Abstract

The population is the dimension in development, the population is more and more, while the quality is not enough, to overcome it, various programs have been implemented. This study aims to assess population growth rates; the government's commitment to the success of population and family planning programs; factors influencing Family Planning program. The design of this study using descriptive analytics with a cross-sectional approach. The population is fertile couples, the sample is 243 respondents in 4 subdistricts. Determination of the sample is done by area proportional random sampling. The results showed that population growth in Semarang City was low. The fertility rate of the population of fertile age in population and family planning program is around 79,43%. Factors affecting the family planning program are child ownership, attitudes, spousal support, the extension of extension workers, availability of costs, and media availability, with average results (p> 0.25). The most dominant factor is paired support, with a p-value of 0.000 <α (0.05). The government's commitment is good, but it is still needed to support the population and family planning program in Semarang City.

Abstract

Mixed use development is one of the supporting aspects of compact city in sustainable urban development that focuses on developing areas with various functions such as residential, commercial, office, and other supporting facilities developed and built in one area. This concept addresses the need of availability optimization in a limited land area. This paper aims to study the mixed use in supporting the compact and sustainable space in Semarang City, as planned in “RTRW Kota Semarang 2011-2031”. For this purpose, mixed use cities can be measured from land use patterns and mixed land use rates. The Entropy Index is a measure of the level of mixed use that takes into account the relative percentage of two or more land use types in a region. The size of the entropy index indicates that good land use in a given area is relatively balanced against other land uses within certain area boundaries. The existing land use distribution for each region is obtained from shapefile of urban land use and image interpretation. Therefore, this study uses quantitative measures of spatial mixed use through the use of Geographic Information System (GIS) data. Finally, we find that in the city center there are areas that are considered as an example of the development of mixed use in Semarang City, which is located in Central Semarang subdistrict (Pekunden, Karangkidul, Brumbungan, and Jagalan).

Abstract

Semarang is the Capital of Central Java Province which administratively consist of 16 districts and 117 sub-district. Thematic Kampong is part of “GERBANG HEBAT” Program which is an innovation of Semarang City Government to deal with basic need compliance problems, particularly to improve the housing environment quality of the poor and basic infrastructure of housing. This research aims to describe the community preference to the Thematic Kampong in their environment (local authority, BPD, social institution, RT, RW, Karang Taruna and PKK, social figure, and other stakeholders); to describe the community preference to the Programs of Thematic Kampong as the basic needs fulfillment of the community in thematic kampong area; to describe participation and concern of the community to the Thematic Kampong Program in their area and what factors that influence the community preference to the Thematic Kampong Program in Semarang. It conducted at 10 Thematic Kampong in 2016 and 6 Thematic Kampong in 2017. Sampling method used was proportionate stratified random sampling. This technique conducted in accordance with the objectives and conditions of the existing population. The data collection of this research was conducted used some instruments including questionnaire, field survey guide sheet, interview guide and supporting document. The result of the research showed that the community preferences for Thematic Kampong have good value (2-2,5) to better (3-3,5). It was based on the results of questionnaires, interviews and field observations on the implementation of Thematic Kampong Program in 16 sub-district. These results indicated the diversity of assessment and usefulness of the program existence in where the thematic program implemented. The Thematic Kampong Program has not yet benefited economically for the community. The existing programs were for education and ecosystems (infrastructure / physical).

Abstract

Consumer protection is a human right that must be protected. The Government has the Consumer Protection Law number 8 of 1999 on Consumer Protection (UUPK) which protects consumers from various threats in transactions and in using goods and services. The law is also mandated by an institution in charge of consumer protection, namely the National Consumer Protection Agency, as well as an existing institution of local government, namely the Consumer Dispute Settlement Agency (BPSK). Since Law 23 of 2014, the local government regulates the authority to handle consumer disputes applied in the provincial government, the role of BPSK Kabupaten / Kota stagnates. January 2017 to October 2017, there is no single matter handled by BPSK Kota Semarang. This is not solely due to the absence of a budget, but BPSK Kota Semarang is afraid that if the resulting decision is considered invalid because there is no formal juridical proof that BPSK is no longer BPSK Semarang City Government but BPSK Central Java.

