Jurnal Perencanaan dan Pengembangan Kebijakan (JPPK) or Journal of Planning and Policy Development is a medium for Indonesia‘s spatial planning and spatial policy practitioners and academics to develop and publish their ideas in order to enrich the knowledge in the field of Urban and Regional Planning. The research scope of this journal is: a) Regional planning and development; b) Urban planning and development; c) Urban design and district planning; and also, d) Policy development that is related to spatial planning and utilization. JPPK is published three times a year, in April, August, and December, by the Department of Urban and Regional Planning, Institut Teknologi Sumatera, Lampung, Indonesia.

Abstract

Rapid urbanization has become a significant global phenomenon, affecting not only major cities but also suburban areas, with profound impacts on various aspects of urban life. This article explores the correlation between the increase in population as an impact from urbanization and the availability of basic services in Rangkasbitung, which consists of 16 villages. The purpose of this research is to determine the effect of the availability of basic daily services on the amount of residential land use in Rangkasbitung. Basic services are assessed using the 20-Minute Neighbourhood parameter, which represents an area designed to provide essential services within a short walk for residents. This research uses quantitative descriptive methodology, with spatial analysis and descriptive statistical analysis. The study is limited to the availability of residential land use, basic services, and public transportation as the three main components in the development of urban residential areas based on the 20-Minute Neighbourhood parameter. The 20-Minute Neighbourhood is a city planning concept defined as an area where residents can access most activities necessary for a good life without traveling outside the area. The results indicate that the availability of basic services in an area affects residents' decisions on where to live.

Abstract

One area that has the potential for local economic development is Batu Kebayan Village, West Lampung Regency. Batu Kebayan Village has various potentials, especially in the field of coffee productivity, but this is still not optimal because it still has various limitations including the need for capital support in processing land and infrastructure; policies that are still inconsistent; and the lack of public interest in buying processed coffee products and lack of promotion. The approach used in this research is a deductive research approach with the analytical technique used in the form of a combination of qualitative descriptive analysis and factor analysis. The data collection method in this study used primary data collection techniques (open interviews and observations). The results obtained from this study are based on the results of the analysis on targets regarding the characteristics of local economic development, found various potentials that support local economic development based on robusta coffee productivity. However, to support this, it is necessary to increase the processing of production products that are not yet optimal, as well as improve road infrastructure to the plantation location.

Abstract

The Malioboro area is a very well-known tourist destination in the Special Region of Yogyakarta and is also the most favorite place to visit for local and foreign tourists, especially those closest to visit, namely the street vendors in the Malioboro area, but in early 2022 there was a move or relocation Street vendors who were originally on the pedestrian route have now moved to Malioboro Terrace, to organize the Malioboro area and to realize the ideals of the philosophical axis area as a world cultural heritage. Through qualitative descriptive research, we want to answer the government's role in relocating street vendors in the Malioboro tourism area. The results of the research obtained are that the role played by local governments can be identified which includes planning, implementation, as well as monitoring and evaluation.

Abstract

The development of a city takes place rapidly due to its attractiveness from both economic and non-economic sides. Rural conditions that are inversely proportional to urban areas drive urbanization. Natar District, part of the Bandar Lampung Metropolitan Area and adjacent to Bandar Lampung City, has undergone changes in morphological patterns. Identifying the morphology of a city area is critical for its development to avoid morphological defects or urban sprawl. This research used a deductive approach, referring to Smailes’ theory, identifying morphology using 3 components: road network patterns, land use and building patterns and densities. In 2012, the morphological pattern in Natar District was linear beaded with the Lintas Sumatra Road as a linear line and Radin Inten II Airport Area, Rejosari Station, Natar Traditional Market, and Hajimena Village as beads (morphological core). In 2022, the morphological pattern in Natar District has developed, still having beaded linear pattern, but there are an additional 2 beads as the core morphology, namely the office, trade and services areas Merak Batin and Natar Toll Exit Area. The development of Natar District is influenced by external factors such as its position adjacent to Bandar Lampung City and internal factors such as facilities and infrastructure.

Abstract

Kiluan Negeri Village based on Regional Regulations of Lampung Province and Tanggamus Regency refers to the concept of ecotourism and Community-Based Ecotourism in tourism development. The purpose of this study was to identify the development of community participation in supporting Kiluan Bay tourism in Pekon Kiluan Negeri, Kelumbayan District, Tanggamus Regency. The objectives of this study are 1) Standardization Criteria for Existing Conditions for Community Improvement in Pekon Kiluan Negeri Tourism Development based on 4 Tourism Components (attraction, accessibility, amenities and ancillary); 2) represents the level of community participation in the development of Teluk Kiluan Tourism, Kelumbayan District, Tanggamus Regency. The method used is Qualitative Descriptive Analysis (descriptive method). The results obtained 1) Two-way participation has occurred between the government and local communities in various tourism component sectors (attractions, accessibility, amenities and supports). 2) According to the theory of Arnstein (1969) at the level of Citizen Power and the 6th ladder partnerships (partnerships) there are obstacles in community participation.

Abstract

Urban development typically brings changes across physical, social, and economic dimensions. These changes affect both the city's core and its peripheral regions, such as the Jati Agung Subdistrict in South Lampung Regency. As a peri-urban zone near Bandar Lampung City, Jati Agung has experienced significant transformations due to the city's influence. This research aims to identify peri-urban characteristics and typologies based on physical, social, and economic parameters in Jati Agung. The analysis involves quantitative descriptive analysis, scoring, and overlay map analysis. Outcomes from this study reveal that the Jati Agung Subdistrict exhibits peri-urban traits in specific villages. Development across physical, social, and economic facets, however, demonstrates non-uniformity throughout the entire area. Villages portraying peri-urban characteristics still lean towards a more dominant rural profile. Typological classification, considering physical, social, and economic aspects, results in two categories within the Jati Agung Subdistrict: secondary peri-urban and rural peri-urban. Six villages manifest secondary peri-urban characteristics, and fifteen villages exhibit rural peri-urban characteristics. The results indicate that as of 2023, the impact of Bandar Lampung City development has not significantly altered the rural characteristics of Jati Agung's villages, as no primary peri-urban areas were identified in the typology.

Abstract

Gentrification is a process of socio-economic transformation in which areas previously inhabited by low-income or low-middle-income residents are gradually inhabited by higher-income residents. This research combines a case study methodology with a qualitative approach to examine the dynamics of social, economic, and physical changes in several areas affected by gentrification in Yogyakarta, such as Prawirotaman, Kotabaru, and Sosrowijayan. Through in-depth interviews, data were gathered with local residents, entrepreneurs, and government officials, as well as analysis of urban planning documents and statistical data. The results show that gentrification in Yogyakarta is triggered by number of causes, including an increase in the tourism sector, investment in property, and government policies that encourage slum revitalization. The impacts of gentrification include increased property prices, displacement of indigenous residents, changes in cultural character, and social conflicts between newcomers and longtime residents.
