Abstract

This study examines the implementation of population administration and civil registration as a regional authority in Bengkulu Province, with a focus on the balance between regulations and field practices. The study aims to analyze the effectiveness of population administration implementation at the regional level, particularly in the context of electronic-based services and the Child Identity Card (KIA) policy, and to identify factors that hinder the achievement of effective and inclusive services. The study uses a normative legal research type with a qualitative approach, supported by a library study of laws and regulations, literature, and previous research results. Therefore, it does not use a population and statistical sample but rather a selection of case studies in Bengkulu Province as a limited empirical analysis. Data were collected through regulatory analysis and case study reviews, then analyzed interpretively and systematically to illustrate the relationship between norms and practices. The results show that although the regulatory framework and digital innovations such as the SLAWE application and the KIA program have been implemented, their implementation is still limited by limited human resources, technological infrastructure, and low literacy and community participation. The research conclusion emphasizes the need to strengthen the institutional capacity of the Civil Registration Office (Disdukcapil), improve facilities and infrastructure, and expand outreach and synergy between agencies so that civil registration services in the regions run effectively, transparently, and inclusively for all levels of society.

Abstract

Organizational transformation in e-government development is key to improving the effectiveness of public service delivery, particularly in the Maros Regency Public Service Mall (MPP) as a model for cross-agency service integration. This study aims to analyze the stages of e-government implementation in the organizational transformation process at the Maros Regency MPP using Layne and Lee's (2001) four-stage framework: catalog, transaction, vertical integration, and horizontal integration. Through a qualitative approach with a descriptive design, this study focuses on how the process and identification of the stages of e-government implementation are formed. The study also examines the dynamics of organizational adaptation, resource readiness, and inhibiting and driving factors that influence the continuation of the transformation towards full integration. Data were collected through in-depth interviews, document analysis, and observations of service workflows at the MPP. The results of the analysis are expected to provide a comprehensive picture of the position of the e-government development stages at the Maros MPP, while also providing theoretical contributions through model findings to the study of public sector organizational transformation in accelerating the integration of digital-based services.

Abstract

The objective of this research is to analyze the role of the Tamae’ Agokng cultural heritage center as a sanctuary for tradition and the preservation of Dayak culture in Kubu Raya Regency. This study examines how the cultural house functions as a space for the preservation, education, and transmission of Dayak cultural values. A qualitative approach with a case study research design was employed. The qualitative method was selected to facilitate an in-depth analysis of Tamae’ Agokng’s significance as a hub for cultural conservation. Through this approach, the roles, activities, and meanings of the cultural house as enacted by cultural practitioners and the community can be understood contextually. Furthermore, this research provides essential information to the public and cultural observers regarding the existence of a dedicated cultural space in Kubu Raya Regency that ensures the sustainability of Dayak heritage.

Abstract

The pharmaceutical industry is experiencing significant changes due to rising demands for innovation, pricing pressures, and complex regulations. PT Anugerah Pharmindo Lestari (APL) faces similar challenges in Southeast Asia, including Indonesia. As a digitalization pioneer in pharmaceutical distribution, APL's Commercialisation Division experiences a paradox: sales continue to grow, yet employee productivity does not increase proportionally. This study investigates the impact of leadership style and organizational culture on employee productivity, with motivation as a mediating variable. Using a causal-descriptive method with a cross-sectional design, 85 out of 555 employees were selected through stratified random sampling based on the Slovin formula. Data were collected via Google Forms and analyzed using Path Analysis in SPSS 26 after passing validity, reliability, and classical assumption tests. Most respondents were male, aged 41–50, worked in sales, and had 5–10 years of tenure. Descriptive results show that leadership style, culture, and motivation fall into the excellent category (average 4.21–5.00), while productivity remains in the good category (3.41–4.20). Hypothesis testing reveals that organizational culture and motivation significantly affect productivity. Motivation mediates the effect of organizational culture but does not mediate leadership style. Leadership style also does not directly influence productivity.
