This study aimed to describe the phenomena in concerning policy actors interaction involved in development of Surabaya Suramadu Bridge Surface Area (KKJSS) as well as the factors that influence the policy changes in KKJSS development with some of the variables and indicators in the Advocacy Coalition Framework (ACF). This research used qualitative method with case study research strategy. Based on the research result, it can be concluded that the interaction of actors that occurred in the development of KKJSS formed a advocacy coalition of policy actors in maintaining and accommodating their interests, Surabaya City Government as policy actors seeks to share core belief policy and coordinate with Central Government so as to be able to convince that the management of KKJSS can still be managed by the Surabaya City Government without the presence of BPWS. Another case with the coalition formed on the BPWS, BPWS coalition with the Government of East Java Province which is only limited to the central government representative in the region and also become one of the steering committee of BPWS but the coalition can not be maximized.

This study aimed to explain the changing both in social and economic aspects of farmers as a result of forest conversion process to agroforestry system in Harjomulyo Village, Jember Regency. This study used qualitative research. The information gained from informans who were selected purposively through snowball sampling. Observation, interview and documentational study were methods which were used to collect information. Triangulation technique also used in this study to check the validity of information. This study used interactive model of Miles & Huberman which consists of data reduction to conlusion. The result of this study showed that socio change occured farmer coorperation with Perhutani. While in economic change showed that economic condition increase, saving insurance credit, and availability tuition fees for children.

In order to support its roles in the domestic and public sectors, many women have the ability in using information communication technology. In the other hand, women are still exposed to gender imbalances. The position of women is not only different, but also lose or less unequal than men. This approach used descriptive qualitative to describe alternative business that gotten by women to get justice through online business. The development of information technology brings a new atmosphere, where previously the women work offline to online. Business is developed by women such as making cakes with known brands as Kampung Roti, clothing, marketing of Lapis Surabaya cake, and knitting. Starting an online business is not easier for women, struggling to master technology is not easily where women have to be familiar with software and hardware. They should also search the network to find customers and highlight their own business. Women should organize their online businesses with a technique, having the financial capital, searching the models, materials, mastering selling buying online systems, moreover also finding out what opportunities are available. The growth of entrepreneurial interest cannot be done immediately without any education and training that can drive one's entrepreneurial spirit. This research conducted in NSC Polytechnic Surabaya that aims to analyze attitudes, motivation, and interest of students in running entrepreneurship. This is quantitative research data that obtained by distributing questionnaires to thirty respondents as samples. Sampling was done by simple random sampling technique (random). The data that collected from the survey then processed based on the research procedure and analyzed by multiple linear regression analysis based on SPSS 20. The results of this research indicated that attitudes and motivations had no significant effect on student interest in entrepreneurship.

This study aimed to describe effectiveness of Berkas Mlaku Dhewe (BMW) as well as analyzed factors supporters and obstacle Berkas Mlaku Dhewe (BMW) in Sukodono District Sidoarjo Regency. The research used descriptive qualitative. The result of research showed that supporters factors that influence the effectiveness of service intranet Berkas Mlaku Dhewe (BMW) in Sukodono who viewed from criterion effectiveness, among others: product was already good because the service administration of population more easy and quickly with system online; efficiency of the speed service was either because the service quite processed in village and file finished with a matter of hours; satisfaction was good because it had supported by the attitude of the manners employees; adaptation had been reviewed from the number of employees and means inadequate infrastructure already according to standards; the development was success that was seen from the innovation of the service online up to the village. In addition, from size of the criterion effectiveness also cause obstacle factor that influence the service intranet in Sukodono Subdistrict include: efficiency reviewed from the settlement kind of the service residence indentification card (KTP) because delay blanko from centre; adaptation of human resources was less spirit in learning information technology because factors elderly; development reviewed from the structure of working menchanism in system of tissue who experience problems network.

This study aimed to describe women's participation in rural development and constraints of women's participation in rural development in Jambangan Village, Candi District, Sidoarjo Regency. This research used descriptive qualitative research method. The data used came from primary and secondary data. Informants were categorized into two that were key informant and informant. The techniques of data collection were observation, documentation and interview toward related parties; that werepublic figures community, especially women, village head, apparatuses and BPD. The result was the woman’s participationand involvement in planning and implementation of development in Jambangan were substantial even though there were no women in the organizational structure. The form of woman’s participation were mind, fund, vitality, self-help, etc. The participation included physical development, social activities, economics and religious. In evaluating and monitoring rural development, woman’s participation and involvement were not maximal yet even they had a means of complain in each sub region but until the day suggestion and critics were deficient. The obstacles of woman’s participation were time, fund, and self-knowledge of the woman.

This study aims to describe the role of posyandu cadres in mobilizing community participation, in the role of posyandu cadres strongly influencing the participation of the community due to many obstacles that occur in the implementation of posyandu resulted from decreasing the visit of mothers in posyandu program and increase or move the visit of mothers to come To the posyandu. The method used in this research is qualitative method. Data collection techniques used through observation, documentation, and interviews with posyandu midwives, posyandu cadres, and mothers with toddlers in mobilizing community participation in the candlenut village. The result of this research is the inactivity of posyandu cadres located in Kemiri Village made mothers reluctant to come to posyandu because some mothers considered posyandu one eye and mothers rely more on personal physician, and also lack of cadre that make progress of program of posyandu Become obstructed and disorderly. In addition, the facilities provided are less, many mothers who sat idolnya because of limited seating waiting for mothers and toddlers, as for other obstacles that the program is given settled course there is no new program that can increase the visit of mothers to came to posyandu and lack of innovation from posyandu cadres.

Efektivitas Program Bantuan Tunai Bersyarat Mengatasi Kemiskinan dan Kelaparan Lailul Mursyidah

This research aims to analyze the effectiveness of conditional cash transfer programs in reducing poverty and hunger. This qualitative descriptive research is located in Kabupaten Temanggung, Central Java. Data obtained from interviews, observation and documentation. The selection of informants was done by purposive sampling technique. Informants in this research is the head of social assistance of Dinas Sosial Kabupaten Temanggung as the head of UPPKH Kabupaten Temanggung. Data analysis technique using Miles & Huberman’s interactive model. The results of this research indicate that after 2 years implementation of Program Keluarga Harapan (PKH) as conditional cash transfer program in Kabupaten Temanggung, the output has not been achieved. Seen from before and after implementation of PKH, there is no different in nutrition status of infants and toddlers as well as the family welfare. The progress is almost the same, still in a constant state before and after PKH implemented. The condition show that the conditional cash transfer program in Kabupaten Temanggung has not been effective in eradicate poverty and hunger.
