Jurnal Kebijakan Ekonomi (JKE), is a peer reviewed journal under the Magister Perencanaan Ekonomi dan Kebijakan Pembangunan Fakultas Ekonomi dan Bisnis Universitas Indonesia (MPKP FEB UI) study program that has been published since 2006. It is a scientific publication media containing the results of research, studies, thoughts, and critical analysis on economic policies as well as other related fields such as education, health and environment. This journal has scheduled to be publish in April and October every year. MPKP FEB UI publishes JKE as a media for academics, policy makers at the central and regional levels, as well as the private sector. It also facilitates the experts to communicate various public policy issues at national, regional and local scales.

Abstract

As technology alters the way organizations work, the need for labor adjustment which more adaptable to technological changes has risen in high digital intensive sectors. However, vocational graduates face difficulties regarding this situation as their vocational school failed to equip them with advanced technological skills. Based on signaling and human capital investment theory, this problem can be solved by increasing education and training. Using 2015 and 2018 Sakernas data and logit regression, the result shows that vocational engineering and technology graduates have the highest probability to work in HDI sectors. however, working in a HDI sector cannot be associated with a better type or a more decent job than other sectors. This refers to the second finding that shows graduates of engineering and technology vocational schools have a lower probability of working as a white-collar even working at HDI sectors. According to the last finding, vocational tertiary education has shown to increase the probability of working as white-collar in HDI sectors, therefore a level up in education is needed to increase wages and improve job positions. Abstract

The study aims to investigate the relationship between leverage on firms' opportunities to participate in export markets at the levels of aggregate sectors and subsectors of manufacturing of Indonesia by using Industry Survey data published by Badan Pusat Statistik (BPS) for the period 2007 - 2015. The results of logistic estimation at the sectoral aggregate level indicate that the higher a firm has the financial capacity to meet obligations or that the company is not burdened by debt arising from the use of leverage, the firms are not financially constrained and have greater opportunity for firms to participate in the export market. In addition, at the manufacturing subsector level, opportunities for firms to enter the export market are different due to the heterogeneity on firms' characteristics from respective subsectors. Abstract

In determining electricity tariffs in Indonesia, it has changed since 2015, namely by the policy of tariff adjustments or adjustments to electricity tariffs by adjusting to macro indicators namely ICP, exchange rates and inflation. This paper will examine the impact of the tariff adjustment policy on Indonesia's household electricity consumption. By using the Ordinary Least Square (OLS) regression method, the results show that the effect of electricity prices on electricity consumption is negative and insignificant, which means that the effect of changes in electricity prices on household electricity consumption is very small. From this study also added control variables from the social, economic and building aspects that can affect household electricity consumption pattern. Abstract

This study aimed to analyse the relationship between FDI firms with energy intensity in Indonesian manufacturing industry and its sub-sector. The data used are from the Manufacturing Industry Survey obtained from the Central Statistiks Agency (BPS) with observation period 2007-2015. The model in this study were estimated used the fixed effect estimation method. Estimation results from the model showed FDI firms tend to have a negatifly correlated to the energy intensity that mean there is a decrease in energy intensity which indicates energy efficiency. In the industrial sub-sector FDI firms show varying correlation with the energy intensities. in additional, sub-sector with high energy intensif showed the non-metal excavation industry sector had a negatifly correlation and significant results on energy intensity, However, the base metals sector showed significant positive results that might occur due to the engineering effect of this industrial sector which was so low that there was no decrease in energy intensity Keywords: Energy intensity, Foreign Direct Investment (FDI), Manufacturing industry, Indonesia

Abstract

The study attempts to find out to what extent "grease the wheels" hypothesis can explain the bribery phenomena in Indonesia that has been done by the poor to access public services like public administration, police, health, and education. The study used cross-section data from a national survey of the Public Perception of the Corruption Trend 2018 conducted by Lembaga Survey Indonesia (LSI). The survey’s respondents are 3,670 households spread in 34 provinces in Indonesia. The study shows that the grease the wheels hypothesis is found only in health sector, confirming that the characteristics of the public services determine the likelihood of the poor to bribe when the quality of the public service is poor. The result of logit regression shows that the odds ratio of the poor people that have a bad perception on the quality of public service to bribe increases by a factor of 7,61 compared to the poor people that have good perception on the quality of public service. This shows that the characteristics of public services, such as the level of rivalry, cost of alternative services, and the risk to be excluded from the public service are the determinants of bribery in public services.

Abstract

The national struggle for sustainable development influenced the sub-national governments level in composing their policy directions especially public budget policy. Nonetheless, although the environmental protection function is important, it tends to be marginalized in the national budgetary debates. This study, therefore, attempts to analyse the ‘green budget’ allocation and utilization within the Regional Medium-term Development Plan 2013 – 2017 of Jakarta Province. The methodology draws on descriptive analysis of derived data from annual provincial budget documents, and in-depth interview analysis explored potential barriers and drivers give rise to gaps in budget between the allocation and realization stage. Results show that the allocated ‘green budget’ posture of Jakarta Province was 6.1% in the five years average, significantly higher when compared to the national level at 0.8 – 1 percent. However, the realization was low with average actual spending at 47.1% of the total allocated budget. The interviews point to the collaboration aspect among the profound drivers to support environmental affairs policy. Meanwhile, the aspects of staff capacity, public awareness, and policy alignment are believed to be significant barriers that the government is recommended to take into consideration.
