This study looks at the leadership of the village head in building communication, direct relationships and the formulation of authority and responsibility in the administration of village governance. This type of combination research was used in this study which resulted in the conclusion that most of the leadership of the village head with stakeholders including traditional leaders, religious leaders, community leaders, women's groups, BPD and LPMD had been going well. Although the process of building good relations with former political opponents was still an obstacle, especially in the original village cluster. Second, the leadership of the village heads in the three village clusters was of various types where the first cluster seemed liberal, middle democratic and continued democratic-autocratic. Third, the direct relationship between the village head and subordinates as well as the community in the three village clusters has been well established in terms of providing information, coordination, openness and transparency, although community trust in openness and transparency is seen as good only in villages with advanced clusters. Fourth, the formulation of powers and responsibilities of village heads in the three village clusters shows that the higher the village cluster the formulation of authority is more focused on the figure of the village head.

It cannot be denied that the implementation of public services in the kelurahan should be supported by optimal operational funding according to the needs of the kelurahan. Unfortunately, the operational budgets that exist in each kelurahan are not currently based on a standard cost analysis that is able to accommodate the need to provide the community with a minimum service standard. This research uses descriptive qualitative research. Conducted in the City of Probolinggo, while the selection of research locations is determined based on the cluster of sub-districts in the City of Probolinggo by determining one sub-district to one village. The result of the research states that the method used in determining the amount of financing to each sub-district is top-down. The alternative policy scenario offered is to use a top down and bottom up combination model in calculating the distribution of operational funds to each sub-district. The percentage of calculating operational financing on average can be increased to 70%, while the proportion of proportional cost calculation for kelurahan can be reduced to 30% provided that adding the existing factors in the bottom up model is used as a calculation factor adding to the six pre-existing factors

Kebijakan lingkungan yang berkelanjutan pada dasarnya memiliki tujuan untuk mencapai pembangunan berkelanjutan. Di sisi lain, kebijakan lingkungan dapat didefinisikan sebagai bagian yang dapat menyeimbangkan antara pembangunan sosial, ekonomi dan lingkungan agar dapat berjalan secara simultan. Kabupaten Banyuwangi masih dan menjadi cepat tumbuh, manfaat karena memiliki banyak sektor pariwisata selama beberapa waktu terdengar oleh banyak orang. Sebut saja pulau merah, green bay dan G-tanah yang cepat menjadi tujuan internasional, tetapi hanya bagian dari berbagai tujuan wisata yang ditawarkan. Tapi begitu sektor ini menjadi pengungkit pertumbuhan ekonomi di Kabupaten Banyuwangi. pembangunan ekonomi di mana pun keberadaan nanti kesempatan untuk menjalankan lebih kelestarian lingkungan. Penelitian ini menawarkan solusi alternatif dengan memanfaatkan isu-isu lingkungan yang ada dan kemudian mengintegrasikan mereka issuestrought kondisi saat ini, implikasi negatif dan leverage kunci yang akan memperparah situasi ketika masalah tidak tetap. This study tries to provide a development strategy for kindergarten educational institutions. This strategy can later be used by local governments in developing kindergarten educational institutions in their respective regions. This study uses a combination research type with a survey method and will analyze three aspects including the management and implementation of kindergartens; aspects of the quality of educators and teaching staff; and aspects of the availability of basic equipment, facilities and infrastructure. The research location is the administrative area of Blitar City, East Java Province with data collection time from March to June 2019. Field data were collected using questionnaires, interviews, documentation and focus group discussions. Based on existing conditions, which have been analyzed based on internal and external factors, three strategic recommendations have been produced which include (1) Assistance in budgeting and monitoring the use of BOP funds (Operational Assistance for Early Childhood Education); (2) Increasing the cooperative relationship of kindergarten institutions through sponsorship schemes, (3) Standardization of minimal facilities and infrastructure as an effort to reduce the imbalance in the availability of facilities and infrastructure in kindergarten institutions in Blitar City.

