Abstract

This article analyzes the local government's planning in the development of Danau Biru Geotourism in Walasiho Village, North Kolaka Regency, as an effort to realize sustainable tourism destinations based on local potential. Using qualitative methods, data was obtained through in-depth interviews, field observations, and focus group discussions with informants from local governments, village governments, business actors, and visitors, supplemented by secondary data from official documents and related publications. The analysis was carried out using the managerial planning framework of George R. Terry (2008) which includes goal setting, condition evaluation, identification of supporting and inhibiting factors, and preparation of development plans. The results of the study show that the planning has accommodated the needs and available resources, such as the uniqueness of the Danau Biru, community support, and development master plan. However, implementation is constrained by limited infrastructure, funding, and management capacity. Supporting factors include natural attraction, adequate accessibility, and increasing trend of visits, while inhibiting factors include lack of facilities, lack of promotion, and lack of optimal private partnerships. The management of Danau Biru has been carried out through an annual cooperation agreement between the North Kolaka Tourism Office and the Walasiho Village Joint Enterprise. The conclusion of the study emphasizes the need for a sustainable strategy that combines the development of basic facilities, institutional strengthening through the formation of tourism awareness groups, integrated promotion, and cross-sectoral collaboration, as well as integration with surrounding destinations to increase the attractiveness and economic contribution of the destination.

Abstract

This study aims to analyze and understand the in-depth reasons why people in Makassar City tolerate the presence of commercial sex workers. Researchers seek to understand the meaning and connections of this social phenomenon from the perspective of those who interact with commercial sex workers (CSWs) daily. This research approach employs a phenomenological approach with qualitative analysis. The focus of this study is on the community living side by side with sex workers who work individually and are spread across several locations (segregation). The research locus specifically includes Jalan Veteran, Jalan Sungai Saddang, Jalan Nusantara, and Jalan Topaz, which are identified as segregated areas whose impacts are deeply felt by the surrounding community. The results significantly indicate that widespread apathy and moral decadence in society are the main factors creating a space for tolerance towards the presence of commercial sex workers. This tolerance is not merely passive acceptance, but rather a social construct shaped through various interactions and understandings of dynamic social realities.

Abstract

UNHCR estimates that 10 million people live without citizenship throughout the world. This condition of statelessness arises from various factors, which nowadays are mostly caused by state succession and prolonged conflicts between countries. The Kurds, Assamese, Palestinians and Ukrainians are some of the cases of statelessness that have received international attention. Therefore, this research was conducted to explore and analyze the development of international human rights law and the role of nation states in overcoming the phenomenon of nations without states. This research is normative juridical research based on secondary data obtained from authoritative and textual materials. The research results show that the escalation of stateless nations is increasing and living in various forms of human rights violations. Various international documents have guaranteed protection for stateless people. However, only a few countries have ratified and adopted international agreements, while their implementation only reaches the level of international commitment. In fact, systematic neglect and discrimination still occurs. There is different treatment between adopting countries and countries that do not adopt international conventions in viewing stateless people. Indonesia, Japan and the Middle East apply various criteria that serve to hinder the acceptance of stateless persons. Meanwhile, the Philippines is building a system that allows the fulfillment and protection of the rights of stateless people. Therefore, there needs to be international collaboration in building global, regional and domestic systems and networks that enable the facilitation of stateless people at a better level regardless of national origin, religion, race and other identities.

Abstract

This study aims to analyze the utilization of Facebook as a social media platform in shaping the positive image of regional leaders and disseminating government programs, with a case study conducted at the Protocol and Leadership Communication Division of the Nunukan Regency Secretariat. The research was conducted through qualitative descriptive methods, involving observations, interviews, and documentation. Data were collected from six informants from the Nunukan Regency Government. The findings show that the use of Facebook by the Protocol and Leadership Communication Division has been an effective strategy in both building a positive public image of the regional head and serving as a communication channel to disseminate information about government programs to the public. This study concludes that Facebook plays a significant role as a media tool for regional government public relations efforts, particularly in enhancing public perception and improving the reach of official communications.

Abstract

This study aims to examine the role of Zakat Collecting Units (UPZ) in addressing poverty through the implementation of the Kampung Sadar Zakat Program in Sebatik Island, Nunukan Regency. The research employed a descriptive qualitative approach through observation, in-depth interviews, and documentation. Data were analyzed using data reduction, data display, and conclusion drawing. The results show that UPZ plays a significant role in zakat collection, management, and distribution, both consumptive and productive, which contribute to improving community welfare. However, challenges remain in terms of limited resources, low zakat literacy, and geographical constraints in the border area. The study concludes that strengthening UPZ institutional capacity and government support are essential for the effectiveness of the Kampung Sadar Zakat Program in reducing poverty in Indonesia’s border regions.

