Abstract

This study aims to analyze the pattern of munasabah or the correlation between verses and chapters in the Qur’an, encompassing causal relationships, comparisons, contrasts, and thematic repetitions. Munasabah plays a crucial role in clarifying the logical and aesthetic connections between verses, helping readers gain a deeper understanding of the Qur’an. This study employs a qualitative, literature-based approach, referring to the theories of scholars such as As-Suyuthi, Nasr Abu Zaid, and Quraish Shihab. The findings reveal causal relationships in Surah Al-Baqarah verses 152 and 186, which emphasize the importance of remembering and being grateful to Allah as a consequence of His guidance. Comparative patterns are observed in Surah Al-Anfal verse 28 and Surah Al-Hadid verses 22-23, highlighting the contrast between worldly and eternal life. Contrasting patterns appear in Surah Al-Baqarah verses 258-259, illustrating the differences between believers and disbelievers. Meanwhile, thematic repetition is evident in Surah Ar-Rahman through the recurring phrase, "Then which of your Lord’s favors will you deny?" emphasizing gratitude. These findings confirm that munasabah in the Qur’an is not merely a rhetorical aspect but also holds significant theological and hermeneutical meaning in understanding the divine message.

Abstract

This study explores the interorganizational communication dynamics between the National Unity and Political Agency (Kesbangpol) and Islamic civil society organizations (Ormas Islam) in shaping national consciousness in Medan, Indonesia. It focuses on how organizational structures, symbolic practices, and power relations influence the transmission and reception of civic values within a multireligious and multicultural urban setting. Using a qualitative case study with a critical-interpretive paradigm, data were collected through in-depth interviews, participant observation, and document analysis. The findings reveal that communication between Kesbangpol and Ormas is largely top-down, symbolic, and lacking in dialogical depth. Symbolic representations of nationalism are often framed rhetorically without substantial internalization, and civic values tend to be disseminated through formalized rituals rather than sustained engagement. The study concludes that current practices are insufficiently participatory and require a shift toward deliberative communication, mutual recognition, and cultural sensitivity to support inclusive and sustainable civic engagement. This research contributes theoretically to the discourse on state–civil society relations by highlighting the limitations of symbolic governance, and offers practical insights for designing more dialogic and culturally responsive civic communication frameworks.

Abstract

The rise of cybercrime in Indonesia has become an urgent issue, not only in terms of technical law enforcement but also in how institutions, particularly the police, communicate with the public. This study aims to examine the strategic role of the Public Relations Division (Humas) at Polresta Deli Serdang in managing internal coordination and external communication in response to digital crime. Using a qualitative case study approach, the research involved in-depth interviews with eight key informants and thematic analysis of the collected data. The findings reveal that Humas is often excluded from the early stages of operations, weakening its ability to build narratives that uphold institutional legitimacy. Externally, the public perceives the police as slow and overly formal, failing to match the speed and emotional tone of social media discourse. The study recommends a shift from one-way, bureaucratic communication to a symmetrical approach rooted in local culture, involving digital community leaders and co-created narratives. These findings contribute to strengthening police communication strategies through empathetic, transparent, and collaborative engagement to rebuild public trust.
