Abstract

This research aims to describe community empowerment program synergistic held by local government of Pasuruan regency and the implementation of CSR program by PT HM Sampoerna Tbk in Sukorejo Sub-district, Pasuruan Regency, in addition to describe public-private partnership pattern between local government of Pasuruan regency and private sector. Descriptive type of research and qualitative method through in-depth interview, observation, and documentation were used in this thesis.Result of this research reveals the implementation of PPP with CSR basis between local governments of Pasuruan regency with PT HM Sampoerna Tbk is mutualism partnership. Yet, private sector is a dominant actor in this partnership, whilst local government of Pasuruan regency only play their role and function as regulator, namely to make local government regulation Number 31 Year 2012 about CSR. The lack of government's portion in running this partnership caused by the absence of CSR forum. Public-private partnership here belongs to pseudo partnership due to there are no any written agreements between local government and private sector.

Abstract

The purpose of this study was to describe the process of relocating street vendors, socio-economic impacts of the relocation of street vendors, enabling and inhibiting factors in the relocation of street vendors Buduran Sidoarjo District flyover. The method used is descriptive qualitative. The key informants in this study is a cooperative trade field staff, SMEs, Trade and Industry Sidoarjo. With the technique of collecting data through interviews, observation and documentation and then analyzed through the stages of data collection, data reduction, data presentation and conclusion. The results showed that the process of relocating street vendors are not in accordance with the stages of the relocation as stipulated in the Regulation of Home Affairs Number 41 Year 2012 which begins from the stage of data collection by the two surveys and registration of street vendors, determining the location of street vendors, transfer and removal of the location of street vendors, for the rejuvenation of the location of street vendors. Relocation was finally done by the Department of Hygiene and Sidoarjo Regency which take discretionary acts such policies. The social impact of the relocation of street vendors in the area overpass Buduran district, in terms of comfort PKL more comfortable. But in terms of security is still not fully awake. PKL majority income declined due to the lack of empowerment of government. The government also has obstacles in the relocation of street vendors because of the limited land available as well as street vendors mindset still comfortable selling on the shoulder of the road because there is no money to rent a place.

Abstract

The purpose of this study is to describe the analysis of regional development policy mix use Jabon, from policy making, policy, to implementation and evaluation of policies. This study is also to expose social and economic impact of regional development policy mix use Jabon. Using qualitative research, with the informant as many as six people. The informants field staff of Settlement and Regional Infrastructure (Infrastructure) Planning Agency (Bappeda), Head of a Sub Jabon, staff Kupang Village, the Village Head Tambakkalisogo, Kedungpandan Village Head, and Head of DusunTelocor. The results of this study indicate that first, all policy was appropriate and good. Second, the formulation of policies have done well with the needs of the community. Third, in the implementation of regional development policy mix use Jabon from 2003 to 2016 was still limited to the construction of the road and not in accordance with the concept created. Evaluation until now has not been done by the government of Sidoarjo. Social impact is a positive impact in terms of education and health services increased. There are also negative impacts, road construction makes the location of prostitution in the area Telocor increasingly crowded. Economically there has been no impact is felt by the public.

Abstract

The purpose of this study was to describe the role of Family Planning and Vice builder Family Planning Villages in disseminating contraceptives in the village of the District Kebonagung Sukodono and constraints faced in the field. This study uses data source in the form of primary data and secondary data, data collection techniques by observation, interview and documentation. While the data analysis techniques used in this research is descriptive analysis with qualitative approach that includes: data collection, data reduction, data presentation and conclusion. The results indicate of this study that the role of PLKB and PPKBD have been performing their duties and functions in accordance with the rules, but there are some employees that the power of a response is slow, zoning does not fit the rules due to the small number of officers, and their dual position. So that the delivery of information to the public to experience problems. At least the officer due to their employees who retired due to age and system of recruitment moratorium and that no return.

Abstract

The purpose of this study to describe and analyze the core issues relating to the environment in Banyuwangi Regency. This research used descriptive research with a qualitative approach. Informants in this study included Development Planning Agency at Regional Level; Environment Agency; Sanitation Agency; Public Works and Regional Road Agency; Public Works Irrigation Agency; Industry, Trade and Mines Agency; Agriculture Agency; and Regional Disaster Management Agency. Data were analyzed with interactive techniques that included data collection, data reduction, data display and verification. The results showed that the main issues in environment scope in the Banyuwangi Regency including tsunamis, volcanoes and other disasters; conversion of productive land; environmental pollution (water, air and soil); garbage and urban sanitation; as well as agricultural land.

Abstract

The purpose of this study to describe and analyze law enforcement in violating the border river in Sidoarjo Regency that in terms of criminal and administrative sanctions. The method used qualitative approach through normative juridical approach. The results showed that the government of Sidoarjo Regency has made several steps in order to control at the Border Wilayut River included coordination offices/agencies, dissemination, data collection, as well as strikes I, strikes II, strikes III from municipal police a period of seven days. Law enforcement in violating the border river in Regency Sidoarjo through administrative sanctions and criminal sanctions. Factors influencing of law enforcement included law factors, facility factors, community factors, as well as cultural factors.

Abstract

Traffic Impact Analysis (Andalalin) as a special study on the construction of any buildings and other land use of the city's transportation system, especially the road network in the building. In order to support it, hotels, malls and so on were built. Along with those development would lead to changes in land use, for example, change of land designation that turned into centers of activity. Implementation traffic impact analysis (andalalin) in Sidoarjo did not maximal yet. There are some weaknesses, namely the gap between legislation and implementation. Residential areas with a density high enough such as offices, shops and trade, hotels, hospitals, schools, industrial and sports stadiums. This problem can be solved by traffic impact analysis prior to the issuance of building permits (IMB) and some were after. In addition, traffic management as an approach also be designed to deal with the impact of the trip was awakened to the existing road network.

Abstract

Teacher was one of humankind as an engine in the educational process. In the process of education in schools, teachers were holding double duty as a teacher and educator. As a teacher in charge of giving some learning materials professionally, while as an educator in charge of giving guide and nurture their students to become skilled human, active, creative and independent. Therefore, policy of development for the teacher was needed. It aimed to develop and enhance the competence and capacity of teachers in accordance with their expertise. It was done through education and training in the form of in-house training, internship program, partnership schools, distance learning, specialized training, short courses, internal coaching by the school, as well as continuing education. In addition, there were education discussion, seminars, workshops, research, writing books / materials, manufacture instructional media, and making technology/artwork. Policy of development professionalism teacher accordance in Government Regulation Number 74 of 2008 on Teachers, Regulation of the Minister of Administrative Reform and Bureaucratic Reform Number 16 of 2009 on Functional Position Teacher and credit figures. However, there are weaknesses in this policies that sanction teachers who did not implemented explicitly and in writing.