Abstract

This study examines the optimization of merit-based civil service management within the framework of the rule of law, focusing on the gap between normative legal provisions and bureaucratic practices in Indonesia. Despite bureaucratic reform mandates since the 1998 Reform Movement, civil service governance continues to face challenges such as inefficiency, weak accountability, and patronage culture. This research aims to analyze the effectiveness of the merit system as a legal instrument to promote professionalism, neutrality, and accountability within the Civil Service (Aparatur Sipil Negara/ASN), particularly following the enactment of Law Number 20 of 2023, which abolished the Civil Service Commission (KASN). Employing a normative juridical method with a descriptive-analytical approach, this study reviews statutory regulations, academic literature, and official reports from KASN and the National Civil Service Agency (BKN). The findings indicate that although the merit system is legally grounded in Law Number 5 of 2014 and Law Number 20 of 2023, its implementation remains inconsistent due to weak oversight mechanisms, limited regulatory clarity, and uneven digital infrastructure readiness. The elimination of independent supervision has reduced checks and balances, while disparities in the adoption of ASN digital systems hinder transparency. This study proposes strengthening derivative regulations, reconstructing independent oversight through a merit audit mechanism, and accelerating digital transformation. The study contributes by integrating administrative law, meritocracy, and good governance principles to position the merit system as a legal and managerial tool for building a professional and accountable bureaucracy.

Abstract

This study examines the implementation of the population administration service program related to newborn health facilities at the Population and Civil Registration Office (Disdukcapil) of Bandung City in 2024. Using Mazmanian and Sabatier’s policy implementation framework, this research analyzes three core dimensions: the tractability of the problem, the ability of the policy to structure implementation, and non-statutory variables affecting implementation. The study employs a qualitative descriptive method, with data collected through in-depth interviews, documentation, and field observations. The findings reveal three major issues: (1) difficulties in controlling implementation challenges due to actor diversity, uneven public awareness, and suboptimal data accuracy; (2) policy characteristics show inconsistency in coordination mechanisms, limited resource allocation, and underdeveloped technological integration; and (3) external environmental factors particularly socio-economic disparities, technological readiness, and institutional support significantly influence implementation outcomes. Strengthening inter-agency coordination and improving digital administration systems are essential to optimizing newborn registration services.

Abstract

This study aims to analyze the Jak Lingko program as a means of transportation in Jakarta. The research method used is qualitative. The subjects of this study were stakeholders of the Jak Lingko policy program in Jakarta. The research instruments used as supporting tools or technical instruments were interview guidelines, several photo files, audio files, related documents, and tools such as computers/laptops, digital cameras, mobile phones, flash drives, stationery, and vehicles as transportation for researchers in conducting research. Data collection techniques in this study were literature studies, field studies through observation, and interviews. The results of this study are as follows: The importance of transportation integration in Jakarta stems from the high level of traffic congestion that has never been resolved, along with the level of pollution produced by transportation facilities.

Abstract

Stunting is not only a health issue, but is also closely related to economic, educational, political, and cultural aspects, thus requiring a specific and sensitive cross-sectoral intervention approach. Based on data from the World Health Organization (WHO), Indonesia is one of 17 countries with a double burden of malnutrition and ranks third with the highest prevalence in Southeast Asia, at 36.4%, after Timor Leste (50.5%) and India (38.4%). The distribution of stunting cases tends to be high in areas with high poverty rates and limited access, such as Tidore Kepulauan City, which has been designated as a priority for stunting prevention for the 2018–2022 period. However, through collaborative efforts, the Tidore Kepulauan City Government has succeeded in reducing the stunting rate from 21.3% (2023) to 16.6% in 2024. This study uses a post-positivist approach with qualitative methods to analyze collaborative governance that can reduce stunting amid geographical and economic challenges. The results of this study show: 1) The initial conditions were influenced by human resource inequality, limited access, and sectoral egoism that hampered handling. This evaluation encourages collective action through face-to-face dialogue, data sharing, participatory planning, and joint decision-making; 2) Factors supporting the collaboration process lie in the establishment of clear regulations and information transparency mechanisms, while facilitative leadership plays a role in driving participation, maintaining group dynamics, expanding networks, and empowering communities. Efforts such as the Stunting Forum, family assistance, and Foster Family socialization are key components. These results prove that structured, collaboration-based cross-sector cooperation can be an effective way to overcome stunting in remote and island areas

Abstract

Implementation of Village SDGs in Indonesia faces structural challenges such as limited village human resource capacity, poor data synchronization, and suboptimal inter-stakeholder coordination, as reflected in social facts showing many villages struggle to achieve clean energy targets (SDG 7) and climate resilience (SDG 13) due to high GHG emissions from deforestation and fossil fuels. Amid these issues, Rambipuji Village in Rambipuji Subdistrict, Jember Regency, successfully achieved high IDM scores and became a pilot village, particularly in SDG 7 and 13, positioning it as a role model for sustainable development. This qualitative descriptive study analyzes the process using George C. Edwards III's framework. Key findings indicate that implementation proceeds in a structural-participative manner through synergy among village officials, communities, and institutions, supported by clear bureaucratic structures, effective communication, and directed resource management; however, only 7 of 18 priority targets were realized, such as climate-responsive villages and clean energy initiatives. Supporting factors include commitment from officials and village funds, while barriers include limited human resources and suboptimal communication. Strengthening Edwards III's dimensions is recommended for optimizing national Village SDGs.