Abstract

Kampung Akuaponik is one of the new educational tourism destinations in Semarang. Planned and built by internal actors to support Kelurahan Kandri as Tourism Village. The idea of Kampung Akuaponik is derived from cities problem that is influenced by climate change and urbanization, namely Food Security. The development of Kampung Akuaponik is also supported by networking between internal and external stakeholders to build socio-economic resilience. The purpose of this study is to illustrate the pattern of stakeholder cooperation networks in Kampung Akuaponik as a case of community-based adaptation and sustainable environmental management. The qualitative method was applied with an in-depth interview as a data collection technique. Stakeholders analysis was taken to illustrate the role of stakeholders and combined with timeline analysis to recognize the community networks development. There are 2 types of community cooperation network namely personal and institutional pattern. The research findings reveal that the last pattern was dominated on Kampung Akuaponik in Kandri, but the former was give important influenced on the community’s socio-economic resilience.

Abstract

Immunizations became serious world issues. A shared awareness to improve the nation’s health is not only a priority for developed countries but has become a common concern for most countries. WHO linked this adaptation campaign with the Sustainable Development Goals (SDGs) to be achieved by 2030. Completed basic immunization data based on routine data in 2010-2013 has reached the target of the Ministry of Health's Strategic Plan, but in 2014 and 2015 it did not achieve the desired target. In 2015, coverage of basic immunization in infants in Indonesia reaches 86.5% compared to the target of a strategic plan that should reach 91%. In 2016, the basic immunization coverage finished up to 91.1%. The achievement of coverage basic immunization in Semarang has reached the minimum target that as 95% compared to the target in 2015. Operational strategy is quite high and evenly can be seen from the completeness of Universal Child Immunization (UCI) of the district. In 2016, the number of districts that have reached UCI with coverage criteria DPT 3, polio, and measles> 80%, as many as 177 urban districts from 177 urban district in Semarang (100%). The assessment of the safety and effectiveness of basic immunization in infants and children is still a social problem. The issue of vaccine rejection must be managed carefully. There is strong evidence supporting the MMR vaccine is not associated with the incidence of autism in children. Other strong evidence also suggests that MMR, DPT, Hib, and Hepatitis B vaccines are not associated with leukaemia in children. Evidence of serious post-immunization events is extremely rare and has a very low absolute risk.

Abstract

Civil rights and freedom for children have not yet been accepted. Many factors include public ignorance of rights that should exist. Although the Convention on the Rights of the Child has been ratified, it has not been able to implement the rights of the child is still far from expectations. Accessibility of information on the rights of children, still far from reaching, is primarily the provision of basic tools supporting the development of civil rights and freedoms. One of the fundamental rights in civil rights and freedoms is the right to acquire a legal name and recognition of the possession of a birth certificate. The national target in the RPJMD 2019 for the deed coverage is 85%, but there are still many districts that have not yet been realized. Permendagri number 9 of 2016 is a way of accelerating the ownership of Birth Certificate, and the key is how local government to innovate to realize the rights of the child. Semarang City is able to realize with the innovation of online services.