The village government in its implementation can not be alone carried out by the actors of village government but also needs to be assisted by other stake actors even though the village head becomes the main actor in building synergies with other stake actors with good results on the contrary. Descriptive research with qualitative approach is used in this study with the aim to analyze the synergy of interest actors in the administration of village government in Urek-Urek Village, Gondanglegi Sub-district, Malang Regency. Based on the analysis that has been conducted this research has resulted in the conclusion that among other things the communication that has been built, by the village government and other actors of interest has run well although the optimization especially communication by the village government together with women and poor groups which seems rarely done. Coordination that is built among actors of interest has also been running well although it is still deemed necessary made improvements including related aspects of direct relationships, preliminary planning and clear formulation of authority and responsibility.DOI: https://doi.org/10.26905/pjiap.v2i1.1421

This study tries to find a strategy for developing the Osing Tourism Village as an effort to recover the economy during the Covid-19 pandemic. This type of research is a combination (mix method) used in this study. The research location is Osing Tourism Village in Banyuwangi Regency with the target group being a tourism-aware group that manages Osing Tourism Village. The time for collecting research data is in the period June - September 2021. Based on the results of the data obtained, four strategies are produced that can be used for the development of the Osing tourism village. First, optimizing the improvement of the image and branding of the Osing Indigenous Tourism Village so that it remains the choice of tourist destination in the New Normal era. Second, increasing the capacity of human resources for tourism actors in the use of digital technology facilities to support tourism during the Covid-19 pandemic. Third, changing the trend of tourism into technology-based tourism in terms of product marketing and tourism management. To bring the Osing tourism village to life through product innovations that are preferred by consumers with attractive and contemporary packaging models. Fourth, collaborate with the private sector and local governments in providing facilities and infrastructure to support tourism activities during the Covid-19 pandemic.

The purpose of this research is to find out how far women are involved in village governance. This research uses descriptive qualitative and quantitative research types or better known as combination research. The research location is the Malang Regency administration area in the period January-August 2017. Based on the results of data collection and analysis in the field, it can be concluded that (1) Women's participation in coaching, empowering and providing opportunities in terms of conveying aspirations to the government has been carried out in Malang Regency, This is without exception carried out in under developed, developed and advanced. (2) Opportunities for women to be elected / nominated as village heads, village officials, members of the BPD (Village Consultative Organization) and LKD (Village Community Institutions) starting from the underdeveloped, developed and advanced, wide open and there is no difference in access given to the wider community. (3) Women in the underdeveloped, developed and advanced have received protection from the disruption of peace in the village, have received maximum fair services and received information about village development plans and implementation by the village government. (4) Women in the underdeveloped, developed and advanced villages are given the same rights in overseeing village government, are involved in village deliberations and are given the same opportunity to submit complaints about village development planning and implementation to the village government.DOI: https://doi.org/10.26905/pjiap.v4i2.3376

Integrated Wonorejo Zone is one of the development zone in Lumajang Regency with significant goals to improve potensial condition in three aspect namely tourism, agriculture and SMEs. Based on RTRW in 2008-2028, which was established in 2008, the development strategy of this zone is change. Integrated Wonorejo Zone was mentioned as a Strategic Economic Development Zone. This research describe and analyse about how the implication of policy change toward Integrated Wonorejo Zone. This research using method of descriptive research with qualitative approach as well as analysis of data by John Seidel about QDA (qualitative data analysis). The result of this research explain that the policy change implication, from description, implementation and implication point of view did not give significant expectation. The purpose of this study to describe and analyze the core issues relating to the environment in Banyuwangi Regency. This research used descriptive research with a qualitative approach. Informants in this study included Development Planning Agency at Regional Level; Environment Agency; Sanitation Agency; Public Works and Regional Road Agency; Public Works Irrigation Agency; Industry, Trade and Mines Agency; Agriculture Agency; and Regional Disaster Management Agency. Data were analyzed with interactive techniques that included data collection, data reduction, data display and verification. The results showed that the main issues in environment scope in the Banyuwangi Regency including tsunamis, volcanoes and other disasters; conversion of productive land; environmental pollution (water, air and soil); garbage and urban sanitation; as well as agricultural land.

Sidoluhur Village, Lawang District, Malang Regency has the majority of the population working as farm labourers. With a population of 6,182 people consisting of around 1,978 heads of households, this village has problems with administrative activities and public services. The purpose of this activity is to increase the competence of village officials in providing digital-based administrative services. The method used is Participatory Rural Appraisal (PRA). The result obtained from this activity is that there is an application ‘SI LUHUR’ to support public services. Village apparatus and the community are able to carry out and access digital-based public services. In addition, this activity also increases the solidity and synergy of village apparatus in managing public services.
