Global: Jurnal Politik Internasional is a biannual peer-reviewed journal that specialises in foreign policy, international security, international political economy, and transnational issues involving actors of the Global South, having implications towards the Global South, or perspectives from the Global South that are often overlooked in the mainstream journals in the Global North. With its first issue published in 1990, Global is the oldest university-based journal of International Relations in Indonesia, a historically leading actor in the Global South. Hosted by the Department of International Relations, Universitas Indonesia, Global has been serving as one of the primary platforms for ideas exchanges among Indonesia’s most influential thinkers and beyond. In its attempt to internationalise and further bridge the North and South perspectives, the journal welcomes submission of manuscripts that would be of interest to scholarly communities and policymakers. For this purpose, since 2019 Global only publishes articles in English. Global publishes two types of articles: original research articles offering theory-driven empirical analysis and review articles that critically examine contemporary debates in International Relations literature.

Abstract

The number of famine and hunger in Africa has increased sharply since 1990s. The problem is not only brought about by the lack of food, but also poverty as the embedded cause. Global partnership and cooperation are needed, instead of national government efforts in eradicating hunger. This article has some explanations. Firstly, it tries to pursue issue of global hunger as a humanitarian threat to the African; second it describes involvement of UN World Food Programme (WFP) in handling this crisis; and the last discussing the role of that organization, due to the function of WFP as a food aid agency. Arguments are built to criticize the role of WFP, too. The explanations refer to the case of food crisis in Niger August 2004 - July 2005.

Abstract

This article tries to analyze the correlation between foreign debt and poverty problem in developing countries. It is started on an assumption that foreign debt was initially aimed to solve poverty problem, which limits the capability of those countries to involve into global economic system. In fact, foreign debt which is designed to help developing countries overcoming poverty problem, only makes this problem worse. A global economic development policy through massive foreign aid solution has entrapped developing countries on continuous debt, and after several years of foreign aid, developing countries remain poor and unequal. Thus, Michael Hendri Bouchet argued that moving along the graduated scale from threat of default to normalization of debtor-creditor relationship requires the maintenance of an atmosphere of mutual interest and not merely of forced solidarity. A better understanding of each group of actors' stakes and objectives is a crucial condition for implementing such an enhanced debt strategy.

Abstract

A geopolitical revolution of historic force is under way across the Atlantic: the unification of Europe. This new "United States of Europe" has more people, more trade, more wealth, and more votes every international body. Europe's new constitution even establishes an official European Unimotto: "United in Diversity". This article will discuss why European vote "no" to the Europe Constitutional Treaty in last May in France as one of the founding fathers of the union. What would be the consequences of French's rejection of the Treaty. Would a "no" vote signal the end of tEuropean integration project? Would a vote against the Constitution be a vote against free-market economics? The article also explains what will be the next possible scenarios and outcomes for "the European dream". Where the European Union go from here?

Abstract

Poor countries' debt crisis has caused severe impacts on humanity as it restrains development and poverty eradication efforts. This article will discuss the origins of debt crisis in poor countries, and the previous debt relief mechanisms to address low-income countries unsustainable debt conducted by Paris Club and the IMF. Despite these efforts, low-income countries debt remains unsustainable, therefore in 1996, IMF with the World Bank launched Heavily Indebted Poor Countries Initiatives in order to assist these countries to achieve a sustainable debt and therefore smooth the progress of poverty eradication. This article will also elaborate the initiatives' efficacy in the past years. Finally, this article will try to give some possible recommendations for the initiatives and debt relief efforts as a whole.

Abstract

The tension of postmodern condition creates two distinctive grand-narrative discourses in seeing poverty: modernist and anti-modernist. Even though the discourse of the postmodern condition remains within the regime of grand narrative discourses, there is a little narrative called the wisdom of capitalist discourse. It has been successful in the constructive active and non-violence resistance to make poverty history by ONE/Live 8 campaign. By the discourse's scheme, this study argues that the existence of poverty text is not the epistemological problem that can be solved exogenously by problem solving theory (grand theory), but it is the ontological problem that can be solved endogenously by constitutive theory. Here, the wisdom of capitalist discourse presented by ONE/Live 8 campaign, gives us an understanding that being human is being-with (Mitda-sein), not being-thing at hand (zuhandenes). If human beings can live being-with, the existence of poverty text will be history. In the nuance of being-with, human beings will achieve the highest stage of life, the authancity of self, the meaning of life, and construct a better world order.

Abstract

This article tries to explain the relation between internal armed violence conflict and chronic poverty problems especially in developing countries. There is a close relationship between those two phenomenons. It means that chronic poverty problems could be the main source of the emergence of internal conflict and the other hand internal armed conflict could improve the condition of chronic poverty. Because of that in the process of post-conflict peace-building, reducing chronic poverty through economic development must be an important aim that also could prevent the violence internal conflict in the future and supporting the transformation from conflict situation toward stable peace.