Abstract

One of the national development programs is to increase the popularity of traditional markets. The existence of the traditional market is affected by several aspects, in which one of them is the availability of modern markets that provides a concept of comfort and cleanness. This has contributed to the decline of traditional sellers’ revenue. Another reason which causes the traditional market is not favoured by people is due to the bad condition of the facility provided by the market, the unorderly management, the behaviour of some elements in the market, the changes of consumers’ behaviour who favour to shop some dry basic needs in the modern market also contributes to the process of traditional market marginalization. Therefore, the objective of this research is to identify the condition of the existing traditional markets in Semarang city and the action of optimization strategies for the traditional market in Semarang city. The analysis method being employed in this research is the quantitative description analysis, qualitative description, and SWOT (Strength, Weakness, Opportunity, and Threat) analysis. The result reveals that traditional markets in Semarang city are divided into 6 UPTD amounting to 54 markets in total. From 2012 until 2014, the market which contributed the highest retribution is UPTD Johar, while in 2016 the highest retribution contributor was from UPTD Karangayu. Market revitalization has been done in 14 traditional markets which include Rejomulyo, Dargo, Waru, Bulu, Sampangan, Surtikanti, Purwogondo, Jerakah, Peterongan, Rasamala, Pedurungan, Genuk, Suryo Kusumo, and Penggfaron. The SWOT analysis shows that the total score of each factor could be elaborated as such, Strength (1.89), Weakness (0.76), Opportunity (1.66), and Threat (1.63). Optimization strategies of traditional market in Semarang include (1) improving the market in a periodical schedule, (2) integrating transportation with Semarang public transports, (3) strengthening the organization of market players/elements and the human resources of the traditional markets’ management, (4) refining the system and expanding the parking areas, (5) adding facilities such as lifts or escalators, (6) fixing the drainage system, rubbish management, and the area sanitation, (7) improving the product zoning / grouping in the market, (8) holding some events for activities or promotion, (9) renewing the mindset through intensive training, (10) planning for a more comprehensive and thorough traditional market’s development, (11) periodically controlling or giving warnings to sellers who are doing business activity outside the traditional markets by Satpol PP, (12) fixing or innovating the service for the consumers, (13) including all stakeholders in the markets’ development, (14) creating rules regarding the construction of modern retails.

Abstract

Development progress has been seen more from economic indicators, such as economic growth and poverty reduction. The indicator is considered insufficient to describe the actual level of wellbeing. Economic indicators such as the value of HDI and the growth of GRDP per capita of Semarang City for the last five years continue to increase. However, the high economic growth of Semarang City leaves a gap in problems such as income distribution, poverty and other social problems. So this study aims to examine the index of community happiness Semarang City in 2017 compared with 2016. This study is a study where the data source obtained from a number of 404 samples taken by the method of three stages purposive random sampling. There are ten essential domains / variables that reflect the level of individual happiness, including: (1) health, (2) education, (3) household income, (4) environment and security, (5) family harmony, (6) social relations , (7) availability of free time, (8) Houses and Assets, (9) affection, and (10) happiness of life. The results showed that the happiness index of Semarang City in 2017 was 70.18. This value decreased from IK in 2016, amounting to 1.37 points. Although in general IK value fell, the variable of education and health performance better. This is seen from the value of happiness when the majority of the variable values fall, the variable of education and health, the value rises compared to 2016.

Abstract

Many efforts in reviving the Semarang old city, one of them is holding evening performances. The visitor's comforts are one indicator of the successful arrangement of the old city area, both thermal, visual, and even acoustic comforts. Open space provides a social interaction space. The configuration of the wall in the ancient buildings facades was very appealing to draw people attention. The questions of this study are: How far the role of Sri Gunting park in the old city of Semarang as one of the tourist destinations?  How far the role of illumination of the night (especially in the garden) in appealing people to visit?  The innovative technology of interdisciplinary lighting arrangement should be designed in taking into account the kind of landscape and morphological characteristics of this ancient area. The methods carried out to answer the above questions are made through questionnaires to respondents (park visitors during the day and night), field observations and measurements of thermal performance and lighting characteristics of the Park. While the discussion is based on an interdisciplinary approach, namely the study of architecture, landscape and lighting layout/lighting/ discipline elekto. The result of the study showed that the existence of Sri Gunting Park is not only presenting the form of green open space element in an ancient building area, but its existence can provide the quality of micro-climate change which makes the sensation level of the visitors' sense of comfort significantly. The role of this region-scale park is potentially adopted on an urban scale. The cultural background of the tourists visiting the old city influenced their perceptions of the buildings and open spaces in the old city presented by successful artificial lighting arrangements. There are two ways to revive the old city of Semarang: Firstly, the success of 'bringing in' the visitors because they feel the thermal and visual comfort sensation. Secondly, the exploitation of artificial lighting at night, either in the park, other open spaces/roads and ancient buildings.
