. In this way, this study ends up with several region samples; namely Western, Asia, Middle East (ME), Africa, Commonwealth of Independent States (CIS), and Latin America. In the empirical part, this study performs a region-based analysis to capture any variations and logical explanation behind them. The results suggest that dependency on oil import, engagement on international environment agreement, economic development, and country size country’s reliance on renewable energy are among the factors that are statistically significant to influence country’s adoption of renewable energy.

Abstract

This article explains the influence of the United States of America to Indonesian counter-terrorism. Two aspects of counter-terrorism are explained: effectiveness and adherence to human rights values. It argues that America’s emphasis on the need to forge security cooperation in responding to terrorism facilitated human rights values to be adopted as justification of counter-terrorism, rather than a balancer to its effectiveness. Indonesia’s cooperation with the U.S in counter-terrorism has facilitated the growth of the restitutive or kinetic measures, but neglects a strengthening of political leadership over institutional development of counter-terrorism. The latter can be judged from the absence of policy-evaluation, strategy document, and joint capacity-development of other agencies responsible for counter-terrorism. In the long run, this paper argues, the lack of political leadership nurtures the tradition impunity to the security apparatuses in the conduct of counter-terrorism.

Abstract

The world has changed speedily in the decade since the end of the Cold War. An old system has disappeared and, even though it is easy to classify what has changed, it is still not yet clear what exactly the new system has taken its place. This changing of the system has given rise to significant questions around how conflict resolution will be able to accommodate all various type and pattern of conflict and able to provide the wide array of methods used to manage and resolve it. This paper will describe two main discussions which later will describe the position of Conflict resolution perspective in order to accommodating the conflict. First part of this paper will prioritize the discussion about changes in international system and the dynamic of conflict. In the second part, discussion will focus on relations between conflict resolution and various type of conflict in the changing world.
