Jurnal Perencanaan dan Pengembangan Kebijakan (JPPK) or Journal of Planning and Policy Development is a medium for Indonesia‘s spatial planning and spatial policy practitioners and academics to develop and publish their ideas in order to enrich the knowledge in the field of Urban and Regional Planning. The research scope of this journal is: a) Regional planning and development; b) Urban planning and development; c) Urban design and district planning; and also, d) Policy development that is related to spatial planning and utilization. JPPK is published three times a year, in April, August, and December, by the Department of Urban and Regional Planning, Institut Teknologi Sumatera, Lampung, Indonesia.

Abstract

Human activity is closely related to open spaces. Non-green open space (RTNH) is a form of public open space that has social, cultural, and environmental conservation functions. The lack of RTNH in the urban area of Sleman, especially in Depok District, occurs due to very high population density and development that is considered very impulsive. The research method used in this research uses critical thinking, using secondary data that is processed and matched with conditions in the field. The results of this study obtained that the high level of development was one of them caused by government programs related to the Fast Growing Strategic Area (KSCT). The overlapping policies make it impossible to make a clear reference to the direction of development in the urban area of Sleman. Therefore, coordination between the central government and local governments is needed in formulating regulations related to RTNH and community synergy so that their implementation is effective.

Abstract

Every human being has rights, including children. Children's rights are clearly regulated in Law no. 35 of 2014, and internationally it is also included in the internationally recognized Convention on the Rights of the Child. One form of children's rights is the right to have an opinion and the right to their space to be creative and express themselves freely. Children's rights to space tend to be considered to have been fulfilled from the perspective of adult humans without looking directly from the children's perspective. This tendency gives rise to problems where children do not have the space they want based on their rights. This research is aimed at getting children's perspectives directly on space, to be able to see whether children's rights to their space have been fulfilled from the children's perspective. This research was conducted using a qualitative research methodology and through a naturalistic approach. The analysis used in this research is empirical induction and intentional induction analysis. From this research, the concept of the formation of children's perspectives on space was obtained, namely: Children's perspective on space is influenced by the availability of space for children, children's social interactions and games that children like which determine their space.

Abstract

Historic Urban Landscape is a historic city management approach that is considered more comprehensive in balancing between social and economic development and cultural heritage conservation. UNESCO adopted the Recommendation on The Historic Urban Landscape on 10 November 2011 at the UNESCO General Assembly. As an approach that can be adopted by various countries, this approach recommends four main tools, namely civic engagement, knowledge and planning, regulatory system, and financial tools. This research aims to identify civic engagement tools in the management of the historic city area called Kawasan Sumbu Filosofi in the Special Region of Yogyakarta. This research uses a qualitative approach with a type of case study research and is descriptive in nature. Data collection techniques were carried out through interviews, observation, and literature studies. This research reveals that civic engagement in the management of the Kawasan Sumbu Filosofi in the voice area has been granted and guaranteed through various regulations. In terms of access, the government has provided a space for discussion, but the information the government provides still predominates in this forum. Concerning the aspect of control, community control over the surrounding environment has not been built. In general, the quality of community participation must continue to be encouraged to realize sustainable urban development and preservation.

Abstract

West Tulang Bawang Regency has 13 tourist destinations as stated in Regional Regulation Number 38 of 2016, 11 of which are cultural tourism, one of which is the West Tulang Bawang Islamic Center which is located in the Panaragan Jaya urban area which is the region's leading tourist attraction. Because it is a cultural tourism destination that has very strong cultural elements and is located in an urban area, it has great potential to be used as an Urban Heritage. This research aims to examine the potential of Urban Heritage in supporting the development of cultural tourism destinations in the Tulang Bawang Barat Islamic Center area. The method used is a combination with the squential exploratory model. The researcher develops the results of one method with other methods, with the first order using qualitative methods and the next method using quantitative. The results of this research are that the West Tulang Bawang Islamic Center Area has high potential as an Urban Heritage as seen from the 11 variables that have been determined, this potential supports the development of cultural tourism destinations in the West Tulang Bawang Islamic Center Area which is seen using the 4A Tourism components (Attraction, Accessibility, Amenities, and Ancillaries).

Abstract

The pandemic has led to an increase in the use of bicycles as a means of transportation that is cheap, environmentally friendly, and has a positive impact on the health of riders. The increase in bicycle users must be in accordance with the availability of adequate facilities and infrastructure to create comfortable and safe cycling activities. This research was conducted to analyze the level of effectiveness of bicycle lanes on L.L.R.E. Martadinata Street, Bandung City. The method used is descriptive, with a quanitative approach. Sampling uses a purposive sampling method for cyclists. The research object was analyzed using observation, questionnaires, and the BLOS (Bicycle Level of Service) method. The results of the BLOS analysis based on the volume factor, speed factor, pavement condition factor, and road cross-sectional factor on the observed bicycle lanes indicate that the service level of bicycle lanes on L.L.R.E. Martadinata Street, Bandung City has a D grade, both on weekdays and weekends. This means that the bicycle lanes are considered ineffective for cyclists from an environmental point of view but is acceptable for experienced cyclists.

Abstract

Population growth and new activity center development give impact on enhancement of residential demand. That demand always improves without be accompanied land availability and that can impact urban sprawl. The research locations are Natar and Jati Agung Sub-district which are designated as urban housing area, located on the outskirts of Bandar Lampung City. Activities will encourage the growth of demand of the private residential property thus this also encourage the building of residential area. The purpose of the research is to identify residential growth rate in the research locations. The research is conducted by using deductive approach. Data is collected by observation, interview, and literature review. Data is analyzed by using spatial analysis methods, nearest neighbor analysis, qualitative and quantitative descriptive analysis. The result of research explains that the highest residential growth rate in Natar Sub-district is 109.44% in 2017 and in Jati Agung Sub-district is 110.50% in 2019. Cluster residential pattern in Natar Sub-district with distribution index value (T) is 0.760346 tends to grow on the primary arterial road. While the same pattern shown in Jati Agung Sub-district with the distribution index value (T) is 0.817923 and tends to grow among new activities center in the South of Jati Agung Sub-district.

Abstract

The development of smart cities that have become a trend throughout the world, including Indonesia, requires a guideline in city development. Yogyakarta City is a city that has developed a smart city since the early 2000s which began with the existence of an information and complaint service unit (UPIK) as part of the implementation of open government. Active people in Yogyakarta City who access Jogja Smart Services (JSS) are only 6.5% of the total population, so it shows that human relations in the JSS application have not been carried out properly. The government through SNI 37122:2019 applies variables and indicators as well as data needs needed to assess the level achievement of smart cities. This paper aims to explain the availability of data and identify data that is not available in Yogyakarta City based on SNI 37122:2019 also how strategies to complete the data. The method used in this study uses a qualitative approach. The availability of data in the government of Yogyakarta consists of 118 data, data found elsewhere other than the city government is 13% and no data anywhere is 25 data. The strategy to enrich the data is through proper policies, technology infrastructure, and application development.
