Direct election of regional heads have taken place sinceyear 2005, that relied on by rule of UU of Number 32Year 2004 with have base of rule section 18 article 4Constitusional 1945. Inescapable fact in direct localelections in stages capitalization is emerging localelections that were far more expensive than the modelof local elections by Parliament representatives as wellas the nuances of the most notable is the rise of localelection dispute is submitted to the ConstitutionalCourt. Policy of the government and Parliamentthrough Law No. 32 of 2004 which further amendedby Act No. 12 of 2008 specifies that local elections areconducted in direct elections should be viewed as apolitical fact local election law.

The Spatial planning is government domain, becauseits related to the government as much as the basicneed of people who have been mandated by the con-stitution. There are at least two reasons that reinforcethese arguments, the first spatial planning is veryinfluential on the national investment climate. Andsecond, unintegrated spatial planning can lead toconflict horizontally on a practical level. The problemof its paper are how arrangement of spatial planningpermission in Indonesia and whether good gover-nance principles are accommodated in spatialplanning regulation in Indonesia. In practice,implementation of permission in the use of space inIndonesia has yet to be implemented to the maximum.The main factor cause is due to the unavailability ofregional spatial plan of local regulations (Perda RTRW)as the main parachute control utilization of space inthe area. Meanwhile, related to the implementation ofthe principles of good governance, at least the SpatialPlanning Act has been to accommodate the fourprinciples, namely principles of accountability,transparency principle, the principle of participationand the principle of legal certainty.

Pariaman apply two system of lowest government inits region, namely the system of Desa and system ofKelurahan. Number of desa is 55 Desa and number ofKelurahan is 16 Kelurahan. Pariaman not want to applythe system of Nagari, with arguing: i) in ruralcommunities have felt comfortable with the system ofDesa (status quo); i) the establishment of Nagarigovernment system will cause a reduction in theallocation of development fund from the goverment;iii) Pariaman already heterogenous society; and iv)the establishment of Nagari system will cause losspublic office and employment for people who sit in theDesa institutional structures. Desa in Pariamanperformed in accordance with Local Regulation No. 7of 2007 on Desa. Institutional Desa consist of Desagovernment, Badan Permusyawaratan Desa (BPD),and another Desa Institutional.

As an instrument of environmental resource mana-gement, environmental permits has an importantposition. Lay No. 32 of 2009 on the Protection andEnvironmental Management (UU-PPLH) permits theintegration of various environmental permits beforesplitting. But the problems faced, it turns out, the lawit self is still not firmly UU-PPLH provide the scopeand type environmental permit it self. Status ofenvironmental permits for a business license or acti-vities appear on the scope and legal relations of both,which is an instrument of obtaining environmentalpermits and business licenses or implement environ-mental management activities.

Political reforms in 1998 which was followed by afree and democratic elections in 1999, has a fairly fun-damental change relationship patterns that charac-terized the President and the Parliament many politi-cal parties that play a role in the constitutional struc-ture. Because it came back the idea of simplificationis a political party. efforts to simplify the number ofpolitical parties is a must in order to support an effec-tive presidential system of government, while the ef-fort to do that is by simplifying the number of politicalparties naturally through the electoral threshold,tighten the terms of the establishment of political par-ties dismaping it is also the reality that there is cur-rently a clear need for regulation of the coalition sys-tem.

Crash of regional autonomy has changed the paradigmof local governance. With these changes regions aregiven broad authority to regulate in the area of gover-nance including managing the financial resources ofexisting sources. Income is one of the major sourcesof regional funding within the framework of the imple-mentation of decentralization. Regional taxes andlevies have a very important role in supporting effortsto increase revenue (PAD). For collection of local taxesand levies are implemented by regulations issued localregulations. impacts that arise then are number ofnew regulations to appear the regulation of taxes andcharges of disrupting public and entrepreneurs createdthe conditions are not conducive to economic deve-lopment and national investment. In addition, regu-lations that lead to the occurrence of new levies, whichin turn creates a high cost economy the nationaleconomic burden. The fact that there are many rules,regulations revoked by the Government accordancewith the authority granted by the Act that the Govern-ment is authorized to evaluate each generated localregulations.

In section 214 UU number 10 year 2008 about generalelection legislative member determine chosencandidate stipulating determined by minimumboundary of acquirement voice 30% gratuity ofcommon denominator elector ( BPP), if the thresholdis not reached then further selected based on thedetermination of candidate sequence numbers. Basedon the decision of the Court Number 22-24/PUU-VI/2008 article is repealed. With this decision, the role ofpolitical parties is reduced to the determination ofcandidates elected in the general election. Party onlythe sharing to present its legislative candidate incandidate list, whereas determining chosen or is notchosen by elector.
